Commodity/Service Being Requested: Inmate Medical Services


Type of Solicitation: Request for Proposals (RFP) – Jackson County is requesting bids for

inmate medical services. Through this process, it is the goal of Jackson County to competitively

award a contract that will provide inmate medical services for the next five years.


Type of Resulting Contract: Statewide Cooperative Contract - As a result of this RFP,

Jackson County will work with the Michigan Association of Counties CoPro+ program to market

and extend the resulting contract to other government municipalities throughout the State of

Michigan. The firm will be competitively selected as having been qualified as defined within the

qualification section of this RFP. The contract will enable public municipalities to “piggyback”

and purchase inmate medical services through this competitive process.


Resulting Contract Term: Jackson County will use the results of this process to award this

contract for a term of five (5) years, continuing at the discretion of the county based on

satisfactory performance.

SECTION 1.0 – SCOPE OF WORK
1.1 Introduction
Jackson County on behalf of the Sheriff’s Office is requesting proposals from qualified and
experienced companies to provide Inmate Medical Services at the Jackson County Jails located
at 212 W. Wesley Street and 1995 Chanter Road, both located in Jackson County, Michigan.
(Note: a millage vote will appear on the August primary ballot. If passed, all inmate medical
services may eventually be handled at one location.). The County is seeking vendor(s) who are
willing to partner with the County to develop a medically responsive on-site program.
As a part of the proposal process, we are seeking guidance from our prospective vendors to
provide expertise and proven strategies for implementing and operating a prudent, cost saving,
program-oriented inmate health care program that complies with the requirements of Michigan
Department of Corrections, State Statutes, and any local laws. We encourage vendors to
supply an alternate detailed proposal that has proven strategies for reducing the overall
healthcare cost for the Jackson County Sheriff’s Office.
1.2 Minimum Qualifications
a. The Bidder shall be organized for the purpose of providing healthcare services and must
have a minimum of five (5) years of experience with proven effectiveness in correctional (or
related institutional) Healthcare Services. Please provide company history.
b. The Bidder shall submit a list of five (5) references, including name of institution, address,
contact person, and telephone number. Three of the references must be from Correctional
Facilities within the State of Michigan.
c. The bidder shall meet ALL insurance requirements in regard to Workers’ Compensation
Insurance, Professional and Commercial General Liability Insurance and Motor Vehicle
Insurance as outlined in this RFP.
d. The vendor must certify that they are not on any Federal, State, or local list of debarred or
prohibited contractors.
1.3 Scope of Work/Specifications
The vendor shall provide the healthcare and management services at the Jails. These services
shall be at the vendor’s cost in exchange for compensation by the County. The services include
physician services, nursing services, pharmaceuticals, in-jail and off-site medical services
(including all laboratory work), in-jail medical clinic operations (to include all medical supplies,
medical records management, and disposal of medical waste), and dental evaluations.
1.3.1 Facility/Population Demographics
The Jackson County Jail has two (2) correctional facilities. One located at 212 W. Wesley
Jackson MI 49201 (main jail) and one located at 1995 Chanter Rd Jackson, MI 49201 (Chanter
Road Facility). The main jail has a capacity maximum capacity of 187 inmates. The Chanter
Rd. facility has a maximum capacity of 256 inmates. The current average daily population of
both facilities combined is 347 inmates and the average daily population for FY 2023 was 270.3
inmates.
The Jackson County Jails are full-service corrections facilities, serving only adult offenders. The
current Medical Statistical Summary is as follows:
• The average gender makeup is 77% male and 23% female.

• 2023 - there were 1,272 physical assessments
• 2023 - there were 2,195 sick calls with doctor/nurses
• 2023 – through on 4/30/24 there have been:
a. 414 physical assessments
b. 707 sick call encounters with doctor/nurses
c. 5 dental exams
d. 19 emergency room visits

• Weekly Inmate Healthcare services are currently staffed on a 12-hour / 7-day
coverage as follows:
a. Registered Nurse (RN) site manager- 40 hours
b. Medical Assistant/Medical Records Clerk - 40 hours
c. Licensed Practical Nurse (LPN) – 136 hours
d. Physician – Weekly + unlimited 24/7/365 on-call by phone
e. Dentist – Local Dentist
The Jackson County Sheriff’s Office makes no representation of any kind with respect to the
anticipated average length of stay or the average daily population during the period covered by
any agreement for the provision of health care services.
The selected vendor(s) will collaborate with the Jackson County Sheriff Department in the
development, maintenance and annual review of administrative and operational policies and
procedures relative to medical care. The County reserves the right to approve policies and
procedures of the vendor. The policies and procedures shall be designed to meet National
Commission on Correctional Health Care (NCCHC) and American Correctional Association
(ACA) guidelines and State of Michigan Statutes.
1.4 Staffing
The Vendor shall provide or arrange for the provision of Health Care Staff necessary to render
the health care services contemplated in Section 1.3. Note: The County reserves the right to
select any or all of these services as part of their final Inmate Medical Health Services contract
with the successful vendor.
1. Physicians: Up to 4 hours per week of Physician services to be assigned by vendor.
a. Additional hours may be provided if mutually agreed upon by both parties in writing,
with at least 24 hours advanced notice.
b. Shall be responsible for providing medical health care services to the inmates of the
Jackson County Jail in a humane manner with respect to the inmates’ right to basic
health care services. The health care services shall comply with the standards of the
National Commission on Correctional Health Care (NCCHC) or the American
Correctional Association (ACA).The physician shall be in charge of overseeing sick call,
reviewing charts, and signing off on all medical decisions.
