SECTION NO. 1- INVITATION
The City of Paducah, Kentucky is seeking sealed Statements of Qualifications (SOQ) from qualified
professional design services firms (Firm) to prepare and provide appropriate engineering contract
documents (Project Documents) for full NEPA satisfaction, permitting, grant administration, design,
bidding, and construction administration, observation and inspection. The firm will provide a project
manager to oversee the project and to consistently update the city project team. These services are for
the Paducah Riverfront Infrastructure Improvement Project, referred to hereafter as the “BUILD
Project,” as funded through the U.S. Department of Transportation’s Better Utilizing Investments to
Leverage Development (BUILD) grant program. The BUILD Project will consist of the aforementioned
engineering services for a riverboat excursion pier & plaza, a riverfront park and a multi-modal
pedestrian corridor with intersection improvements.
Submitting firms will ideally have extensive experience in designing and delivering brown water
excursion boat mooring structures with visitor receiving areas as major project components, as well as
park hardscape and pedestrian infrastructure. Firms should be able to demonstrate and discuss previous
projects with a very high level of customer satisfaction with the design and construction services.
Principals of interested firms must be properly licensed and/or registered in the Commonwealth of
Kentucky to provide the requested services.
SECTION NO. 2- BACKGROUND
In November 2019, the City of Paducah was awarded an U.S. Department of Transportation Better
Utilizing Investments to Leverage Development (BUILD) grant. As part of the City of Paducah’s Strategic
Plan, the city has identified the continued development of the riverfront from the Carson Center located
at 100 Kentucky Avenue to the Convention Center at 415 Park Avenue as a “High Priority Initiative.”
The BUILD grant focuses on the west end of Paducah’s riverfront which is the center of tourism,
convention, and festival activity. It is adjacent to historic downtown Paducah and attractions such as:
The National Quilt Museum, the Luther F. Carson Four Rivers Center of the Performing Arts, the Paducah
Convention and Exposition Center, the River Heritage Museum, and Seaman’s Church Institute. Every
year conventions, festivals, and riverboat excursions bring in more than 50,000 visitors to Paducah,
doubling the City’s population. Recognizing the growth of local and regional tourism industry, the City of
Paducah initiated a Downtown Revitalization Plan in 1992, the Riverfront Redevelopment Master Plan in
2007, the Renaissance Area Master Plan in 2013, and the 2014 PRDA Riverfront Development Report.
Paducah has already made significant investments to implement components of these plans.
SECTION NO. 3- PROJECT DESCRIPTION
The proposed BUILD Project has 3 components:
1. An excursion boat landing structure and plaza where excursion boats can dock and passengers
can make easier, safer and more comfortable connections to downtown Paducah.

2. Additional enhancement and further improvement of our riverfront landscape and park that
connects the transient boat dock built in 2017 to the riverfront and downtown, allowing visitors
who visit Paducah by excursion or recreational boat to safely and more comfortably enjoy the
City’s waterfront. Emergency call boxes, security cameras, a broadband trunk and other
modern-day technologies will also be constructed. The broadband wireless service or other
modern technologies would support a dock reservation payment application and transit ride-
hail applications.
3. Four intersection improvements and a multi-use pathway that improve pedestrian comfort and
safety between the riverfront, downtown and other area destinations.
SECTION NO. 4- SCOPE OF SERVICES
1. Permitting: Coordinate and file all necessary regulatory permits for all components of project.
2. Grant Administration: Provide grant administration for all aspects of the project including but
not limited to design, construction, and closeout of the project, including all federal, state and
local requirements, reporting, correspondence with oversight agencies, and other tasks as
necessary to maintain full grant compliance.
3. Design: Meet regularly with the City Project Team to insure compliance with all project
requirements and expectations.
4. Construction Documents: Provide preliminary and final construction design (30%, 60%, 90%,
100%) documents and services for the project.
5. Construction Costs: Provide necessary interim opinions of project cost during project
development. The interim opinions of cost are necessary for the owner to make critical project
financial decisions for overall project resources and budgeting purposes.
6. Public Meetings: Participate in City Commission and other public meetings as requested for
presentation of project design. The selected firm is expected to make presentations/updates to
the Board of Commissioner during critical project thresholds. At a minimum these will occur at
project milestones through the design development phase, prior to the Construction bid phase,
prior to awarding of the construction bid, every quarter during construction of the project, prior
to substantial completion, and prior to close out.
7. Bid development: Prepare and issue all bid documents for construction. Facilitate the pre-bid
meeting. Review and qualify the bids received for the project
8. Construction Administration: The project manager will maintain regular communications with
the construction contractor to ensure the project is built to the approved plans, within budget
and in compliance with all grant requirements. Coordinate monthly progress meetings during
the construction process. Review and approve all submittals, prepare field reports, request for
contract modifications, respond to Request for Information (RFI), prepare the punch list and
other traditional construction administration services. Daily oversight and management of the
project is required.
9. Construction Observation, Inspection & Testing: The project manager will provide appropriate
pre-qualified field inspection personnel of the work during all phases of construction. Prepare
daily inspection reports as required by grant compliance. Perform all necessary field testing.

10. Project Closeout: Complete necessary close out procedures to ensure successful project delivery
including delivery of “As-Built” documents and all grant requirements.

SECTION NO. 5- TIME LINE

2. Question and Answer Period and Protocol

email inquiries as “RFQ 2021-BUILD Inquiry” in the subject line. The City Project Team will
respond to your questions in writing as soon as possible. The deadline for questions is set for
Wednesday, October 20, 2021 at 12 noon CST. All inquiries and the responses provided in
reference to each inquiry will be available on the City’s website (http://paducahky.gov/request-
bids-or-proposals ) and will be updated as needed. All responses will come from Melanie
Townsend, Engineering Project Manager. All addenda will be posted to the City’s website and it
is the responsibility of the respondent to check for addenda prior to submission of the SOQ.
3. Statement of Qualifications (SOQ) Due
Your completed SOQ is due to the City of Paducah by end of business day (4:30 p.m. CST) on
Tuesday, October 26, 2021. Please submit seven (7) hard copies of your submittal for our

4. Oral Presentation Interviews
Interviews will be conducted for short listed firms. The interviews will be limited to one (1) hour
per firm. The firm will be required to provide an oral presentation supplemented with Power
Point demonstrating the firm’s related experience and outlining their strategy to successfully
meet the City of Paducah’s needs. All of the firm’s members essential to the project should be in
attendance for the interview. The interviews will be conducted at Paducah City Hall, 300 South
5th Street, Paducah, KY 42003.
5. Board of Commissioners Presentation and Project Award
The selected firm will be required to make a presentation to the Paducah Board of
Commissioners outlining the firm’s qualifications and plan for the design of the City’s BUILD
Project at a regularly scheduled meeting of the Board of Commissioners.
