SECTION 1
INTRODUCTION
1.1 INTENT OF THE REQUEST FOR PROPOSAL
As a component of the California Community Corrections Performance Act of 2009
(SB 678), the Merced County Probation Department aims to provide effective and
culturally competent re-entry, rehabilitative, employment, and
educational/vocational services to inmates sentenced to the John Latorraca
Correctional Complex (JLCC). Enhancing public safety, reducing reliance on
incarceration, and reducing recidivism through the implementation of evidence-
based practices (EBP) are goals of the Department and Community Corrections
Performance Act. As identified by the Merced County Community Corrections
Partnership (CCP), inmates currently sentenced to the JLCC have limited access
to programs that demonstrate effectiveness toward successful re-entry into the
community.
In order to effectively and efficiently provide re-entry, rehabilitative, employment
and educational/vocational services to inmates, the County will contract with a
vendor experienced in providing the services. Increased services provided to
Merced County inmates will improve their chances for successful re-entry to the
community and, in turn, enhance community safety.
1.2 BACKGROUND INFORMATION
The Merced County Sheriff’s Department reports that approximately 30% (170) of
their JLCC population consists of sentenced inmates. Prior to the implementation
of Adult Realignment (AB109), a State-operated In-Custody Treatment Program
(ICTP) was accessible to JLCC inmates. The State discontinued the program and
the funding with little notice and no resources for sustainability. The services that
are on-going include Alcoholic/Narcotic Anonymous groups, individual behavioral
health treatment, and the General Education Diploma (GED) program. As a result
of the limited access to in-custody services, inmates lack the tools needed to
enhance their ability for successfully community reintegration.
Re-entry services that effectively address treatment, rehabilitation, employment,
and education, and vocational needs are more typically provided by community
day reporting centers. The Probation Department has a successful history of
operating adult and juvenile day reporting centers through vendor contracts. Since
inception, 76% of clients who complete the adult day reporting center do not
recidivate. Working in conjunction with the Sheriff’s Department and a qualified
vendor, it is anticipated that the County will continue to be successful at providing
a program to inmates, the outcomes of which will model the success of community
day reporting centers.

1.3 AGREEMENT TERM
The Agreement term shall be for a period of two (2) years, with the option to review
for additional years at the County’s discretion. The start date will tentatively
commence October 1, 2019, with a scheduled completion date of September 30,
2021, contingent on appropriate and sufficient funding.
A Sample Agreement is included as an attachment to this proposal. This
Agreement will become part of the final Agreement with the successful Bidder. Any
exceptions to the terms and conditions as stated herein and in the Sample
Agreement must be identified separately within the submitted response. An
Agreement with the successful Bidder is executed only upon final approval by the
County's Board of Supervisors.
