The City of Redding desires to contract with a qualified and licensed company to furnish security
services and law enforcement officer (LEO) services for the Redding Municipal Airport.
1. General Airport Information.
The Redding Municipal Airport serves a six-county regional area of northern California totaling
24,700 square miles and a population of approximately 350,000 persons. The Airport is located
in the southeast quadrant of Redding which is the largest city in Shasta County which has a
population of approximately 180,000 persons. The Airport property is comprised of
approximately 1,710 acres and includes portions of the Redding Municipal Airport Business
Park. In 2018, there was an estimated 77,000 flight operations recorded by the control tower
during its hours of operation and the number of passenger traffic was approximately 133,000.
There are currently eight (8) regularly scheduled incoming and departing flights per day.
The Redding Municipal Airport supports commercial passenger airline service with United
Express with direct service to San Francisco and Los Angeles. Additional services include jet
passenger charters, cargo operations by Federal Express, Fixed Business Operators (FBO)
operations with Redding Aero Enterprises, Air Shasta, and Redding Air Service, medical
emergency providers, PHI and REACH, etc.. Two fixed-base operators and four aviation-related
businesses are located on the Airport that provide a range of services including general airframe
and engine maintenance, avionics, aircraft fueling, flight instruction, aircraft rentals and charters.
There are five corporate aircraft storage hangars, and the Airport owns and manages 99 hangars
for general aviation use and 138 permanent and transient aircraft tiedowns. Fire Station No. 7, a
combined City of Redding fire station and Airport Rescue and Fire Fighting facility, the Civil
Air Patrol office, the Transportation Security Administration (TSA) office, and the Northern
California Drag Racing Association and the Shasta Kart Klub race tracks are all located on the
Airport. The Airport has a 38,352 square foot passenger terminal which features a full-service
restaurant and lounge and three rental car companies. Adjacent to the terminal is a 338-space
paid parking lot, employee parking and a rental car lot.
2. Scope of Services
The scope of services for this proposal includes (1) security services for the Airport and (2) law

enforcement officers that meet the requirements of the Transportation Security Administration
(TSA) to support the TSA screening program. The attachments listed in Section 11 outline the
duties of security officers on the Airport, the minimum qualifications and training requirements
for security officers and the minimum requirements of the security contractor.
3. Required Information.
A. Please submit the following information as a part of your proposal:
1. A general description of your company and its professional staff. Identify and
include a brief resume of the principal of your company who will be primarily
responsible for the services provided to the Redding Municipal Airport. Provide
the total number of employees currently employed by your company and how
many will be provided for the Airport.
2. The number of years Contractor has been in business as a contract security firm
and a summary of the firm’s experience with providing security services.
3. A summary of the firm’s experience, if any, with respect to providing commercial
airport security services.
4. A summary of how respondent shall meet the scope of services outlined in
Attachments 1, 2 and 3 above.
5. Documentation through employee listings that the security service firm is
sufficiently staffed to provide the Redding Airport with security personnel
supervisors and dispatchers, as well as being able to satisfactorily meet the
requirements of this proposal by providing qualified, trained, and licensed
security personnel that meet the requirements outlined in Attachment 2. List the
number of years of experience for each of those employees that meet the
requirements set forth in Attachment 2. If the security service firm intends to fill
the manpower requirements of this contract with “new hire” personnel rather than
current employees, this shall be indicated with the term, “new hire,” in place of
the term, “name,” required above.
6. A shift schedule that will demonstrate how the security service firm intends to
staff the proposed security services. The schedule shall contain an example of the
names of employees to be scheduled and hours to be worked at the Redding
Airport during each shift over a one month period. In addition, submit a schedule
showing the names and “normal, on-duty hours” of the supervisory personnel who
will be charged with the duty of ensuring that the security service firm’s
employees fulfill the requirements of the contract.

7. Briefly explain how vacation, sick leave, and training will be handled with respect
to providing backup personnel.
8. An outline of your employee training program that meets the requirements set
forth in Attachment 2, including, but not limited to, LEO services, security
services, driver training, and customer service training.
9. Copies of the security guard registration card and firearms card as issued by the
Department of Consumer Affairs, Bureau of Security and Investigative Services
for those personnel to be employed at the airport. Copies of the certificates of
training for those personnel who have been trained as set forth in Attachment 2.
10. Provide a list of all employees currently on staff that are authorized as a registered
Law Enforcement Officer.
11. A declaration of your company’s ability and willingness to commit and maintain
staff, both number and level, to successfully provide the required security service
and LEO service to the Airport.
12. A discussion of the role of the security services firm with regard to Airport

selecting a security service firm.
14. A description (year, make and model) of the proposed vehicle that meets the
requirements outlined in Attachment 3, Paragraph 4, that would be dedicated for
use by on-duty security personnel at the Redding Municipal Airport.
15. The names of at least five (5) businesses or organizations for which you have
provided, or are currently providing, security services (include business or
organization name, name of contact, address, phone number, and length of
16. List the names of up to five (5) businesses or organizations for which you have
provided security services at a FAA 14 CFR Part 139 Certified Airport (include
business or organization name, name of contact, address, phone number and
length of contract).
B. The City may request additional information from the Contractor as deemed necessary.
C. The security service firm agrees to allow the Airports Manager, or his representative, to
personally inspect the firm’s headquarters and dispatch facility to determine the firm’s
