Bid/RFP Status: Open - accepting bids and proposals Bid/RFP Due Date: Tuesday, May 21, 2024 - 3:00pm Bid/RFP Reference Number: RFP 2024DD-01 Back to Bids/RFPs INTRODUCTION Purpose This Request for Proposals (“RFP”) is seeking proposals from experienced individuals, joint ventures, and/or government relations firms to provide state lobbying services to include, but not limited to representation, information, professional advice, performing research, establishing legislative contacts, developing and pursuing specific legislation and providing associated staff services for the City of Kyle. Background For the purposes of this solicitation, a lobbyist shall function as the City of Kyle's representative in establishing and maintaining key contacts in state governments and in public and private organizations. Work involves the responsibility for representing the City of Kyle at the Texas State Legislature, performing research on legislative issues, compiling statistical data and reports, and providing the City with information which may assist them in making policy decisions. General Submission Information This RFP is posted on the City of Kyle’s website at www.cityofkyle.com/rfps. PROPOSAL SUBMISSION DEADLINE: Tuesday, May 21st PRIOR TO 3:00 p.m. Proposals should be clearly marked Lobbying Services - RFP 2024DD-01 and submitted to: Daniel Dellemonache City of Kyle, Purchasing Supervisor 100 W. Center Street, Kyle, TX 78640 (512) 779-3874 Any proposal received later than the specified time, whether delivered in-person or by mail will be disqualified. The City of Kyle will not be responsible for late delivery from the post office or delivery to any location other than the one specified above. Responders are encouraged to hand deliver their proposals well ahead of opening time or follow up to confirm their proposals were received before the deadline. The City further reserves its right to reject all proposals for any reason or any proposal that does not contain all the information requested in this RFP. Potential responders may also submit a written email request to KylePurchasing@cityofkyle.com for additional information or clarification. The deadline for questions is Tuesday, May 14th at 5:00 p.m. Please reference the RFP name in the subject line and provide the applicable page number with each question. Responses to questions will be posted on the City of Kyle’s website at www.cityofkyle.com as an addendum prior to the submission deadline. SCOPE OF WORK Lobbyist shall represent the interests of the City before appropriate state agencies, legislative committees, members of the Texas House of Representatives and the Texas Senate, the Office of the Lieutenant Governor, and the Office of the Governor. Lobbyist shall secure sponsorship of legislation and shall monitor and advocate the enactment of legislation as identified in the City of Kyle Legislative Agenda. Lobbyist shall monitor all legislation regarding its impact on the duties and responsibilities of county government and its officers and employees. Lobbyist shall advocate the defeat of legislation identified by the City of Kyle as detrimental to the interests of the City. Lobbyist shall monitor state departments, agencies, and legislative activities on a day by day basis as necessary and as requested by the City of Kyle. Lobbyist shall perform additional legislative services on behalf of the City including: Working with City Council on legislative initiatives. Drafting or assisting in the drafting of proposed legislation and amendments. Attending and testifying at hearings, scheduling witnesses. Advocacy on behalf of legislative agenda adopted by the City of Kyle, including preparation, communication, and coordination with the City delegation and other members of the Legislature. Assistance in prioritizing the legislative efforts of the City of Kyle. Regular reporting on the lobbying efforts for passage or defeat of legislation. Tracking legislation throughout the session. Providing a final report at the conclusion of each session. Reviewing and interpreting legislative interim changes to assist the City of Kyle in addressing those with an impact, positive or negative, on City government. Lobbyist shall communicate with the City as needed throughout a session for the purpose of updating the City on current activities and developments regarding the City’s legislative initiatives and general matters affecting the City of Kyle. Lobbyist shall provide monthly reports on its activities on behalf of the City of Kyle. Lobbyists shall communicate on a regular basis to provide updates on legislative issues and initiatives to ensure that the information is sufficient to effectively assist the City of Kyle in preparing its legislative agendas. Lobbyist shall meet, in Kyle, when requested and advantageous, during the legislative period as defined in the Lobbyist contract or as requested in order to maintain an effective working relationship with the City. Lobbyist shall consult with department heads concerning problems and needs in all areas of City government in order to provide informed representation in the Legislature and assist in securing legislation favorable to the City of Kyle. Lobbyists shall consult with the City to evaluate the need to propose state legislation and follow through to secure support and passage of any resulting legislation. Lobbyists shall appear before the Legislature, establish and maintain close contacts among legislative committees, individual legislators, public officials, trade and industry associations, and business organizations in order to influence members and to assure full communication of ideas, interests, and favored outcomes. Lobbyists shall perform research concerning proposed legislation; analyze proposed tax laws and related data; prepare articles, briefings, communication documents and reports on administrative and legislative problems and practices. Lobbyists shall recommend action to the City of Kyle and maintain a flow of information to the City regarding state and federal governmental trends, attitudes, and programs. Lobbyists shall evaluate financial and budget issues of interest to the City of Kyle, conduct research to clarify issues, identify alternatives, develop recommendations, and prepares verbal and written reports as necessary. Perform other related duties as needed or as the situation dictates within the scope of work. SUBMITTAL REQUIREMENTS & SCORING See Section 9, Proposal Submittals in the Solicitation Instructions. SELECTION PROCESS This RFP provides information necessary to prepare and submit proposals for consideration and ranking by the City. The City will analyze and evaluate the proposals and rank the companies in order of the most qualified based on demonstrated competence and qualifications in accordance with the process below. • Step 1 – City Staff Evaluation o City staff will evaluate all proposals for demonstrated competence based on the selection criteria listed in Section 10 of the Solicitation Instructions. o A maximum of 100 points will be awarded for a Responder’s proposal. o The City staff may invite a limited number of Responders for a scored interview prior to Council Consideration. • Step 2 City Council Award o City Council will make the final determination of the most qualified responder and will award the contract. City Council will make their determination based on Responder’s proposals, interview materials from responders if applicable, and recommendations from the City Staff Evaluation panel.
