REQUEST FOR PROPOSALS (RFP)
The City of Concord, New Hampshire (City) is seeking a proposal from qualified firms (Respondents) to replace the
underground storage tanks and elements of the City’s Fleet Vehicle Motor Fuel Dispensing Facility located at 311
North State Street in Concord, New Hampshire. The Scope of Services includes upfront due diligence through a
detailed review of the drawings and specifications presented herein, procurement of pertinent equipment and
materials, and full construction services in accordance with the City’s specifications and construction documents.
The Scope of Services sought by the City is presented Article 2.
Sealed proposals must be contained in a single envelope or package clearly labeled “RFP 04-23, Fuel
Station and Underground Storage Tank Replacement Project”.

a) Requests for proposals may be issued only by the Purchasing Manager, or her designee, to authorized firms,
and are not transferable unless authorized by the Purchasing Manager.

c) All proposals must be written in ink or typed. If there is any correction with whiteout, the person signing
the proposal must initial the correction. It is the Respondents’ responsibility to see that its proposal is
delivered within the time and at the place prescribed. The City will open no proposals until after the due
date.

e) Failure to submit all information as detailed on the Proposal Submission Checklist and/or submission of an
incomplete proposal are sufficient reasons to declare a proposal as non-responsive and subject to
disqualification.

1.2 BACKGROUND
The City of Concord, NH seeking proposals from qualified firms to remove and replace the underground storage
tanks and certain elements of the fueling station at our Combined Maintenance and Operations Facility (COMF)
at 311 North State Street, Concord, NH 03301. The Scope of Services includes upfront due diligence through a
detailed review of the drawing and specifications presented herein, procurement of pertinent equipment and
materials, and full construction services in accordance with the City’s specifications and construction
documents. Concord City Council has appropriated approximately $450,000 for this work, exclusive of the
purchase of the underground storage tanks and engineering services.
1.3 GENERAL PROPOSAL INSTRUCTIONS
a) Questions and Explanations to Respondents: Any explanation regarding the meaning or interpretation of
the RFP must be requested in writing at least seven (7) calendar days before the time of the proposal due
date to allow sufficient time for receipt of reply. Any explanations or interpretations shall be made in the
form of a written addendum to the documents and shall be furnished to all Respondents of record within
five (5) business days prior to the proposal due date. Respondents shall acknowledge receipt of all addenda
as part of their proposal submission on the Acknowledgement Form provided in connection with this RFP.
Oral explanations and interpretations made prior to the proposal opening shall not be binding.

b) Mandatory Pre-Proposal Conference: The City is hosting a Mandatory Pre-Proposal Conference on 17
November, 2022 at 9:00 AM. The conference will be on-site at the City’s Fleet Vehicle Motor Fuel
Dispensing Facility located at 311 North State Street in Concord, New Hampshire. Only those firms
participating in the Mandatory Pre-Proposal Conference may submit a Response.
c) Respondents’ Understanding: The City shall make available to all prospective Respondents, prior to the
receipt of proposals, information that it may have as to any extraordinary site conditions. Such information
shall be given, however, as the best factual information available without the assumption of responsibility
for its accuracy or for any conclusions that the Respondents might draw there from.
d) Submission of Proposal: Proposals may be hand delivered or sent via US Mail, or other delivery services
prior to the proposal opening. Proposals that are faxed or e-mailed will not be accepted.
Sealed proposals will be received by the Purchasing Division located at the Combined Operations &
Maintenance Facility, 311 North State Street, Concord, NH 03301 until the Proposal Due Date.
Respondents shall provide one (1) original and three (3) copies of its proposal.
Each proposal must be submitted in a sealed envelope, addressed to:
