Room 2059, Richmond, VA 23220. It is the responsibility of the OFFERORS (not the Authority) to ensure proposals are delivered
to the specified location by the date and time noted above. To distinguish proposals from other mail, each envelope or package
should be marked PROPOSAL DOCUMENT. It is the intent of the Purchasing Office to assist in recognition of these important
documents. Faxed proposals will be accepted. If faxed, the entire proposal must be received before a time stamp will be placed on
the document.

NOTE TO PROSPECTIVE OFFERORS:
Please note the meaning of the following terms as used in this Request for Proposal (RFP):
The term Offeror as referenced in this solicitation refers to the individual or firm preparing and
submitting a proposal in response to this RFP. The term Contractor refers to an individual or firm
that has entered into an agreement to provide goods or services to the Commonwealth. In addition,
it also refers to a firm who, when awarded the contract, will be responsible for goods and services
required, as a result of this solicitation.
The terms “must”, “shall”, “should” and “may” are used to identify the criticality of the
requirements. “Must” and “shall” identify requirements whose absence will have a major negative
impact on the suitability of the Contractor to provide required services. Items labeled as “should”
are highly desirable, although their absence will not have as large an impact. Items labeled “may”
will be useful but are not necessary.
Any resulting agreement shall be defined by a written contract, which shall be binding only when fully
executed by both parties.

1. PURPOSE:
The purpose of this Unsealed Request for Proposal (RFP) is to solicit proposals from qualified
sources to establish a contract through competitive negotiations to provide to the Virginia Alcoholic
Beverage Control Authority (VABC) a retail design service for a next generation retail store. The Offeror
shall have retail design experience to qualify for this contract.
2. BACKGROUND:
The Virginia Alcoholic Beverage Control Authority (Virginia ABC) is an independent authority of the
Commonwealth of Virginia serving its citizens through a diverse range of activities including distilled spirits
distribution and sales, alcohol-related regulation and law enforcement, judicial services to Virginia ABC
licensees and education and prevention services to many Virginia communities.
Virginia ABC operates more than 370 retail stores and ten regional offices across the Commonwealth. It
employs approximately 3,500 employees statewide and is a leading revenue producer and source of future
economic growth and innovation for Virginia.
Virginia ABC generates revenues through its retail sales of spirits. Gross sales for fiscal year 2017 were
$940.1 million and Virginia ABC has contributed more than $9 billion to the general fund since 1934.
3. STATEMENT OF NEEDS:
The Contractor shall develop and provide a next generation prototype retail outlet store design to include
but not limited to specifying materials, fixtures, shelving, counters, lighting, flooring, wall coverings,
ceiling, color, electrical fixtures, sound technology, and traffic flow to implement the design. Prototype
store size will be based on sales area of approximately 2400 square feet and back room of approximately
1600 square feet. This design plan will serve as the guideline for any future renovations.
Sizing of spaces for the intended function, provide diagrammatic functional layouts, the selection and
specification of fixtures and finishes which are necessary to provide a complete and useable specifications
for solicitation purposes.
The retail designer shall prepare presentation boards of a minimum size of 15 x 20 inches to show
placement plans, catalog cutouts of furnishings and accessories, color samples and flooring but not limited
to the above.
The retail designer shall prepare a minimum of three retail design 8-1/2 x 11 inch binders/packages with
accompanying floor plan sheets and deliver to the Authority Project Manager. These binders/packages shall
include but are not limited to:
(1) Floor plans at 1/4" = 1'- 0" or larger scale indicating locations of all furnishings and accessories. These
items should be identified with an item number keyed to the presentation boards.
(2) Photographic color reproduction or color copies of the presentation boards reduced to fit 8-1/2 x 11 inch
binder or package.
(3) Specifications, drawings and other supporting data for standard procurement.

