SECTION 1: INTRODUCTION
1.1 Statement of Purpose
The purpose of this Request for Proposals (RFP) is to identify and retain a qualified contractor for
officiating in our Adult and Youth Sports Programs.
1.2 Scope of Work
The selected contractor shall serve as the City’s representative when designated. Chris Froshaug
Recreation Supervisor shall oversee and facilitate the activities of the contractor as needed. The
selected contractor shall provide professional services and expertise related to officiating in our
Adult and Youth Sports Programs in compliance with the governing codes and applicable
regulations.
1.2.1 Services
Contractor shall, for the term of this Agreement, perform officiating services for the City
of West Sacramento Adult Softball, Adult Basketball, Adult Soccer, Adult Flag Football,
Youth and Teen Basketball Leagues, Adult Volleyball and athletic tournaments
sponsored by City and any other sport league offered during the term of this
agreement. Such services shall include the provision of officials for all league games,
including any rescheduled, playoff or additional scheduled games. City shall, at the
beginning of each season, league, or tournament, determine whether officiating will be
provided and, if so, the number of officials to be provided by Contractor. City shall
have the right to amend its determination whether Contractor is to provide officials, or
the number thereof, at any time. Contractor must provide individual league price for
each sports league. City shall have the right to select individual price for each league,
combination of or the entire league.
1.2.2 Premises, Equipment and Supplies
Contractor shall provide all necessary personal equipment and supplies necessary to
officiate a game, such as Blue shirt, Black pants, indicator, brush and ball bag, for
softball officials, Black & White striped shirts, Black pants and whistle for basketball
officials. The City shall provide play facilities, equipment and storage areas, including
softball bases and scorebooks for softball games.
1.2.3 Quality of Service
a. Contractor shall provide officiating services in a professional manner and
comparable to other professional official services during the entirety of this
Agreement.
b. Contractor and its officials are requested to be fully knowledgeable of all rules related
to the league and is also responsible for knowing and utilizing City league rules. And
athletic tournaments. Contractor and officials shall be responsible of utilizing city
rules. City league rules shall prevail in matters where City league rules and
Association Rules apparently or actually conflict.
