My name is Amy Upham and I am the Opioid Response Coordinator with Buncombe
County Health and Human Services. We are exploring what options may exist for us to provide
Buprenorphine for those within our Post-Overdose Response program Safer Together from
March 2020-December 2022. We are only seeking providers who have recent experience with
providing this service or services that are functionally similar. We are hoping to contract with
more than one provider for this service. Our minimum need is for providers that can prescribe
Buprenorphine for 25 individuals at a time in 6 month intervals. Our service will only cover the
cost of medication.
We would greatly appreciate it if you or an authorized representative of your agency
could respond to the following questions:
1) Does your organization have recent experience providing Medication Assisted
2) If your answer to question 1 is yes: Does your organization have interest in providing
this service in partnership with Buncombe County Health and Human Services? (If
yes, please feel free to include any relevant information that demonstrates your
experience in providing this or similar services. Please include specific therapies
3) If your answer to question 2 is yes:
a. Does your organization currently have the capacity to fulfill the level of
service we are seeking? (If yes, please include any relevant information that
demonstrates your capacity to provide this service, including any restrictions
b. What would your proposed rate of payment be in order to provide medication
at no cost to our Safer Together participants, knowing that many may be

5) Is your agency able to prescribe Buprenorphine as induction AND continuation,
regardless of an individual’s prior MAT and/or services status? If no, please explain
how you will ensure care for those who are ineligible for service?
6) Which pharmacy or supplier do you currently purchase Buprenorphine from and/or
refer patients to? How do you currently handle new or established patients’
medications being delayed due to supply shortages?
