1 PURPOSE
This Request for Information (RFI) is issued for the Agency of Transportation to gather input and obtain
information and cost estimates in proceeding with proposals to minimum 85 PTO Horsepower tractor(s) And
associated mowing equipment
The Agency of Transportation intends to evaluate the submissions by respondents to explore how they would meet their
needs and understand the cost associated with proposed solutions. The Agency of Transportation shall not be held liable
for any costs incurred by the vendors in the preparation of their submission, or for any work performed prior to contract
issuance.
1.1 LIABILITY
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning
purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for
information does not commit the State to contract for any materials or service whatsoever. Further, the State is not at this
time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the State will not pay for
any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI
will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future
RFP, if any is issued. If an RFP is released, it will be posted on the BGS bid opportunities web site:
http://www.bgs.state.vt.us/pca/bids/bids.php. It is the responsibility of the potential offerors to monitor this site for
additional information.
1.2 CONFIDENTIALITY
The Agency of Transportation retains the right to promote transparency and to place this RFI into the public domain, and
to make a copy of the RFI available as a provision of the Vermont access to public records laws. Please do not include any
information in your RFI response that is confidential or proprietary, as the Agency of Transportation assumes no
responsibility for excluding information in response to records requests. Any request for information made by a third
party will be examined in light of the exemptions provided in the Vermont access to public records laws.
The solicitation of this RFI does not commit the Agency of Transportation or the State of Vermont to award a contract.
This RFI is for information gathering purposes only and no vendor will be selected, pre-qualified, or exempted based
upon their RFI participation.
2 BACKGROUND INFORMATION
1. GENERAL:
It is the purpose and intent of these specifications to describe a standard production model, diesel powered, 4-
wheel drive, tractor for use in highway maintenance activities. The tractors must be capable of accepting various
types of mowing equipment. Tractors ordered with a slope/over rail mowers shall be delivered as a complete,
turnkey unit. So-called “governmental” specification machines are not acceptable.
All units shall be constructed with identical parts and shall conform to the high standards of strength, quality
and workmanship that are provided in general by the tractor manufacturing industry. All parts not specifically
mentioned, which are necessary to provide a complete ready to work machine or are listed as standard
equipment and not superseded by optional equipment in these specifications, shall be provided by the
successful bidder.
All ratings shall conform to SAE International standards. All units shall be completely serviced and inspected by
the successful bidder prior to delivery to the Agency of Transportation, Central Garage.
Note: Units shall be the manufacturer's standard colors. Only 100% Lead Free paints shall be used.
3 RFI DESCRIPTION
The State is seeking information to determine if equipment that meets the follow specifications exists:
2. MODEL:
Tractor(s) shall be a current production model at the time of delivery. They shall be sized appropriately,
engine/PTO HP, hydraulic flow, and weight, to operate the requested mowers. One size/series of tractor may be
supplied for all requested, provided it is sized to meet the most demanding mowing equipment. The minimum
shipping weight shall be 8500 pounds without loaded tires and counterweights, or attachments. Manufacturers
Certificates of Origin shall be provided to Central Garage at the time of delivery, for each unit delivered.
3. USAGE:
Tractor(s) will be used for roadside mowing with various types of mowers or combination of mowers. They may
be equipped occasionally with other roadside maintenance attachments such as hole augers, post drivers, or
brooms.
4. ENGINE:
Diesel, four cylinders minimum to produce not less than 85 PTO HP at manufacturers rated speed as stated in
the Nebraska and OECD tractor test data for 2020:
Shall be equipped with a cold weather starting aid, such as a 110-volt engine block heater.
Shall have a dry type air cleaner.
Shall have a sound suppressant muffler, if exhaust is vertical, a 90-degree elbow shall be
installed at the top to keep water out of the muffler.
Engine shall be filled with extended life coolant with protection set to -35 degrees Fahrenheit.
Machines shall have an alarm system (lights and/or audio) to warn the operator of high coolant
temperature and low oil pressure. Low oil pressure shut down is acceptable if available.
5. TRANSMISSION:
Shall be fully synchronized, manual with not less than 16 speeds forward and 16 speeds in reverse:
Shall have a wet disc clutch.
Shall have power shift within range and full synchronized range shift.
Shall have hydraulic, power (not clutching) left hand reverser.
Shall have positive locking position.
6. PTO:
Independent, live 540/1000 RPM with reversible shaft:
Shall have a minimum of 85 PTO HP.
Tractor(s) shall have a minimum of three (3) hydraulic remotes that shall be compatible with any
quoted attachments.
7. TIRES:
Sized appropriately for the tractor/mower combination bid:
Shall be BKT RIDEMAX 696 front.
Shall be BKT RIDEMAX 696 rear.
Provide an optional quote for dual rear tires.
Provide optional quote for loaded rear tires with an environmentally benign and non-hazardous
material.
8. COUNTERWEIGHTS:
Provide and install all applicable counterweights for attachments purchased.
9. STEERING:
Steering shall be hydrostatic.
10. BRAKES:
Shall be hydraulically operated, wet disc on rear wheels.
Shall be capable of individual or simultaneous operation.
Shall have a hand operated parking brake.
11. THREE-POINT HITCH:
Provide a category II three-point hitch with sway chains or blocks. Provide a belly mounted draw bar.
12. ELECTRICAL SYSTEM:
12-volt system:
Alternator shall be 90 amps minimum.
Batteries shall be 750 CCA with a 120-minute reserve, minimum.
13. LIGHTING:
Tractors shall be equipped with the following lights, minimum:
Two headlights.
Rear stop/turn/tail lights with 4-way flashers.
Rear mounted work lights.
Manufacturer installed strobe lights.
14. CAB:
Cab shall be a fully enclosed, insulated, pressurized, sound suppressive ROPS cab.
Noise levels in the cab shall not exceed 85 decibels under normal working conditions.
Cab shall have tinted safety glass in all locations.
Provide non-skid steps and grab handles for access into the cab.
Provide front and rear fenders.
Tractor(s) shall have all manufacturers rear view mirrors, inside cab and out, provided.
Provide largest BTU HVAC system available at the time of manufacture, shall include cabin air
filter.
Tractor(s) shall have a lighted instrument panel to include the following instruments:
Engine oil pressure,
Engine water temperature,
Voltmeter, or Amp meter,
Engine hour meter,
Air filter service indicator. Can be located under hood if not available in cab.
Tachometer, speedometer,
Fuel gauge, DEF gauge if equipped with DEF.
