Introduction/Overview

W it h $2 7 m illi o n in recent pub lic i n v e st m en t f o r t h e Po r t o f Ro c he st e r , the City of Rochester is seeking proposals from qualified parties to purchase and undertake the private development of the City-owned property at 4752 Lake Avenue. The 2.8 acre property is located in the heart of the Port of Rochester overlooking the Genesee River’s flow into Lake Ontario. The site is adjacent to the recently constructed 84-slip state-of-the-art Port of Rochester Marina. Other notable p ublic investments recently undertaken in the Port of Rochester include c on str u ct i o n o f a riv e rfr on t p r o m en a de, reconstruction of North River Street, major improvements to the Port Terminal Building , and new p e d estr i a n a m e n i t i es .

It is the City's intention to receive proposals that will lead to the sale of the property to a developer who presents the best use/development plan and demonstrates the financial capability to undertake their plan within a reasonable time-frame. The City intends to select a development plan that will: Present the highest and best use for the site as well as the surrounding area;

  • Present the highest and best use for the site as well as the surrounding area;
  • Return the site to the tax roll and increase the City’s tax base;
  • Present high quality design and visually enhance the adjacent streetscapes;
  • Provide uses that relate to and activate the adjacent waterfront;
  • Create permanent job opportunities for city residents; and,
  • Encourage development in one of the City’s Opportunity Zones.

A complete electronic copy on a flash drive and ten (10) hard copies of the proposal are to be submitted no
later than 4:00 PM on Friday, February 21, 2020 to:

Proposals submitted after 4:00 PM on Friday, February 21, 2020 will not be considered.
Please submit paper proposals on 8.5 x 11 inch paper. One (1) copy of the proposal must be signed by an
officer or trustee of the organization who is empowered to contractually obligate the organization. The
proposal and any materials submitted shall become the property of the City, and the City is not obligated to
return such documents. Each proposal must include at a minimum, the items listed in this RFP as per
Section 7. Proposal Submission Requirements.
Section 2. PURPOSE
With $27 million in recent public investment for the Port of Rochester, unprecedented opportunities
exist for private sector waterfront development. Notable public investments recently undertaken
include a new 84-slip marina facility, construction of a riverfront promenade, reconstruction of North
River Street, major improvements to the Port Terminal Building, and new pedestrian amenities.
The enhanced development of the port area is a high priority for the City of Rochester. The
development is being guided by over two decades of planning as reflected in the City’s Local
Waterfront Revitalization Program (LWRP) www.cityofrochester.gov/LWRP. The plan includes
recommendations to transform our extensive and unique waterfront resources, historic and cultural
assets into a regional tourism destination that maximizes economic, environmental and recreational
benefits for the entire community. It is the City of Rochester’s desire to develop the Port of Rochester
as a significant Great Lakes regional destination by achieving the following goals:

Maximizing housing, business, and waterfront tourism--related opportunities
Increasing the number of enhanced quality waterfront amenities
Providing premier waterfront hotel accommodations, as well as entertainment and dining
venues
Developing an efficient and effective infrastructure system that supports waterfront-related
activity and increases public access
Maintaining a port area that supports the highest quality of life standards for residents, visitors,
as well as the local community
Encouraging environmentally sensitive and sustainable development
In response to the recent public investment and consistent with the above--mentioned goals, the City is
seeking a qualified Developer to undertake the private development of City-owned property at 4752
Lake Avenue (the Property). Through this RFP process, the City intends to select a development plan that
