1.0 PURPOSE
It is the intent and purpose of this Request for Proposal (RFP), to solicit sealed proposals
to establish contracts through competitive negotiation for CSA-Funded Services and
mental health “as-needed” services, in accordance with the requirements specified
herein, with no guarantee to award a contract. The County of Prince George (herein
referred to as the “County”) will be awarding contracts to providers to serve students
identified by the Prince George County Public Schools (PGPS).
2.0 BACKGROUND
The County desires to establish a relationship with multiple firms who will be able and
capable to provide needed therapeutic treatment services. The County makes no
promise as to a guaranteed number of hours resulting from a contract award. Services
will be performed on an as-needed basis. The provider will adhere to guidelines
established by the Department of Medical Assistance Services (DMAS). Further, the
County nor PGPS assumes no responsibility for, nor oversight of, the Medicaid billing
process.
3.0 SCOPE OF SERVICES
Provider shall provide all services in their entirety as described on the PO and/or on the
applicable Individual and Family Services Plan (IFSP”) developed by the Family
Assessment and Planning Team (FAPT). Such services shall be provided in accordance
with applicable local, state, and federal law, including the policies and procedures
governing the Children’s Services Act (“CSA”), and all program training and certification
requirements.
Additionally, Provider shall also meet the following requirements:
A. Provider shall design a treatment/services plan in conjunction with the County
which is consistent with, and can be expected to meet, the goals of the IFSP
and supporting documents such as a youth's Individualized Educational
Program (“IEP”), foster care service plan, or terms of probation. Provider shall
ensure that the youth and/or family are progressing toward the goals in the
treatment/service plan, and will notify the County's case manager if progress is
not being made. Provider shall at all times act in concert with the County's
mission to serve children and families in the community. Accordingly, the
Provider will use its best efforts to efficiently and effectively provide services in
the best interest of the child and family. Provider shall be knowledgeable of the
County's Family Engagement Policy and Practice and demonstrate and
collaborate in family engagement activities.
B. Provider shall send representatives with direct involvement and case knowledge
of the applicable services to attend scheduled FAPT meetings, unless the CSA
Coordinator excuses such attendance. As agreed by the County and the
Provider, the Provider will ensure that a representative(s) with direct
involvement and case knowledge appear in court.

C. Provider shall communicate monthly (or more frequently as needed/requested)
on the progress of service goals with the County's referring case manager either
in writing or through personal contact as agreed upon by case manager and
Provider.
D. Provider shall provide written monthly progress reports addressing each and
every goal of the applicable IFSP. Monthly reports shall be submitted to the CSA
case manager and attached to monthly invoices. If the Provider's invoice is
received without a monthly report, payment will not be processed. Provider shall
have up to 30 days from the date of service to submit a report to the CSA case
manager to secure payment. Reports for services older than 30 days shall not
be accepted and invoices not processed for payment. Monthly reports shall
cover each separate service and/or program purchased pursuant to the IFSP.
Discharge reports shall be submitted with invoice for final payment.
Monthly reports shall contain professional documentation of progress towards
IFSP goals. When Provider services are billed in hourly units (i.e., in-home
services, parent support, therapy, mentoring, etc.), monthly reports shall include
the following:
1) date, time, and duration of each service unit,
2) purpose of service, and
3) people involved.
E. County may withhold payment until proper documentation of services is
submitted. If payment is denied due to insufficient documentation of services.
Provider may appeal in writing to the CPMT within thirty (30) days of payment
denial.
F. All Providers delivering special education services shall collaborate fully with the
County and other service providers to ensure full implementation of the
Individualized Educational Program ("IEP"). Providers delivering special
education services shall have the youth's IEP developed by the referring
County, unless the Local Education Authority (LEA) representative actively
participates in the IEP development and gives consent to the development of an
alternative IEP. The IEP shall not be changed by the Provider without
participation and consent by the County's LEA.
G. All special education service providers shall have an inclement weather policy
for makeup days and submitted with this Agreement. Prince George County
Public Schools (PGPS) transportation will be provided to students according to
the Inclement Weather Closing Information. In the event of a school cancellation
due to inclement weather, transportation will not be provided for students to any
schools. Unless otherwise notified by the school division, when there is a two-
hour delayed opening determined, students can be expected to arrive to schools
two hours late; and, if there is an early dismissal, students can be expected to
be picked up from schools according to the advertised time of early dismissal.
