1 The Solicitation – Notice to Proposers

Notice is hereby given that Philadelphia Gas Works (“PGW”) will receive sealed proposals on or before July 24, 2025, 2:30 p.m. Eastern Time, via pgw.procureware.com, for a consultant to provide energy broker services for 3 rd party electric procurement across PGW’s electric utility footprint.

This document outlines PGW’s objectives, describes the general characteristics of the services to be provided, and (without being exhaustive) outlines the principal obligations of PGW and the selected Proposer.

Questions concerning this Request for Proposals shall be directed in writing to PGW via pgw.procureware.com. Proposers may not contact PGW personnel regarding this RFP other than through pgw.procureware.com.

1.2 Proposal Requirements

Proposals shall be accepted only from respondents (“Proposers”) who have:

1.2.2 Submitted a proposal pursuant to the instructions in this RFP as set forth in Section 3.

In evaluating the proposals, PGW will consider the demonstrated experience and ability of the Proposer to deliver the proposed services, the scope and value of the proposed services, and the financial proposal of each Proposer as described in this RFP.

As noted in Section 5.2.4, Proposer expressly agrees and acknowledges that any response to this RFP, including written documents and verbal communication, regardless of how marked by the Proposer, is not confidential and may be subject to public disclosure by PGW, or any authorized agent of PGW, including but not limited to disclosure under the Pennsylvania Right to Know Law. Any materials submitted or ideas elicited in response to this RFP shall be the sole and absolute property of PGW, with PGW having title. By responding to this RFP, Proposer expressly waives any right to designate its response or parts thereof confidential, proprietary, a trade secret, or otherwise exempt from disclosure under any circumstance.

PGW hereby solicits proposals in accordance with these Proposal Documents.

1.1 Services to be Provided; Scope of Work

To support its goal of reducing operating expenses and enhancing sustainability efforts, PGW is soliciting proposals for energy broker services related to third-party electric generation and commodity purchasing. In addition to procurement, PGW seeks value-added services such as: market forecasting, cost savings reporting, and training for key utility personnel on the deregulated electricity market.

Proposers must include information that enables PGW to estimate its total annual electricity cost (incorporating both the third-party supply and the PECO delivery components) for evaluation and comparison purposes. PGW aims to achieve a minimum of 10% savings on its current electric operating budget. Proposers are encouraged to propose additional cost-saving strategies or services beyond those specifically requested.

As part of the services provided, the selected Proposer will be required to produce regular reports that clearly communicate and quantify savings generated through third-party energy procurement. The selected Proposer must also supply usage, demand and invoice data to support both internal and external reporting requirements. All data requests from PGW must be fulfilled within a five (5) business day turnaround period.

The selected Proposer shall serve as a liaison between PGW and the third-party energy suppliers and will collaborate with PGW to address and resolve any billing or invoicing discrepancies. The selected Proposer shall also serve as a subject matter expert, offering expertise and consulting services on an as-needed and as-requested basis for third-party energy procurement and related services.

PGW is also interested in proposals offering 100% electric generation from green and/or alternative energy sources. Responses should include details on power generation sources and contingency plans in the event of an interruption in green or alternative energy supply.

The Proposer shall ensure that the suppliers’ billing clearly identifies each site location and account number on a summary bill or individual bill.

Proposals must include the following:

  • Total third-party costs, including all costs beyond electric generation.
  • An itemized list of all pass through costs such as: ancillary services, capacity costs, line costs, etc.
  • A detailed breakdown of other fees, including but not limited to early termination penalties and charges for services unrelated to energy purchasing.

Proposals must also clarify the following:

  • Whether PGW’s electric accounts will be aggregated.
  • Whether the invoice will be dual billing or single billing method. In this system, the third-party energy supplier consolidates the charges into one bill, which includes both the energy supply costs and the utility delivery charges, streamlining the billing process for PGW. In either scenario the Proposal must be able to provide itemized costs for data requests.
  • Whether account management services are provided, including reporting, monitoring, and access to electronic monitoring tools.
  • Whether the proposer acts as a broker, a generator, or both.
  • Emergency protocols in the event of service disruption.

Additionally, each proposal must include a proposed contract for PGW’s review. Please note that PGW does indemnify; contracts containing provisions requiring indemnification by PGW will not be accepted.

The selected Proposer will be required to enter into a Service Level Agreement (“SLA”) in the form provided as Attachment C to ensure consistent and reliable service delivery.

Proposers must detail how artificial intelligence technology (“AI”) will be utilized to provide the services and materials that are the subject of this RFP. Include provisions that outline how data will be collected, stored, and processed by AI systems. Detail compliance with relevant data protection regulations and standards.
