Minnesota, 55082.
The Board of County Commissioners reserves the right to accept or reject any or all bids or parts of bids
and to waive informalities therein. BIDS CONTAINING ANY ALTERATION OR ERASURE WILL BE REJECTED,
UNLESS THE ALTERATION OR ERASURE IS CORRECTED AS HEREIN PROVIDED. AN ALTERATION OR
ERASURE MAY BE CROSSED OUT AND THE CORRECTION THEREOF PRINTED IN INK OR TYPEWRITTEN
ADJACENT THERETO AND INITIALED IN INK BY THE PERSON SIGNING THE BID. ALTERATIONS MADE IN
PENCIL WILL BE REJECTED.

In accordance with the advertisement of the County, inviting proposals for the delivery of materials
and/or equipment hereinbefore named, and in conformity with the Contract, Plans, Specifications and
Special Provisions pertaining thereto;
(I) (We) agree to furnish and deliver all materials and/or equipment and to do and perform all necessary
work, in accordance with the Specifications and Special Provisions contained herein.
(I) (We) hereby certify that (I) (we) (am) (are) the only person interested in this proposal as principal;
that this proposal is made and submitted without fraud or collusion with any other person, firm or
corporation whatsoever; that an examination has been made of the site of the Contract form, together
with the Specifications, and Special Provisions.
(I) (We) further propose to sign the form of Contract within 10 days after receiving written notice of
award.
(I) (We) agree to all the provisions of Minnesota Statute Section 181.59.

1.0 INSTRUCTIONS TO BIDDERS
1.1 SEALED BIDS FOR two patrol boats will be received until 2:00 pm, on Tuesday, December 19,
2023, at the Washington County Office of Administration, 14949 62nd Street North, Stillwater,
Minnesota, 55082.
1.2 Bids will be opened and read publicly at 2:00 p.m. on the aforesaid date at the Washington
County Government Center. Contracts are not let until Washington County awards the contract
at a public meeting. The Washington County Sheriff’s Office (herein referred to as the County)
will administer the contract for this project.
1.3 All proposals shall be submitted on the forms provided. All blank spaces for each proposal must
be filled in, in ink or typewritten, and the bid form must be fully completed and signed when
submitted. All proposals by corporations shall bear the official seal of the corporation, if
applicable, along with the signature of a duly authorized officer of the corporation.

1.4 Intent of Documents. It is the intent of this document for the successful contractor to provide
the equipment, labor and materials for the build of two patrol boats as described in the
specifications herein.
1.5 All proposal envelopes must bear the inscription “TWO PATROL BOATS” and the name and
address of the contractor.
1.6 The bid envelopes shall be addressed to Washington County Office of Administration
Department, 14949 62nd Street North, Stillwater, Minnesota 55082.
1.7 In case of a difference between written words and figures in a proposal, the amount stated in
figures shall govern.
1.9 Revisions or interpretations made by the County shall be by addendum issued prior to the date
set for bid opening. Any explanation desired by bidders must be requested from the County’s
authorized representative in writing, and if explanation is necessary, a reply will be made in the
form of an addendum, a copy of which will be forwarded to each bidder who has received a set
of these documents. Information obtained from an unauthorized officer, agent, or employee of
Washington County or any other person shall not affect the obligations assured by the bidder

nor relieve him from fulfilling any of the conditions therein. For the purpose of this bid, the
County’s authorized representative is Dan Starry, Washington County Sheriff.
1.10 All bids must comply with and not deviate from the provisions of the contract documents.
1.11 The County reserves the right to accept or reject any or all bids and to waive any defects or
technicalities or to advertise for new bids where the acceptance, rejection, waiving, or
advertising of such would be in the best interest of the County.
1.12 In addition to the adherence of all bid requirements and base bid price, the bid award shall be
based on the following criteria:
Bids will only be considered from manufacturers who have an established reputation in
the field of Performance Patrol Boats and Rescue Boat construction. Each bidder will
furnish satisfactory evidence of his ability to construct the vessel specified and will state
the location of the factory where the vessel(s) is to be built. Bidder will also show they
are in a position to render prompt local service and to furnish replacement parts for said
vessel. Bids must be based on a proven design, by a shipyard with extensive shipbuilding
experience building everything from vessels for inland lakes & rivers to offshore ocean-
going vessels.
The County reserves the right to determine, in its sole and absolute discretion, whether
the bidder is both a responsive and a responsible bidder, and satisfactorily meets
criteria established in this invitation to bid.
1.13 The County reserves the right to disqualify any bid, before or after opening, if there is evidence
of collusion with intent to defraud, or other illegal practices upon the part of the bidders, or for
noncompliance with the requirements of these documents.
1.14 Any modifications, insertions, deletions, or changes, except as caused by a county addendum,
made on any material contained on the proposal sheets may be cause for the rejection of the
proposal. Should any contractor wish to submit amplifying data with this proposal, it should
make a statement on the bottom of the proposal that such amplifying material is a part of the
bid and attach said material to the proposal form.
1.15 The County is not responsible for locating or securing any information which is not identified on
the proposal and is reasonably available to the bidder. Accordingly, to ensure that sufficient
information is available, the bidder must furnish as a part of its proposal all descriptive material
necessary for the County to 1.) determine whether the service offered meets the requirements
of the contract documents, and 2.) establish exactly what the bidder proposes to furnish as to
supplies, equipment, and services.
1.16 Bids received prior to the time of opening will be securely kept unopened. The officer whose
duty it is to open them will decide when the specified time has arrived and no proposal received
thereafter will be considered. Bids received after the time set for opening will be returned to
the bidder unopened. No responsibility will attach to an officer for the premature opening of a
proposal not properly addressed and identified.
