1.0 Public Notice-Invitation for 2024 AS-NEEDED INSPECTION SERVICES
This Request for Proposal (RFP) is issued by:
City of Midland (hereinafter City), 333 West Ellsworth Street, Midland, MI 48640.
2.0 Scope of Services
The City is requesting proposals for “As-Needed” Construction Inspection Services for street and utility construction projects
that are planned for the 2024 calendar year. These locally funded projects may include, but are not limited to, installation of
culverts, stream channel rehabilitation, construction of water mains, sanitary and storm sewers, curb & gutter, sidewalks and
street reconstruction/bituminous pavement. The projects will be located within City right of way or in public easements,
potentially including City infrastructure within private developments. In general, the inspection services provided will
constitute inspection of all work for conformance to City construction plans and specifications.
In 2024, the City anticipates the need for up to five (5) full-time inspectors on up to five (5) projects taking place
concurrently, each requiring 500-900 hours of total inspection. Full-time inspection consists of approximately 50 hours per
week, Monday through Friday between the hours of 7AM and 7PM, though evenings and weekends may be required on
occasion. The City may request inspection services for additional projects on a part-time basis only.
All inspection records shall be submitted to the City by a Quality Assurance/Quality Control (QA/QC) person designated by
the proposer, which shall be a different person than the field inspector. The flow of inspection records shall be from the field
inspector to the QA/QC designee, then to the City. The field inspector will be required to communicate directly with the
Contractor and City Construction Supervisor on a daily basis.
Unless pre-approved by the City, the City will not pay for more than one inspector on any given project at a time, as the
inspector will be expected to work independently and without direct supervision. Unless pre-approved by the City, hours
charged to the project by the QA/QC designee shall not exceed 10% of the inspection hours charged to the same project. The
successful proposer shall submit bi-weekly invoices, which shall include inspector hours and QA/QC designee hours, per
day, per project. Payments will be monthly.
Inspection Requirements
• Observe and record daily contractor activities and quantities. The inspector shall have the ability to use “Field Book”
software efficiently for daily inspection reporting and shall provide all necessary equipment/software to do so.
• Review and monitor traffic control for conformance to MMUTCD.
• Create/maintain as-built drawings to document variances from original contract documents.
• Coordinate materials sampling, testing and test result verification.
• Perform density testing on sand backfill, sand sub-base, aggregate base and bituminous pavement.
Inspector shall provide all necessary materials and equipment to perform testing.
• Ability to test concrete (air entrainment, slump, cylinders, etc). Inspector shall provide all necessary materials and
equipment to perform testing. Inspector shall have MCA/ACI Level I Field Testing Certification. Concrete lab testing by
others and if desired, will be coordinated by the City.
• Inspector shall have Construction Site Storm Water Operator Certification and perform all required inspections for
compliance with the Soil Erosion and Sedimentation permits.
• Inspector shall be made available during project closeout, for any questions related to daily inspection reports or final pay
item quantities.
• Inspector may be required to assist with layout of curb, gutter and ADA sidewalk ramps to line and grade.
• Ability to deliver difficult messages directly to Contractors and Sub-contractors.

3.0 General Information

retention of consultants and contractors. Accordingly, all Proposers entering contracts with City shall, upon request,
be required to show proof of such nondiscrimination.
The City encourages participation from small, minority-owned, women-owned, veteran-owned and labor surplus
area businesses. Incorporation of these types of firms into the Proposer’s team is encouraged.
Proposer, their consultants, sub-consultants, or other parties representing the Proposer for this solicitation may not
contact any member of the City of Midland Selection Panel concerning this project from the date of advertisement
until after the date of award.
The City intends to award a single contract for entire scope to the Proposer achieving the highest overall point score
total, as defined in the Evaluation section herein. The City reserves the right to reject any and/or all of the proposals,
award portions of the proposed work, or award portions of the proposed work to more than one Proposer.
4.0 Proposal
The purpose of the Proposal is to provide members of the City of Midland Selection Panel with specific information
regarding the qualifications of the Proposer and the proposed fee to complete the required services.
The Proposer’s submittal must include the following, in the order listed, with sections divided by labeled tabs. No
other information is to be included. Inclusion of extraneous materials may result in rejection of Proposal.
4.1. Cover Letter (maximum 1 page): Cover letter to be submitted on official business letterhead addressing:
• The intent of the Proposer to submit a response to this RFP.
• Proposer’s understanding of the services requested by this RFP.
• Acknowledgment of any Addenda.
• Acknowledgment that proposal is valid for ninety (90) days from submittal due date.
• Acknowledgment that Proposer has no conflicts of interest that would affect its ability to enter into a
contract if selected.
• The primary contact person.
• Affirmation that signer is authorized to submit the proposal on behalf of Proposer.
4.2. Qualifications & Experience: Proposer, and any sub-consultants anticipated to participate,
should include:
• Provide a minimum of 5 resumes of proposed inspection personnel to be used on City projects. A minimum of 2
years of experience on municipal utility and/or street construction projects is desired on each resume submitted,
including a reference (owner name, email and phone number) for each project listed. Use of alternate inspectors may
be allowed, but only with prior authorization by the City. If a proposer is unable to meet this criteria, provide
approach & methodology for ensuring quality field inspection to meet the needs of the City, as outlined in this RFP.
• Provide resumes of QA/QC personnel to be used on City projects. A minimum of 2 years of QA/QC experience on
municipal utility and/or street construction projects is required on each resume submitted.

