REQUEST FOR PROPOSAL

PURPOSE AND INTRODUCTION:
This Solicitation is for the purpose of retaining a Design Team to design a complete HVAC upgrade and roof
replacement at Whitford Middle School located at 7935 SW Scholls Ferry Rd, Beaverton OR 97008. The project
is described below. The selected Consultant shall provide all labor, materials, plant, equipment, transportation
and other facilities and services as necessary and/or required to execute all of the Work.
A Non-Mandatory Pre-Proposal Conference will be held on June 17, 2019 at 3:30 PM at Whitford Middle
School, 7935 SW Scholls Ferry Rd, Beaverton OR 97008.
Interested Proposers must submit a Proposal pursuant to the provisions of this Solicitation to Larry Pelatt,
Purchasing Manager, or designee, at the District Administration Offices Main Reception located at 16550 SW
Merlo Road, Beaverton, Oregon 97003 NOT LATER THAN:

SECTION I PROJECT INTRODUCTION AND BACKGROUND

1. DEFINITIONS:
The term "District" or “Owner” throughout this document means the Beaverton School District (BSD). The
term “Consultant” means an Architect, Engineer, Photogrammetrist, Transportation Planner, Land Surveyor
or provider of Related Services, or any combination of the foregoing. The term “Proposer” means the
person or firm that submits a Proposal in response to this Solicitation. “Closing” is the solicitation due date
and time. “Related services” means personal services, other than architectural, engineering,
photogrammetric mapping, transportation planning or land surveying services, that are related to planning,
designing, engineering or overseeing public improvement projects or components of public improvement
projects, including but not limited to landscape architectural services, facilities planning services, energy
planning services, space planning services, hazardous substances or hazardous waste or toxic substances
testing services, cost estimating services, appraising services, material testing services, mechanical system
balancing services, commissioning services, project management services, construction management
services and owner’s representation services or land-use planning services.
2. SOLICITATION REVIEW:
Proposers must carefully review this Solicitation document and are responsible for knowing and
understanding all terms and conditions. Unless defects, ambiguities, omissions, or errors are brought to the
District's attention by protest pursuant to SOLICITATION PROTEST AND REQUEST FOR CHANGE (Section III,
Paragraph 3), protests or appeals based on such defects, ambiguities, omissions or errors received after
issuance of the Notice of Intent to Award may not be favorably considered.
3. BACKGROUND:
Whitford Middle School was constructed in 1963. The building construction is comprised of tilt-up concrete
exterior walls with an exposed aggregate finish; laminated beam roof support system except in the
gymnasiums which are steel beam, plywood decking and roofing is built-up system. The interior surfaces
are dry-wall with sandalwood wainscot, or glazed tile in certain areas. The floors are vinyl tile over concrete
except in gymnasiums which are hardwood, and some small areas which are tile or terrazzo. Most areas
have acoustic tile ceilings. The central heating plant has two hot water boilers. The current cooling system
is rooftop mounted chilled water system through an air-cooled chiller. Classrooms heated by hot water
coils in unit ventilators, and currently only interior classrooms have cooling. Air handlers with hot water
and chilled water coils serve the library and cafeteria. Heat only air handlers serve the gymnasium, shops
and other large areas. The office is air conditioned by VAV system with hot-water reheat. The rooftop air
handlers have natural gas fired burners and DX cooling.
4. PROJECT SCOPE:
On an over-all basis the Scope of Work for this project is complete Design/Mechanical Engineering
Consultant Services for HVAC upgrades and roof replacement at Whitford Middle School. This will include
but not be limited to any architectural, structural engineering, mechanical engineering, and electrical design
work required. Construction is anticipated to begin in the first quarter of 2020. Construction work will be
competitively bid under a CM/GC procurement method. The project budget is approximately $5 million.
5. CONTRACT:
The successful Proposer, selected by the District, shall receive an AIA B101-2007 Standard Form Agreement
between Owner and Architect (modified). A sample is enclosed herein (see Attachments).

6. AMENDMENTS:
The District may amend a Contract without additional competition pursuant to OAR 137-048-0320.
7. DISTRICT REPRESENTATIVE:
The District will assign a District Representative for this project who will act as the Project Manager.
8. SOLICITATION SCHEDULE:
The milestones for the selection process are set forth below. The dates are specific and will be followed to
the extent reasonably possible. The purpose of this schedule is for Proposer information only. Required
dates for submittals and any other activities are provided elsewhere in this Request for Proposals. The
District reserves the right to deviate from this schedule.

proposal to rejection. Answers to questions not stated in writing and/or answered in the form of a written
Addendum shall not be binding upon the District.

SECTION II STATEMENT OF WORK

1. SCOPE OF WORK:
The District intends to move forward with the following scope as the initial basis for the project design.
Changes may be made as the District moves through the formal design process. The selected design
consultant must design to accomplish, at a minimum, the following tasks:
a. Replace all unit ventilators with new units throughout school.
i. Connect to existing lines for heating/chilled water in a 2-pipe change-over design to match the
existing.
b. Remove old chiller, patch roof. Install new chiller outside of boiler room. Provide gated fence enclosure.
c. Add A/C coils to HVAC units in: Kitchen, Cafeteria, and Music rooms.
i. Retain existing chilled water lines in the mechanical mezzanine above the Kitchen. Pipe chilled
water to all coil locations at air handlers and multi-zone units that serve the Music Area,
Cafeteria, Stage, and Staff Area. Replace any coils that do not hold a pressure test in the multi-
zone units, and three air handlers.
ii. Retain existing heating water piping to existing coils in the air handlers and multi-zone units
that serve the Music, Cafeteria, Stage, Kitchen and Staff Area.
d. Old shop area: refurb air handlers, add A/C coils and updates controls as necessary.
e. Replace heating / chilled water pumps in the boiler room.
f. All new heating, chilled piping to be run in the tunnels where tunnels exist.
g. Where tunnels do not exist, lines will be run in mechanical rooms.
h. Replace pneumatic controls with JCI digital controls, clean up pneumatics cabinet. Remove anything
that is no longer used, label all components.
i. Replace corridor fan coil units with convectors suitable for installation in a Middle School
j. OSA ductwork and intake associated with the three classrooms across the hall from the main Office and
adjacent to the Library will be evaluated and modified if found to be deficient in providing at least 250
CFM to the units.
k. Replace all built up roofing. Modify curbs and roof edges as required.
2. OPERATIONAL ATTRIBUTES:
a. Minimize maintenance through effective consideration of materials.
b. Maximize operational savings through energy efficient design using proven technologies.
c. Include a high degree of centralized management of environmental and operational controls to provide
the most effective base operational schedule with easy temporary central override to allow proper safety
and energy management during special events and/or community use.
3. DESCRIPTION OF SERVICES:
Design services shall include Schematic Design (SD), Design Development (DD), and Construction Documents
(CD) for permitting and Bidding, Bidding assistance, construction administration services, and warranty follow up
for one year beyond substantial completion.
a. Design/Engineering
i. All designs shall be in compliance with Oregon Structural Specialty Code and Oregon Energy Code
requirements, and any other applicable Building Code requirements.
ii. Consultant shall provide the necessary Design and Structural Engineering as required by the local
authority that has jurisdiction.