4. PROPOSAL PREPARATION AND SUBMISSION INSTRUCTIONS:
(Information to be submitted by the Offeror in order to be considered for award.)
A. General Instructions:
1. RFP Response: In order to be considered for selection, Offerors must submit a complete
response to this RFP. One (1) original and four (4) copies of each proposal must be
submitted to the issuing authority. No other distribution of the proposal shall be made by
the Offeror.
2. Proposal Preparation:
a. Proposals shall be signed by an authorized representative of the Offeror. All
information requested should be submitted. Failure to submit all information
requested may result in the purchasing authority requiring prompt submission of
missing information and/or giving a lowered evaluation of the proposal. Proposals
which are substantially incomplete or lack key information may be rejected by the
purchasing authority. Mandatory requirements are those required by law or regulation
or are such that they cannot be waived and are not subject to negotiation.
b. Proposals should be prepared simply and economically, providing a straightforward,
concise description of capabilities to satisfy the requirements of the RFP. Emphasis
should be placed on completeness and clarity of content.
c. Proposals should be organized in the order in which the requirements are presented in
the RFP. All pages of the proposal should be numbered. Each paragraph in the
proposal should reference the paragraph number of the corresponding section of the
RFP. It is also helpful to cite the paragraph number, sub letter, and repeat the text of
the requirement as it appears in the RFP. If a response covers more than one page, the
paragraph number and sub letter should be repeated at the top of the next page. The
proposal should contain a table of contents which cross-references the RFP
requirements. Information which the Offeror desires to present that does not fall
within any of the requirements of the RFP should be inserted at an appropriate place
or be attached at the end of the proposal and designated as additional material.
Proposals that are not organized in this manner risk elimination from consideration if
the evaluators are unable to find where the RFP requirements are specifically
addressed.
d. As used in this RFP, the terms "must", "shall", "should" and “may” identify the
criticality of requirements. "Must" and "shall" identify requirements whose absence
will have a major negative impact on the suitability of the proposed solution. Items
labeled as "should" or “may” are highly desirable, although their absence will not
have a large impact and would be useful, but are not necessary. Depending on the
overall response to the RFP, some individual "must" and "shall" items may not be
fully satisfied, but it is the intent to satisfy most, if not all, "must" and "shall"
requirements. The inability of an Offeror to satisfy a "must" or "shall" requirement

does not automatically remove that Offeror from consideration; however, it may
seriously affect the overall rating of the Offerors’ proposal.
e. Each copy of the proposal should be bound or contained in a single volume where
practical. All documentation submitted with the proposal should be contained in that
single volume.
f. Ownership of all data, materials, and documentation originated and prepared for the
Authority pursuant to the RFP shall belong exclusively to the Authority and be subject
to public inspection in accordance with the Virginia Freedom of Information Act.
Trade secrets or proprietary information submitted by an Offeror shall not be subject
to public disclosure under the Virginia Freedom of Information Act; however, the
Offeror must invoke the protections of § 2.2-4342F of the Code of Virginia, in writing,
(see page 9, Attachment A) either before or at the time the data or other material is
submitted. The written notice must specifically identify the data or materials to be
protected and state the reasons why protection is necessary. The proprietary or trade
secret material submitted must be identified by some distinct method such as
highlighting or underlining and must indicate only the specific words, figures, or
paragraphs that constitute trade secret or proprietary information. The classification
of an entire proposal document, line item prices, and/or total proposal prices as
proprietary or trade secrets is not acceptable and will result in rejection of the
proposal.
3. Oral Presentation: Offerors who submit a proposal in response to this RFP may be
required to give an oral presentation of their proposal to the Authority. This provides an
opportunity for the Offeror to clarify or elaborate on the proposal. This is a fact finding
and explanation session only and does not include negotiation. The issuing authority will
schedule the time and location of these presentations. Oral presentations are an option of
the purchasing authority and may or may not be conducted.
B. Specific Proposal Instructions:
Proposals should be as thorough and detailed as possible so that Virginia ABC’s evaluation
panel may properly evaluate your capabilities to provide the required goods/services. Offerors
are required to submit the following items as a complete proposal:
1. The return of this complete RFP (all pages) signed and all addenda acknowledgments, if
any, signed and filled out as required.
2. A written narrative statement to include:
a. Offeror’s qualifications to include experience in providing the service described
herein.
b. Specific design and plans for providing the service.
c. Resumes of key personnel
