INTRODUCTION
1.1 INTENT OF THE REQUEST FOR PROPOSAL
It is the intent of this Request for Proposal (RFP) to solicit proposals from qualified
contractors to provide innovative workforce services on behalf of the Merced County
Workforce Development Board (Merced County WDB). The Merced County WDB
seeks proposals from experienced organizations interested in providing a full range
of workforce-related services and support to adult customers in Merced County. The
provision of these services is to be funded under Title I of the Workforce Innovation
and Opportunity Act (WIOA), 29 U.S.C. section 3101 et seq. and other federal, state,
and local funding.
1.2 BACKGROUND INFORMATION
1.2.1 The Workforce Innovation and Opportunity Act (WIOA) was signed into law on
July 22, 2014. The intent of the WIOA legislation is to arm workers with the
skills necessary to meet business needs and to provide business with access
to the talent pool necessary to compete in local, regional, and global
economies. This is achieved by assisting workers, including those with barriers
to employment, with access to employment, education, job-driven training, and
support services.
WIOA also emphasizes improving services to business, enhancing program
coordination and streamlining service delivery, utilizing new technology to
serve customers, increasing the flexibility of governance, and increasing
accountability and transparency. Additionally, WIOA requires: quality training
leading to industry-recognized credentials; earn and learn approaches that
encourage the coordination of work and learning; regional planning and
service coordination; and implementation of designated industry sector-based
strategies and career pathways.

1.2.2 This Request for Proposal will establish the necessary workforce-related
services and support for WIOA Adult and Dislocated Worker jobseekers within
Merced County. This RFP solicits proposals for unique and innovative services
that link customers to careers in the Merced County WDB’s designated
industry sectors: Advanced Manufacturing, Agriculture, Construction,
Healthcare, Transportation, Water Technology, and other key industry sectors
identified by the Merced County WDB.
The Merced County WDB will be actively involved in all aspects of workforce
service design and implementation. Responsive proposals shall reflect a
customer-centered design that looks first at what customers need and then,
using cultural and technical competencies, establishes an appropriate menu
of services to meet those needs while providing excellent customer service.

This approach will build the capacity of the workforce system to better serve
employers who need skilled workers and to design more personalized services
to help job seekers gain necessary skills for middle-wage jobs.
The ideal contractor will possess the willingness and flexibility to assist the
Merced County WDB to develop new programs, services and service delivery
models based on community needs, and to work closely with the Merced
County WDB to implement any Board-mandated directives or programs to
enhance the quality of life for Merced County’s residents.
1.2.3 An agreement executed based on this RFP process will be a combination cost
reimbursement and performance based contract, with up to 10% of the total
agreement amount dependent on delivery of performance-based outcomes.
Final contracts will be subject to any changes in the legislation, regulations or
policies promulgated by the funding source. The Merced County WDB
reserves the right to vary or change the terms of any contract executed as a
result of this RFP, including funding levels, the addition of funding streams not
currently listed in this RFP, the scope of work, performance standards, referral
sources and shortening or extending the contract period, as it deems
necessary in the interest of the Merced County WDB and its programs,
pending availability of funds.
1.2.4 PROGRAM LOCATIONS
The Merced County WDB seeks proposals that provide a plan to bring
workforce services into the communities within Merced County. The ideal
proposal will provide multiple access points for outreach and engagement
within the community during evenings and weekends, including at locations
such as libraries (see Attachment C), providing 1.0 FTE for activities at the
New Direction Homeless Outreach Center (with the possibility of serving
additional navigation centers), as well as meeting the requirement to provide
full-time staffing for the WDB’s comprehensive America’s Job Center of
California (AJCC) in Merced and Los Banos, and a presence at any other
locations designated by the Merced County WDB. The successful contractor
must deliver services in the AJCC and other locations as approved by the
WDB.
Based on having a presence at several locations, the selected services
provider will work closely with the One-Stop Operator to coordinate and
integrate its workforce services into an existing system of partnerships.

1.2.5 AVAILABLE FUNDING
The funding available to enroll and provide services to Adults and Dislocated
Workers between August 1, 2019 and June 30, 2020 is approximately
$1,500,000, of which $160,000 must be used for Adult on-the-job training
contracts, and $140,000 must be used for Dislocated Worker on-the-job
training contracts. This amount also includes $50,000 for supportive services.
This amount is subject to change based on fluctuations in the annual allocation

and should be regarded as an estimate. Additional funding may be available
from 2018-19 carry-over funds, as well as from funding streams not currently
listed in this RFP.

1.3 AGREEMENT TERM
The Agreement term shall be for a period of four (4) years. The start date will
tentatively commence October 1, 2019, with a scheduled completion date of June 30,
2023, contingent on appropriate and sufficient funding as well as performance.
A Sample Agreement is included as an attachment to this proposal. This Agreement
will become part of the final Agreement with the successful Bidder. Any exceptions
to the terms and conditions as stated herein and in the Sample Agreement must be
identified separately within the submitted response. An Agreement with the
successful Bidder is executed only upon final approval by the County's Board of
Supervisors.
