REQUEST FOR QUALIFICATIONS (RFQ)
TO PROVIDE
TOWING SERVICES
The City of Vallejo Police Department invites tow companies to submit their application to provide
TOWING SERVICES for vehicles towed at the request of the Vallejo Police Department. Interested
operators must submit their complete application including all required documents in accordance the
attached specification by September 30, 2018.
TERM OF AGREEMENT
The City does not anticipate issuing further requests for qualifications or reviewing operator applications
for tow service to be provided during the term of the Tow Service Agreement (TSA), which unless
terminated earlier will be two (2) years (January 1, 2019 to December 31, 2020).
TOW COMPANY ELIGIBILITY
Tow Operators that meet the requirements set forth in the RFQ and TSA will be eligible to contract with
the City to provide Tow Services at the request of the Police Department on a rotational basis. Please
review the entire TSA (Attachment “A”).
If chosen to be on the rotational tow list and upon executing the TSA, eligible Operators can opt to
participate in the VETO Program and Evidence Storage/Tow program. Information regarding program
eligibility and specifications can be found in the TSA.
The number of tow companies selected to contract with the City will be based on the needs of the City
and the volume of vehicles towed. The City currently has nine tow companies in the rotation.
SUBMISSION INSTRUCTIONS FOR COMPLETION OF RESPONSES
Companies responding to this RFQ should provide complete responses to the questions asked on the
applications.
The response to the RFQ must be the attached forms as detailed below. Additional or substituted
documents will not be accepted or evaluated.
Exhibit “1” Completed City of Vallejo Tow Service Operator Application (REQUIRED)
Exhibit “2” Completed Tow Driver Permit Application (REQUIRED)
Exhibit “3” Completed VPD Fleet Roadside Service Agreement (OPTIONAL)
Upon submittal of responses to the City of Vallejo Police Department, providers will be presumed to
be completely familiar with the specifications and requirements of this document and all attachments
contained within. Failure to understand any aspect of the specifications and requirements will in no
way relieve the provider from responsibility or obligations with regard to their qualifications submitted.
Tow Service Operator Application Form (Exhibit “1”/ Attachment B to the TSA)
The Operator must complete the City of Vallejo Tow Service Operator Application and include as part
of their response. The items listed on the information form will be verified by the City of Vallejo.

The description of services and the mandatory requirements for providing services are set forth in the
TSA.
Tow Driver Permit Application (Exhibit “2” / Attachment C to the TSA)
The Operator must complete the Tow Drive Permit Application and include as part of their response
for all tow drivers listed in the “Tow Drivers” section of the Tow Service Operator Application. The
mandatory requirements for tow drivers are set forth in the TSA.
Optional: VPD Fleet Roadside Service Agreement (Exhibit “3”/ Attachment D to the TSA)
The Operator shall complete the proposed schedule of billing rates for all towing services, tire
changes, jump starts, lockouts, and fuel services to all VPD fleet vehicles. This agreement is optional
and is not required as part of the RFQ.
EVALUATION
Only those Operators who meet all qualifications and requirements and reasonably demonstrate the
intent and ability to meet all performance standards will be eligible to contract with the City. The
number of tow companies selected to contract with the City will be based on the needs of the City and
the volume of vehicles towed. It is the sole responsibility of the Tow Operator to ensure its
qualifications are submitted before the closing date and time.
Applications will be evaluated by a committee of City staff. The City staff committee shall review and
evaluate all proposals for comprehensiveness to the RFQ in order to determine whether the Operator
possesses the qualifications necessary for the satisfactory performance of the services required. The
City may also investigate qualifications of all Operators to whom the award is contemplated, and the
City may request clarifications of applications directly from one or more Operators.
Applications will be evaluated on the following criteria:
Experience
Areas of consideration include, but are not limited to; number of 30%
years in business, staff experience level and qualifications, and
company history.
Equipment
& Facilities
Areas of consideration include, but are not limited to; number of, 35%
type, and conditions of equipment and storage facilities.
Functionality
& Reputation
Areas of consideration include, but are not limited to; response
times, compliance with applicable laws, past cooperation with
law enforcement, prior complaints, disciplinary records and
other needs of the City.

The City reserves the right to negotiate with all qualified service providers. In addition, the City
reserves the right to do any of the following in its sole discretion at any time before execution of the
Service Agreement:
(1) Withdraw the RFQ and cancel the selection process,
(2) Alter, amend, or modify any provisions of the RFQ including the scope of services,
(3) Reject all applications,
(4) Request clarification regarding an application,
(5) Waive any irregularities in any proposal or the proposal process.
