Notes:
Iowa State University of Science and Technology (ISU) is soliciting proposals from
qualified contractors to provide laundry equipment and services to Iowa State
University Residence Halls to be used in dorm laundry facilities described herein.
Contractors should read all materials carefully and note the due date.
Contractors must submit all questions in the "Questions" tab related to this bid
opportunity.
Please hold all questions until after the pre-proposal site walkthrough.
Bid responses will ONLY be accepted online via ISUBid. Please allow adequate
time to review and submit your response prior to the deadline.
Please note that an answer must be completed for each question in this RFP, the
answers should be as complete and clear as possible and questions should not be
answered as "see attachment or see brochure", questions answered like this will be
considered non-compliant and your bid response may not be considered. The
answers provided in your response will be used as part of the evaluation process.

Bid Activities
Pre Proposal Meeting/Site Walk Through

Due to the nature of this RFQ ISU will be holding a pre-proposal meeting and site walk-thru of all laundry facility
locations.
This Pre-proposal meeting will be Tuesday, April 9, 2024from 1:00 pm to 3:30 PM
Please be aware that this site walk-thru will require a lot of walking throughout different residence hall locations on
campus, and it is recommended that you wear comfortable clothing and comfortable walking shoes.
It is highly recommended that the contractor’s representative plans to attend the scheduled site visit and take
measurements of the installation locations to verify that the equipment they propose will fit in the specified locations.
Contractor shall be responsible for all measurements. No additional modifications will be allowed to the existing
structures and adjustments to the contract will not be allowed after award is made. No additional times will be
scheduled for site visits outside the scheduled time.

Bid Attributes
1 Introduction
Iowa State University of Science and Technology (ISU) is soliciting proposals from qualified contractors to provide
laundry equipment and services to Iowa State University Residence Halls to be used in dorm laundry facilities
described herein.
2 Scope of Work/Specifications
Description of APP Operated Laundry Vending Equipment
ISU desires the installation of laundry equipment for the use of its students and employees on the ISU campus.
Contractor will provide all required automatic vending equipment necessary to provide quality laundry service in
designated areas of the ISU campus as generally indicated on Attachment A. Contractor will utilize equipment that
will meet specifications published by the U.S. Public Health Service and the National Sanitation Foundation and
agree to keep the equipment sanitary throughout.
The contractor will indicate the make, model and year of manufacture of the equipment being provided in their
response. Contractor will need to Include complete literature and specifications on models being proposed.
Specifications should include the capacity of the washers and dryers, and dimensions. Equipment must have a
manufacturer's date of 2023 or later and must be NEW unused equipment.
Contractors should use as many front-loading units as possible, but use a combination to maintain the total quantity
of machines as indicated on Attachment A.
The laundry equipment shall be located in areas designated by ISU and generally will be as indicated on
Attachment A. Because of the cyclical nature of our operation in some of these areas, we will require that the
successful Contractor install the new equipment in the indicated sequence.
Additional locations other than specified on the attached list may be developed during the period of this agreement
and, subject to the mutual agreement of the Contractor and ISU, these locations will be included under this
agreement. However, it is understood that ISU will make the final decision regarding the location of laundry
equipment and the Contractor will comply with that decision. Any removal or addition of equipment will not affect the
contract term or pricing but will be incorporated into the remaining portion of the contract term. If additional
residence halls or apartments are constructed on the ISU campus or other changes in laundry needs become
apparent, additional locations may be established as mutually agreed upon by the Contractor and ISU. Any removal

