Request for Qualifications for Community Needs Assessment & Strategic Plan

The City of Davis Parks and Community Services Department is soliciting proposals for a community needs assessment and strategic plan. The needs assessment will be used to inform City Council, the Recreation and Park Commission, executive management, and direct staff of the demographics and needs relevant to its service area. Knowledge of these demographics and needs will affect the development of the Department’s policies, procedures, and funding priorities.

As part of the deliverables associated with this project, the Department is also seeking a two-year strategic plan document. The strategic plan should help identify and develop goal statements, objectives, and related tasks. The plan should be informed by outreach sessions with the Department (internal) and outreach sessions with the community (external).

The proposal should provide projected costs (bids) for the community needs assessment and strategic plan separately, as doing both will be contingent on available funding.

Background Information

The City of Davis (“the City”) is accepting proposals from qualified contractors to render professional services to the City to conduct and produce a Community Needs Assessment and Strategic Plan. The goal of the assessment is to determine the program/service needs of people residing in Davis through an evaluation of existing infrastructure and programming offered by Parks and Community Services. The final report should include an analysis of existing services, the barriers that prevent residents from finding the services they need and gaps in service. The City will select the most capable contractor to complete the assessment.
