1. Introduction/Background
The Town of North Andover, Massachusetts, through the 400 Great Pond Road Steering
Committee, is seeking to engage the services of a professional consulting firm and/or joint venture
with expertise in historic buildings condition surveys, structural review, watershed protection,
environmental impacts, open space/recreation and site analysis/re-use as outlined in Section 7
Scope of Services.
In 2022, the Town purchased the 7 acre property at 400 Great Pond for a sum of $1.8 million. The
building and property are unique and described by many as iconic as it is the only building in Lake
Cochichewick. The lake is the only source for the Town’s public drinking water and 400 Great
Pond Road is in very close proximity to the water treatment plant intake pipe, therefore this
property is environmentally sensitive to the Town and formed the basis for the purchase.
The property has a 3 acre conservation easement held by the Mass Greenbelt and slopes upwards
towards Great Pond Road. The main building was designed by architect Ernest M. A. Machado
and was built in the early 1900’s to serve as a private boat house for the Sutton family. The main
building was remodeled shortly thereafter and converted to a private residence which has been in
use by the Sutton’s descendants up until the time the town purchased it last year. The stone
foundation of the main house sits in the lake and water moves in and out depending on the time of
year and elevation of the lake. Once the property was purchased by the town, security measures
were put in place and the town took steps to remove potential hazard by relocating two old oil
tanks from the basement.
The Steering committee was charged with making recommendations for the best use for the
property and have considered numerous public and private options. Over the last 6 months, the
committee has met with residents, adjacent property owners, builders and community groups as
well as conducted site meetings of the buildings/property. Throughout their meetings, the
Committee has committed to five decision making principles:
1. Protect the water supply;
2. Provide open space;
3. Respect appropriate levels of historic preservation;
4. Provide recreational opportunities as feasible given the location and imperative of principle 1;
and
5. Fiscal responsibility including capital and operating/maintenance costs.
The Committee has four alternative uses for the property and is seeking technical assistance to
help ascertain the feasibility of each of the uses as well as the planning level costs to implement
and estimated recurring operations costs, and potential funding sources, including Community
Preservation Funding and grants. The potential options to be considered by the feasibility study
include, but are not limited to:
1. Retain and modify the house as required for public uses;
2. Convert the house to a three season facility/pavilion-like structure for public uses, including
small boat usage or remove the house and build a pavilion-like structure somewhere on the site;
3. Remove the house and maintain the property for recreation and small boat usage;
4. Assess whether or not a portion of the property could be built upon for a private residence.

The Town and committee are mindful in balancing historic preservation, environmental impacts
and costs. It was intended that the committee would have a recommendation prepared for this town
meeting, however given the discussions and number of alternatives and need to include planning-
level cost for each alternative, it was determined more time and additional expertise would be
needed in finding the best alternative. It is the committee’s intent to have the final report by
December 1, 2023, therefore all consultant work will be completed by this date.
Qualified companies are requested to submit their qualifications to the Assistant Town
Manager/Director of Operations at the Town Hall, 120 Main Street, North Andover, MA, in
accordance with the instructions contained within this Request for Qualifications (RFQ).
Notice of this RFQ is published in the Central Register (which is a weekly publication of the Office
of the Secretary of the Commonwealth), the Eagle-Tribune (a newspaper of general circulation)
and posted on the Town website (www.northandoverma.gov) under “Bids & Proposals”
This is not a price competition, but rather the Town’s decision will be based upon qualifications
and experience with similar projects. The Town will evaluate qualifications and enter negotiations
with the highest scoring proposer. If unsuccessful, the Town may attempt to negotiate with the
next highest scoring proposer. The Town reserves the right to request an hourly rate table of
your proposed staff prior to making a final recommendation.
The Town of North Andover may cancel this RFQ or reject in whole or in part any and all
submissions, if they determine that cancellation or rejection serves the best interest of the Town of
North Andover.
2. Funding Not to Exceed Limit Fee
The work covered under this RFQ has a Not to Exceed Limit of $85,000 and is funded through
American Rescue Plan Act (ARPA). The actual fee will be negotiated with the highest rated firm.
3. Submission Format, Deadline, and Instructions
Qualified persons or firms are requested to submit qualification marked Historic Building and
Environmentally Sensitive Property Architectural / Professional Engineering Support
Serviceswith the applicant’s name and address on the front. Applicants should provide one (1)
signed original submission and four (4) copies. Fax or electronic submissions will not be accepted.
Applicants must also execute and include in the sealed submission the Certificate of Vote,
Certificate of Non-Collusion, and the Certificate of Tax Compliance. The Town of North Andover,
through the Town Manager, is the awarding authority and reserves the right to reject any and all
submissions or parts of submissions; to waive any defects, information, and minor irregularities;
to accept exceptions to these specifications; and to award contracts or to cancel this Request for
Qualifications if it is in the Town of North Andover’s best interest to do so.
Qualifications statements must be signed as follows: a) if the firm is an individual, by her/him
personally; b) if the firm is a partnership, by the name of the partnership, followed by the signature
of each general partner; and c) if the firm is a corporation, by the authorized officer, whose
signature must be attested to by the Clerk/Secretary of the corporation and the corporate seal
affixed.

All submissions must be received and registered by the Assistant Town Manager’s office by
Thursday, June 22, 2023 at 2:00PM. All outer envelopes/packages must be labeled Historic
Building and Environmentally Sensitive Property Architectural / Professional Engineering
Support Services” and mailed or hand delivered to the following address:

No qualifications statements will be accepted after the time and date noted. Late delivery of
materials due to any type of delivery system shall be cause for rejection. If on the date and time of
the submittal deadline the Town Hall is closed due to an uncontrolled event such as fire, snow, ice,
wind or building evacuation, the submittal deadline will be postponed until 2:00 p.m. on the next
normal business day.
4. Questions, Addendum or Submission Modification
Questions concerning this RFQ must be submitted in writing to: Laurie Burzlaff, Assistant Town

Andover, MA 01845, or they may be emailed to lburzlaff@northandoverma.gov. All questions/
inquiries must be received by 4:30 p.m. on Thursday, June 8, 2023 to be considered.
Questions/inquiries may be delivered, mailed or emailed. Written responses will be posted on the
Town’s website (www.northandoverma.gov) in “Bids & Proposals” by 2:00 p.m. on Monday, June
12, 2023.

If any changes are made to this RFQ, an addendum will be posted on the Town’s website in “Bids
& Proposals”. It is the sole responsibility of the bidder to ascertain the existence of any addenda
and/or modifications issued by the Town. As this RFQ has been published on the Town’s website
(www.northandoverma.gov) all bidders are responsible for checking the website for any addenda
and/or modifications that are subsequently made to this RFQ.
The Town accepts no liability for and will provide no accommodations to bidders who fail to check
for addenda and/or modifications to this RFQ and subsequently submit inadequate or incorrect
responses. Bidders may not alter (manually or electronically) the RFQ language or any RFQ
component files. Modifications to the body of the RFQ, scope of work, terms and conditions, or
which change the intent of this RFQ are prohibited and may disqualify a response.
All submissions in response to this RFQ shall remain firm for sixty (60) days following the
submittal deadline. It is anticipated that the contract will be awarded within thirty (30) days after
the submittal deadline.
