INTRODUCTION

The Mississippi Department of Education (MDE) is currently seeking competitive sealed applications for Accreditation Auditors for the Office of Accreditation.

In accordance with Miss. Code Ann. § 37-17-6 the State Board of Education shall create an accreditation audit unit under the Commission on School Accreditation to determine whether schools are complying with accreditation standards.

SCOPE OF WORK/JOB DUTIES

The contractor will serve as an Accreditation Auditor monitoring team member or team leader to conduct announced and/or unannounced accreditation audits. The auditor will review one (1) or more areas as outlined in the current edition of the Mississippi Public School Accountability Standards (Administration & Personnel, School Operations, Instructional Practices, Safe & Orderly Schools). Audits may consist of on-site audits, or desk audits (reviews of documents). The auditor will provide a written report and supporting documentation of their audit findings that will be compiled into a final report for submission to and approval by the MDE. Audit team members may be tasked with compiling the individual audit reports into one (1) complete/final report submitted to the Office of Accreditation. This may include any requested revisions requested by the MDE.

MINIMUM QUALIFICATIONS

• Bachelor’s degree

• Three (3) years experience in a public school/district or MDE-accredited nonpublic school or education-related experience in a state agency or in the private sector

PREFERRED QUALIFICATIONS

• Advanced degrees (Masters, Specialist, or Doctorate)

• Experience such as a teacher, counselor, school-level administrator, or district-level administrator

GENERAL EXPERIENCE

• Working knowledge of the current edition of the Mississippi Public School Accountability Standards

• Possess excellent communication, grammar, and writing skills

• Basic computer skills (Email, Microsoft Word, Microsoft Excel, Adobe)

PREFERRED EXPERIENCE

• Monitoring experience related to federal and/or state guidelines, State Board of Education policies, and/or Accreditation standards

• Ability to collect evidence/documentation to support audit findings

• Ability to compile audit findings into a report template

Applicants must demonstrate to the Office of Accreditation the experience in the aforementioned areas through the submission of a detailed resume. The applicant’s resume should include, at a minimum, educational background and education-related experience. The applicant must provide detailed information related to experience such as monitoring, collection of evidence/documentation, and compile audit reports.

The deadline for submitting written questions by email is Wednesday, May 6, 2020 at 5:00 p.m. Copies of all questions submitted and the responses shall be posted to the MDE’s website www.mdek12.org under the Public Notices section and shall be available to the general public on Friday, May 8, 2020.

Applicants shall acknowledge receipt of any amendment to the solicitation by signing and returning the form Attachment A with the application, the acknowledgment must be received by the Mississippi Department of Education by the time and at the place specified for receipt of applications.

COMPENSATION AND HOURS WORKED

The position will pay $52.50 per hour for up to 240 hours, inclusive of travel, for the time period July 1, 2020 or date contract signed by all parties through June 30, 2021 with an option to renew for two (2) years [July 1, 2021 – June 30, 2022 and July 1, 2022 – June 30, 2023] . The MDE will withhold federal and state taxes, FICA and Medicare. The MDE will pay the required employer contribution for FICA, Medicare and PERS, if applicable. Travel will be reimbursed according to the MDE travel policy. In addition, travel time that equals or exceeds two (2) hours (round trip) will be compensated as follows:

• Two (2) to four (4) hours round trip of travel time as determined by the MDE will be compensated at one (1) hour of the hourly rate of pay.

• Travel time in excess of four (4) hours round trip as determined by the MDE will be compensated at two (2) hours of the hourly rate of pay.

Renewal of contract for subsequent years shall be determined annually and shall be contingent upon available funding and successful completion of the services in the preceding year’s contract.

SELECTION PROCESS

A selection committee shall review acceptable applications which are completed, timely submitted, and meet the minimum qualifications.

Selection criteria shall be in accordance with the MDE evaluation procedures and performed using an application cut score of 70 from a standard, 100-point scoring scale as follows:

• General experience 50 points

• Preferred experience 30 points

• Preferred qualifications 20 points

• Attach resume describing your education and prior work history, including relevant work experience.

• Attach a list of at least three (3) references (name and current contact information).

One (1) original and four (4) copies of the sealed application must be received by 5:00 p.m. Central Time (CT) Tuesday, May 19, 2020.

From the issue date of this solicitation until a Contractor is awarded a contract, Offerors and/or their representatives shall restrict communication with any Office of Procurement staff regarding this procurement.

RESPONSIBILITY OF THE APPLICANT

• Ensure that the application is delivered to the Office of Procurement by the deadline and assumes all risks of delivery.

• The applicant is responsible for ensuring that the application is delivered by the required time and assumes all risk of delivery.

• An incomplete application shall be accepted but shall not be considered.

• No faxed copies or electronic submissions shall be accepted.

• The application must be signed and all documents placed in a sealed envelope.

• We strongly recommend that you plan to submit the application early in order to allow for unforeseen circumstances.

• Applications shall be accepted after the deadline but not considered.

ACCEPTANCE OR REJECTION OF APPLICATIONS

The MDE reserves the right, in its sole discretion to accept applications based on minor irregularities which do not affect the solicitation or give an individual an advantage or benefit not enjoyed by others or adversely impacts the interest of the Department. The MDE also reserves the right, in its sole discretion to reject an application of an applicant known or implied to have performed prior services in an improper or undignified manner.

DISPOSITION OF APPLICATIONS

All submitted applications become the property of the MDE and shall not be returned to the applicant.
