    The Franklin Township Board of Education (“Board”) hereby advertises for Request for Qualifications (“RFQ”)
    in accordance with N.J.S.A. 18A:18A-5(1).
    RFQ Documents may be obtained by using the Board’s online project management system: Colbi Secure Bids at or
    All general questions regarding the RFQ process or legal submissions as well as Technical Questions regarding the RFQ,
    etc. shall be made to Ryan Ellis, Purchasing Manager. Contact Ryan Ellis via email at All email
    requests must reference the below-listed RFQ and include the name of the Respondent/Respondent’s Firm, Firm address,
    Telephone and Facsimile numbers, and Respondent’s email address.
    Responses to questions will be prepared as a Clarification or Addenda. These will be uploaded to the electronic bid
    documents pertaining to the bid for all subscribed bidders to view. Please ensure that you subscribe to this bid in Colbi
    Secure Bids to ensure that you will receive any changes, clarifications, and addenda. If submitting a bid as a joint venture,
    the joint venture must be registered in Colbi Secure Bids and subscribed to this RFQ. Bids submitted by firms that have
    not registered the bidding company name as a vendor or who have not subscribed to this RFQ in Colbi Secure Bids will
    be rejected.
    RFQs must be electronically submitted via Colbi Secure Bids on or before the date and time indicated below. No RFQs
    shall be received after the time designated in the advertisement. Bidders may enter, revise, and resubmit electronic bids
    up until bids are due.

    All Respondents are required to comply with N.J.S.A. 10:5-31 et seq., Affirmative Action Against Discrimination,
    including the regulations set forth at N.J.A.C. 17:27-1 et seq.
    Business entities submitting RFQs are required by law (N.J.S.A. 52:25-24.2) to submit a list of names and addresses of
    all stockholders owning 10% or more of their stock unless the business entity is publicly traded or a not-for-profit, in
    which case other action must be taken to comply with the RFQ requirements.
    The RFQ package will also include other documents that must be completed and returned with the RFQ. Failure to comply
    with instructions or failure to complete and submit all required forms, may be cause for disqualification of the Vendor
    and rejection of the RFQ.
    No RFQ may be withdrawn, except in accordance with the Public School Contracts Law, for a period of sixty (60) days
    after the date set for opening of RFQs.
    The Board reserves the right to reject all submissions, pursuant to N.J.S.A. 18A:18A-1 et seq. and to waive minor
    informalities in accordance with the applicable law.
    The successful Respondent shall be subject to the provisions of N.J.S.A. 19:44A-20.26 regarding disclosure of political
    contributions. A Political Contributions Disclosure form is included in this solicitation for this purpose, and shall be
    completed and submitted with the RFQ.
    The RFQ documents and all exhibits provided in order for the vendor to adequately evaluate the Board’s needs and to
    generate a competitive RFQ are considered proprietary and confidential property of the Board. All electronic file
    transfers of this information to the Respondents is specifically designated as “confidential” and “business proprietary.
    The receiving party shall keep such information strictly confidential and shall not disclose it to any other person except
    to (1) its employees, (2) those who need to know the content of such information in order to perform services or
    construction solely and exclusively for the Project, or (3) its consultants, contractors and subcontractors whose contracts
    include similar restrictions on the use of such confidential and proprietary information. Therefore, the Board may reject
    the RFQ of any Respondent found to have published or disseminated this information in the public domain, unless
    pursuant to the exceptions stated above.
    As a condition precedent to receipt of the RFQ Documents, all Respondents must agree to dispose of, destroy and/or
    return the information forwarded to it within three (3) days of the RFQ submission date.

    It is the desire of the Board to have all employees and officials practice exemplary ethical behavior in the
    procurement of goods, materials, supplies, and services.
    Administrators, Board Members and employees who recommend purchases shall not extend any favoritism to
    any vendor. Each recommended purchase should be based upon quality of the items, service, price, delivery,
    and other applicable factors in full compliance with N.J.S.A. 18A:18A-1 et seq.
    Solicitation/Receipt of Gifts Prohibited
    Public Officials, Board Members and employees are prohibited from soliciting and receiving funds, gifts,
    materials, goods, services, favors, and any other items of value from vendors doing business with the Board
    or anyone proposing to do business with the Board.
    Vendor Responsibility

    Any vendor doing business or proposing to do business with the Board, shall neither pay, offer to pay, either
    directly or indirectly, any fee, commission, or compensation, nor offer any gift, gratuity, or other thing of value
    of any kind to any official or employee of the Board or to any member of the official’s or employee’s immediate

    No vendor shall cause to influence or attempt to cause to influence, any official or employee of the Board, in
    any manner which might tend to impair the objectivity or independence of judgment of said official or

    Vendors or potential vendors will be asked to certify that no official or employee of the Board or immediate
    family members are directly or indirectly interested in this request or have any interest in any portions of profits
    thereof. The vendor participating in this request must be an independent vendor and not an official or employee
    of the Board.
    It is the responsibility of the Vendor to ensure that their RFQ is submitted prior to the
    advertised RFQ date and time. No RFQs shall be received after the time designated in the
    RFQ advertisement. No extensions or exceptions will be made. The Franklin Board of
    Education is not responsible for RFQs which are sent for delivery and not received by a
    Board employee.
    The district will only accept electronic submission of RFQ responses through its online bid
    management system: Colbi Secure Bids at
    All RFQs must be submitted in strict compliance with the instructions included in this
    Request for RFQs document. The Franklin Board of Education may refuse to consider a
    RFQ if a proposing firm fails to submit a complete package.

    Purpose of Proposal
    The purpose of this Request for Proposal (RFP) is to contract for Speech Therapy Services. The
    successful proposal(s) shall comply with all local, state, and federal directives, orders and laws
    applicable to this request.
    Introduction and Background
    The Franklin Township Public School District, located in Somerset County, NJ is a PRE-K 12,
    educational system, comprised of 10 schools, approximately 7,500 students and 1,200 staff. The
    district has multiple special education programs and an extensive extra-curricular and
    interscholastic athletic program.
    Statement of Work/Scope of Services
    This Request for Proposal for Speech Therapy Services seeks to contract with individuals,
    companies or agencies to provide services by licensed professionals to Franklin Township Board
    of Education students both in and out of district.
    All professionals must possess appropriate qualifications, New Jersey licenses and certifications.
    Applicants should demonstrate knowledge and experience providing services for public school
    students. Any experience or knowledge of matters that directly affect the Franklin Township Board
    of Education should be addressed.
    Services that shall be provided are based on the speech therapy needs of approximately one
    hundred twenty-five (125) students, as per each students Individualized Education Plan (IEP).
    Therapy services are to be provided for individual students attending Franklin Township Public
    Schools during the 2024-2025 school year on the dates and times set forth in each students IEP.
    School and/or home based. Aggregated duration is anticipated to be approximately seven (7)
    hours per day, five (5) days per week, for approximately 210 days.
    The services detailed in this proposal shall occur during normal school hours on regularly
    scheduled school days.
    Therapists are required to maintain accurate records and appropriate documentation which must
    be immediately made available to the Board and its personnel upon request. Therapists must
    provide quarterly progress reports, which must be tied to each students IEP/ISP goals and
    objectives, to Franklin Township School District case managers.
    Evaluation services are to be provided on an as needed basis. Evaluations are to take place in the
    student’s school or other location as directed by the district and must be conducted through the
    use of equipment, strategies and testing materials approved by the Division of Special Education.
    Evaluators are required to maintain accurate records and appropriate documentation which must
    be immediately made available to the Board and its personnel upon request.