4.3. Approach & Methodology (maximum 1 page): Provide a detailed explanation of the Proposer’s
approach and methodology, and include:
• Resources, methods, systems, strategies and technologies to accomplish the tasks, services, and
deliverables specified in the Scope of Services.
4.4. Cost Proposal: Include completed Attachment 02 – Cost Proposal.
Bid item 01 shall be the hourly rate charged to the City for the construction inspector as well as the QA/QC
designee. The successful proposer shall use this rate for invoicing the City, regardless of the total number
of hours worked per day or per week for each inspector. All other rates will be rejected. Charges for
employees other than the construction inspector and QA/QC designee will be rejected.
The contract dollar amount will be based on an estimated total number of inspection and QA/QC hours needed for
the 2024 calendar year. However, only actual hours worked will be paid by the City.
4.6 Deadline and Submittal
A. Three (3) hardcopies and (1) electronic copy shall be submitted to City’s official Point of Contact not
later than the date and time advertised. Proposer is solely responsible for properly labeling, mailing and/or
delivering of Proposal, at Proposer’s sole cost. Proposals may be hand-delivered if preferable.
B. The outside of the Proposal’s envelope/box (or outermost envelope/box if mailed by and delivered
by United States Mail, Express Mail, Priority Mail, UPS, Federal Express, and all other similar types of carrier
delivery,) must be labeled with Proposer’s Company Name and RFP Number: 2024 As-Needed Inspection
Services RFP#4433.

4.8 Required Review and Waiver of Objections by Proposers
Proposers should carefully review this RFP and all attachments for defects, objections, or any other matter requiring
clarification or correction. Questions or comments must be received by City in writing no later than six (6) business
days prior to the RFP submission deadline, to allow issuance of any necessary addenda.
*Submittal of a Proposal shall constitute acceptance of the terms, conditions, criteria, requirements, and evaluation
process of the RFP and resulting contract, and operates as a waiver of any objection.

4.9 Response Withdrawal
Proposers may withdraw a submitted Proposal at any time up to the deadline for submittal. To withdraw a
Response, the Respondent must submit a written request, signed by the Proposer’s authorized representative, to the
City’s Point of Contact before the submission deadline. After withdrawing a previously submitted Proposal, the
Proposer, may submit another Proposal at any time up to the submission deadline.
4.10 Response - Amendments and Errors
Proposers are liable for any errors or omissions contained in their Proposals. No amendments, revisions, or
alterations to Proposals may be made following submission.
4.11 Property of Response
Proposals submitted in response to this RFP become the property of City. Selection or rejection of a response does
not affect this right. All submitted information shall be held in confidence during the evaluation process.
4.12 Insurance Requirements
Proposer is required to possess the following minimum insurance coverages:
General Liability
$1,000,000 per occurrence, 2,000,000 aggregate
Automobile liability
Workers’ Comp
4.13 Addenda
Prior to the deadline for submission of SOQ, the City reserves the right to issue addenda to this RFP. Proposers are
responsible for ensuring receipt of all addenda and incorporating any changes into their proposal. Proposers shall
acknowledge receipt of all addenda by listing those received in the SOQ. The City reserves the right to reject a SOQ
for failure to acknowledge receipt of any addenda. Addenda will be posted at https://www.Cityofmidlandmi.gov
and https://bidnetdirect.com.
5.0 Evaluation Criteria and Selection Process
5.1 Evaluation and Selection
Proposals submitted in response to this RFP will be evaluated by the City of Midland Selection Panel for the
purpose of selecting the Proposer that provides the best value for the City, taking into consideration qualifications,
experience, approach, methodologies, and proposed total fee:
A. QUALIFICATIONS & EXPERIENCE 0 to 35 points possible.
Proposers will be evaluated based on experience related to projects similar in type and magnitude of services
referenced in this RFP. Reference may be contacted. Point score determined by each Selection Panel
B. APPROACH & METHODOLOGY 0 to 35 points possible.
Proposers will be evaluated for their understanding of the required services and their methodologies, technologies and
strategies proposed for providing those services. Point score determined by each Selection Panel reviewer.

C. COST PROPOSAL 0 to 30 points possible.
Proposer’s hourly rate; 30 points will be awarded to the lowest hourly rate, 25 points for the 2nd lowest hourly rate, 20 points for
the 3rd lowest hourly rate, and so on.
5.2 Selection Process
All responsible Proposals submitted for this project will be reviewed by a Selection Panel convened by it. The
selection process shall be as follows:
A. Each Selection Panel member shall independently evaluate each Proposal submitted in accordance
with the evaluation criteria listed in Section 5.1 A, B and C.
B. Based upon each member's evaluation of the Proposals, each member shall compile a total point score
for each Proposal. The highest possible score for each Proposal is 100 points.
C. The scores of all Proposers shall then be totaled.
D. A contract may be awarded to the Proposer with the highest cumulative scoring proposal.
E. The Selection Panel reserves the right to discuss Proposers being considered after initial scoring and
before award of contract.
5.3 Optional Contract Extension
The City and the Proposer may choose to extend the terms of the contract through the 2025 and 2026 calendar years on an
annual basis by mutual written agreement between both parties.
6.0 Anticipated Schedule of Events
The City anticipates the following schedule for this solicitation. The City reserves the right at its sole discretion, to adjust this
schedule, as it deems necessary.
