Proposals must be received by the City Clerk at the address listed below by 4:00 p.m., October 7, 2019.
The envelope should be labeled on the outside "Proposal for RPT Transit Signal Priority Project”.

Proposal documents obtained from any other source are not considered official copies. Only those
vendors who are registered by obtaining proposal documents from the Rochester Department of Public
Works website are guaranteed to receive addendum information, if such information is issued. It is
recommended that proposals be submitted at least one day prior to the specified date and time to allow
for timely receipt and consideration.
At that time the proposals will be opened and documented as received, cataloged for all required
submittals, and prepared for review. Proposal reviews will occur between October 7, 2019 and October
18, 2019. The City reserves the right to extend the evaluation period if needed.
A pre-proposal meeting will be held at 10:00 a.m. on September 4, 2019 at the Public Works Transit
Operations Center located at 4300 East River Road NE, Rochester, MN 55906. Attendance at the pre-
proposal meeting is strongly recommended.
All questions and requests for clarification of this RFP must be submitted in writing (via email) by 4:00
p.m. September 9, 2019. Such correspondence shall only be made to the RFP Administrator:

1.0 PROJECT INFORMATION
The City of Rochester is soliciting Proposals for deploying a Transit Signal Priority (TSP) system to the
Rochester Public Transit (RPT) fixed route bus fleet including components necessary for the City’s traffic
signal system along two initial corridors to communicate TSP for RPT transit vehicles.
TSP is defined as “an operational strategy that facilitates the movement of in-service transit vehicles
through traffic-signal controlled intersections.” TSP attempts to assist an approaching transit vehicle
through a signalized intersection by either extending the phase green time to allow the vehicle to pass
through the intersection, or by truncating the red time (reducing conflicting green interval times) so that
a transit vehicle obtains a green signal sooner. The amount of green extension or red truncation is
determined by the applied TSP strategies.
The City of Rochester, Olmsted County and MnDOT currently uses the Tomar Strobecom infrared optical
Emergency Vehicle Preemption (EVP) system to provide EVP detection at 162 intersections in the RPT
service area. The RPT does not currently have any transit vehicles equipped with TSP request hardware.
This Request for Proposals is split among five (5) components:
1. Bus Transit Signal Priority (TSP) Emitter and Communications Equipment and Installation
2. Traffic Signal Communications Equipment and Installation
3. TSP Central Management System and Installation
4. Training
5. Warranty and Support
Proposers should discuss the technical advantages of their proposed system as well as maintenance
costs and ease of use.
1.1 BACKGROUND
The City requests qualified Contractors to submit proposals for providing TSP equipment for initially up to
71 RPT buses and 22 intersections long two corridors, Broadway Avenue and 2nd Street SW, with future
expansion for up to a total of 90 RPT buses and 162 intersections over the next five years.
Project Goals and Objectives
1. Deploy a TSP System that is functional, operational, expandable, scalable and maintainable to other
corridors/signalized intersections in the Rochester region.
2. Operate TSP to improve the schedule adherence of all RPT fixed route transit vehicles.
3. Improve the level of customer satisfaction, transit service reliability and travel speed.
4. Ability to operate along-side existing Emergency Vehicle Preemption System.
TSP Deployment Locations
The list below outlines the locations of traffic signals where the initial TSP deployment is expected to
occur. A more detailed inventory and map of all traffic signals is contained in Exhibit A and Exhibit B.
