I. ADVERTISEMENT
ALCOHOL/DRUG SCREENING and URINALYSIS for
DWI, MAGISTRATE COURT and TEEN COURT
RFP NO. 2021-0183-CSD/CW
NM Commodity Code: 95207 & 19394
Santa Fe County requests proposals from qualified service providers for laboratory drug and
alcohol screening and urine specimen analysis services for Santa Fe County DWI, Magistrate
Court Navigation clients and Teen Court clients.
A completed proposal shall be submitted in a sealed container indicating the proposal title and
number along with the Offeror’s name and address clearly marked on the outside of the container.
All proposals must be received by 2:00 pm on May 6, 2021, at the Santa Fe County Purchasing
Division, 102 Grant Avenue, P.O. Box 276, Santa Fe, NM 87504-0276. To combat the spread of
the recent COVID-19 illness, the submission of Proposals will also be accepted electronically
utilizing DropBox. Please utilize the link to upload your proposal submission.

By submitting a proposal for the requested services each Offeror is certifying that it is qualified and
its proposal complies with the requirements stated within the Request for Proposals. All proposals
submitted shall be valid for ninety (90) days subject to action by the County. Santa Fe County
reserves the right to reject any and all proposals in part or in whole.
A Pre-Proposal Conference will be held on Monday, April 12, 2021 at 11:00 am via WebEx.
Attendance at the pre-proposal conference is not mandatory but strongly recommended. Please

II. CONTRACT INTRODUCTION & OBJECTIVES
A. PURPOSE OF THIS REQUEST FOR PROPOSAL
Santa Fe County is soliciting proposals from qualified service providers for laboratory drug and
alcohol screening and urine specimen analysis services for Santa Fe County DWI program clients,
Magistrate Court Navigation clients and Teen Court clients.
All qualified service providers are invited to submit a proposal. Responders must demonstrate a
capacity to meet the County’s requirements as stated in the RFP No. 2021-0183-CSD/CW.
Offerors are to read and understand the terms, conditions and requirements of the Request for
Proposal.
B. SCOPE OF WORK
The Contractor shall:
1. Manage and report randomized testing schedules for clients in a verified, documented
process.
2. Provide a local telephone line for clients to call-in on a daily basis to learn if they are
to submit a specimen on that given day. The telephone line must be able to provide
required testing information to the client within a 12-hour period each day, 7-days per
week. A web-based check-in feature is considered beneficial, but is not a requirement
for notification of testing.
3. Ensure testing results are available and reported within twenty-four to forty-eight hours
from collection (excluding weekends/holidays) for negative, positive, diluted or failed
to drop results. Results must be made available on a web-based drug testing application
or have the ability to be faxed to the program within the indicated reporting timeframes.
The report shall include the donors name, collection date & time, testing results and
collectors name.
4. Examine all specimens for evidence of dilution or adulteration. If specimen screens
positive for dilution or adulteration, the referring agency shall be notified promptly.
5. Provide the option of confirmation testing for a client that wants to dispute their test
result. The confirmation test will be at the client’s expense. Results on confirmation
test specimens are to be available within forty-eight hours from collection (excluding
weekends/holidays).
6. Test for a full range of substances that are likely used by program participants using
best practice standards. An eight panel alcohol/drug test is sufficient.
7. Maintain a collection site(s) that reasonably accessible to Santa Fe County residents
with hours of operation that are reasonably established for clients to access with low
barrier timeframes.
