The Lorain County Commissioners (County) are requesting proposals from qualified professionals for
Fixed Base Operator services at Lorain County Regional Airport, (LCRA). The proposed scope of services is
discussed herein.
Respondents shall return Request for Proposals in a SEALED envelope marked:

The envelope may be delivered in person, by U. S. Mail or other commercial parcel carrier, it must be received
by the advertised proposal deadline. A selection committee consisting of members of the LCRA Airport
Advisory Board and the Lorain County Commissioners Administration will be used to evaluate the RFPs and
choose a respondent to recommend to the Lorain County Commissioners. Interviews with a Respondent may
be requested and scheduled if needed. However, the County reserves the right to make its selection solely
from the information provided in the RFP or an Alternative Proposal.
The timetable for the RFP is as follows:
RFP RELEASED: July 23, 2024
RFP TITLE: Fixed Base Operator Services for Lorain County Regional Airport
PRE-SUBMITTAL TOUR OF LCRA: Tuesday July 30, 2024 at 1:00 PM EDT, all respondents must tour the airport
prior to the submittal deadline. No other tour dates are scheduled.
PRE-SUBMITTAL QUESTIONS DEADLINE: August 9, 2024 at 3:00 PM EDT
Submit all questions by email, answers to all questions will be emailed to all potential Respondents.
RFP DEADLINE DATE & TIME: August 22, 2024 at 3:00 PM EDT
SUBMITTAL INSTRUCTIONS: One (1) original and seven (7) printed copies and three (3) portable USB drive
copies of the written proposal, each clearly marked as such. Limit proposals to 30 typed pages maximum.

Section I. MINIMUM QUALIFICATIONS
To be eligible for consideration, the Respondent must meet the following qualifications:
1. A minimum of ten (10) years prior experience in FBO services or comparable experience in providing general
aviation, commercial aviation and commercial jet aircraft aviation related service and are currently operating
an FBO or FBOs.
2. Financial capability to operate the FBO.
3. Currently hold or be able to obtain all necessary certifications with local, state and federal government
agencies necessary to operate as an FBO.
4. Abide by any and all rules, requirements or mandates placed upon the County of Lorain Ohio by the Federal
Aviation Administration (FAA), Department of Homeland Security and the State of Ohio including, but not
limited to, Grant Assurances of the FAA and the Terms and Conditions of the State of Ohio grants.
5. Abide by all federal, state and local laws, regulations, requirements, ordinances and rules.
6. Treat all tenants fairly and equitably in regard to customer service and pricing (policies in place and shared
with all staff members.)
7. Must be an active legal entity, licensed to do business in the State of Ohio within 30 days of approval of the
FBO agreement by the Lorain County Commissioners.
Section II. PROPOSAL CONTENTS
A successful proposal must contain the following minimum items:
General Information
Names and qualifications of company officers and owners
Company address
Brief history and introduction of the Respondent
A full description of the Respondents entity, including an organizational chart, and identification of all
parties, including disclosure of all persons or entities having a beneficial interest in the proposal.
Financial Fitness
Sufficient proof supporting the Respondents financial ability to provide FBO services. The County
reserves the right to request additional information from any of the Respondents, as necessary, in
regard to financial fitness.
Business Plan
Operations Plan: attach a complete and detailed narrative description of the scope of operations you
propose to provide, including the means and methods to be used to operate an FBO which provides
high quality service to general aviation customers.
Provide a detailed description of opportunities for joint development or capital improvements for the
leased premises. Respondents are encouraged to include a separate attachment illustrating a
proposed layout and description.
Customer Service Plan: describe your philosophy on customer service and your ability to meet the
needs and requests of customers.
Management: describe your management structure and operating personnel. List the proposed job
titles and assigned duties for each of them.
Marketing program: describe how you would market Lorain County Regional Airport to retain current
tenants and customers and attract new general aviation activity to the airport.
Minimum Staffing Requirements and Proposed Schedule: provide a description that includes
emergency and after-hours service, emergency contact procedures and processes to train and certify
staff in refueling and aircraft handling operations.
Provide a pro forma financial statement, cash flow statement, and budget for services to be provided
as part of the pro forma submittal, the Respondent must identify all revenue sources to be provided
by the Respondent during the terms of the agreement, including, but not limited to, fuel sales, County-
owned hangar rent, etc.

Base Rent & Minimum Annual Guarantee
The Lorain County Commissioners will require Base Rent and a minimum annual guarantee (MAG) or fee from
the successful Respondent. The County will use this funding to reinvest back into the airside and landside
facilities at LCRA.
FBO rent and fees will be paid to LCRA monthly.
Section III. EVALUATION CRITERIA
The County of Lorain Ohio will evaluate each proposal as follows:
1. Qualifications/Experience/Expertise 20 points
2. Operations Plan 20 points
3. Financial Strength 15 points
4. Customer Service/Marketing Plan 15 points
5. Minimum Annual Guarantee/Fees 15 points
6. References 5 points
7. Lease Agreement 5 points
8. Staffing/Schedule 5 points
Total: 100 points possible
Section IV. LORAIN COUNTY REGIONAL AIRPORT REVENUE/EXPENSES
The County currently collects revenue from the following sources to maintain LCRA:
LCRA PREMISES RENTED TO THE FBO
One (1) 30,000 square feet Main Hangar
One (1) 13,600 square feet Office Building (attached to Main Hangar)
One (1) 25,088 square feet Community Hangar
One (1) 21,120 square feet Group Hangar
One (1) 12,215 square feet T Hangar
See Appendices. All dimensional data is approximate and not guaranteed, respondents are encouraged to
make their own measurements.
FBO MONTHLY RENT TO THE COUNTY
FBO shall pay LCRA as rental for the premises a per annum fee equal to the greater of four percent (4%) of the
FBO annual gross revenues derived from the sale of goods and services or a guaranteed minimum rent for
each year of the term in accordance with the following;
Years: 1-2 $4,000 per month $48,000 per annum
Years: 3-4 $4,500 per month $54,000 per annum
Year: 5 $5,000 per month $60,000 per annum
Aircraft sales - four percent (4%) of the profit of any aircraft sale at or from the leased premises
Landing fees all landing fees, less a ten percent (10%) administrative charge
Concession fees - airport users pay concession fees; the FBO will be responsible for charging and collection of
concession fees on behalf of LCRA.
All revenues for other areas of the airport property, including tie down ramps will be paid directly to LCRA by
the entity renting the area. The FBO will be responsible for scheduling the rentals.
Guaranteed minimum rent may be subject to changes in the Minimum Standards for Airport Aeronautical
Services at LCRA (attached), the Minimum Standards will be updated after receipt of the Master Plan Update
that is currently being performed.
FUEL & LUBRICANT SALES BY FBO
Fuel flow fees to the County = $0.08 per gallon for both 100 LL and Jet A Based Aircraft and $0.12 per gallon
for both 100LL and Jet A Transient Aircraft
Lubricants = $0.25 per gallon
The RFP should include proposals for hanger rents, monthly FBO rent and fuel flow fees.