The Contractor will furnish all necessary miscellaneous supplies and receptacles for waste, as are mutually agreed
to and deemed appropriate. Contractor will be responsible for disposing of all boxes, cartons, and other materials
used in servicing laundry areas in the designated places.
Recognizing that technology and student needs change over time, the Contractor may modify the types of
equipment made available in the laundry operations to best meet the needs of the customers. Contractor may make
these changes in products or equipment that seem best to fulfill the needs of ISU; however, ISU maintains the right
to be the final judge of equipment to be installed and used in its facilities. The Contractor will remove all equipment
at the request of ISU.
Contractor will have the exclusive right to provide laundry vending service in the residence halls of ISU and in
student apartment housing facilities located on the ISU campus.
Operation of Laundry Equipment/Methods of Payment
ISU will be moving to an laundry application software only payment method for students. Laundry equipment
proposed should have the ability to be run via a laundry app. The laundry application software proposed must be
compatible with all major cell phones and operating systems such as IOS, Android etc. If the laundry equipment
proposed has the ability for credit or debit card tap to pay (contactless payment) ISU also would consider this as a
payment method. If equipment proposed that has the tap to pay (contactless payment) feature is provided at a
different cost than equipment that is only operated by a laundry application software only, Contractor should
provide pricing for both options for ISU to consider. Any software used to process cardholder data must be PCI
Secure Software Framework Certified.

Contractor shall provide information on how the application software works and what payment methods are
available through the application software. If the application software proposed requires users to preload funds to
the application versus paying for individual loads this should be clearly stated and information provided on how
refunds of unused funds are refunded to the user once they leave the university.
The Contractor shall provide information on an Online Monitoring System which users are able to access over the
internet from their computers. This system would report which machines are available in each of the laundry rooms,
showing time remaining in the cycle. Contractors will need to include information and literature with their response
for their system. ISU would prefer if the laundry application proposed would also be able to provide online
monitoring of the machines versus a separate online monitoring system. If this option is available Contractor should
provide this information in their response.
If there are fees associated with application use or the online monitoring systems Contractor shall clearly identify
what these fees are and how they will be accessed.
Description of Rental Laundry Equipment
Contractor will provide rental laundry equipment, consisting of domestic washers and dryers as noted below and in
Attachment A for Frederiksen Court Apartments. The Contractor will utilize equipment that will meet specifications
published by the U.S. Public Health Service and the National Sanitation Foundation and agree to keep the
equipment sanitary throughout.
Contractor will indicate the make, model and year of manufacture of the equipment being provided in their Proposal.
Include complete literature and specifications on models being proposed. Specifications should include the capacity
of the washers and dryers and dimensions. Equipment must have a manufacturer's date of 2023 or later and must
be NEW unused equipment.
Units to be furnished should be full size stack washer and dryers and at least one set of handicap units for each
building.
A set consists of a washer and dryer. The rental fee for each set will include the cost of parts and labor to maintain
the equipment in good working condition.
Energy Savings
The contractor will provide with their response any information regarding energy saving features of the equipment
to be installed. This should include specifications such as heat loss, gas usage, and KWH usage, etc.
Service
Contractor shall guarantee to provide at their expense prompt repair and maintenance service on all their laundry
equipment. Prompt repair shall mean the equipment shall be repaired or replaced with fully operational and
compatible equipment, at the Contractor's expense, within a twenty-four (24) hour period. ISU requires seven days,
24-hour maintenance of equipment. Contractor will be required to furnish the Department of Residence with the
Contractor's representative's name and phone number to contact for service during and outside of normal office
hours. In addition, the Contractor will provide and post in every laundry facility, established procedures for refunds
to users for malfunctioning or inoperative equipment.
Contractor must provide emergency and preventative maintenance of all equipment covered under this contract.
Contractor shall service and maintain on a seven (7) days per week, twenty-four (24) hour basis, all equipment
placed pursuant to these specifications in good operating condition at the Contractor’s expense. Contractor shall
ensure that no washer or dryer will be out of service for longer than 24 hours after notification for service. All
machines must be clearly and boldly labeled indicating the machine’s number for easy call-in reference.
Response and Reporting Problems
Contractor will provide timely and quality service of equipment so that the students have continuous, uninterrupted
use of their laundry facilities. Contractor has a “same day, no later than the next business day” response policy.
Reporting Problems –Contractor must have a real-time system that monitors laundry equipment checking service
codes for service issues and request for service is communicated immediately if equipment malfunctions. Service
calls should be received at the Contractor dispatch center (24 hours a day, 7 days a week) and then forwarded to
the designated Contractor service technician for repair. Students or the University may also report problems via a
dedicated email address provided by Contractor.
