Various Marina Services
The City of Vallejo is soliciting proposals from qualified contractors to perform services related to the operations
of the Vallejo Municipal Marina located at 42 Harbor Way, Vallejo, CA and at the Vallejo Boat Launch located at #1
Mare Island Way, Vallejo, CA (aka “Brinkman’s Marine”), and in areas outside, but adjacent to the Marina or Boat
Launch facilities. The work performed includes: towing and relocating motorized and sail vessels within the
Vallejo Municipal Marina; disposal of abandoned, derelict, or turned in motorized and sail vessels from land
and water locations within or adjacent to the Vallejo Municipal Marina facilities; and depth surveys. This
includes furnishing all equipment, labor, and materials as necessary to perform the work described in a safe,
efficient and legal manner.
Notice is hereby given that sealed proposals will be received by the City of Vallejo Public Works Department
until 4:00 p.m., on the due date listed below, and shall be addressed and marked as follows:

Various Marina Services
The City of Vallejo is soliciting proposals from qualified contractors to perform services related to the
operations of the Vallejo Municipal Marina located at 42 Harbor Way, Vallejo, CA and at the Vallejo Boat
Launch located at #1 Mare Island Way, Vallejo, CA (aka “Brinkman’s Marine”), and in areas outside, but
adjacent to the Marina or Boat Launch facilities. The Contractor shall perform services in accordance
with the Scope of Work described herein and all applicable Federal and California State laws and
regulations pertaining to vessel operations and safety. The work performed on this contract includes
some or all of the following: towing and relocation of motorized and sail vessels within the Vallejo
Municipal Marina; disposal of abandoned, derelict, or turned in motorized and sail vessels from land
and water locations within or adjacent to the Vallejo Municipal Marina facilities; and depth surveys.
The resulting contract from this RFP will be for a term ending June 30, 2020, with the possibility of
three (3) additional one (1) year extensions.
Funding for services is through the annual operations budget of the Marina Enterprise Fund and
grant funding, but is subject to City Council approval of annual appropriations.
It shall be the responsibility of the Contractor to provide all equipment, labor, and materials as
necessary to perform the work described in this RFP in a safe, efficient and legal manner. This
shall include the use of proper knowledge, skills, materials and equipment to maintain the work
areas in a clean, safe, healthy, and acceptable manner during the entire term of this contract. The
Contractor shall furnish qualified crews to provide each contracted service.
Contract personnel must be qualified and trained in marine related industries. This will include the
site staffing supervisor who is able to communicate effectively with City staff and Marina users,
including receiving and carrying out instructions given by City staff and proper authorities.

SECTION I: DISCLOSURE
This Request for Proposal (RFP) is not a commitment or contract of any kind. The City of Vallejo
(“City”) reserves the right to reject all proposals. Costs for developing the proposal are entirely the
responsibility of the proposer and shall not be reimbursed. Proposers are cautioned against incurring
any additional cost in anticipation of award.
The City reserves the right to withdraw this solicitation at any time without prior notice. Further, the
City makes no representations that any agreement will be awarded to any firm.
The City may award to multiple proposers.
The City cannot represent or guarantee that any information submitted in response to the RFP will be
confidential. If the City receives a request for any document submitted in response to an RFP, the
City will not assert any privileges that may exist on behalf of the person or business submitting the
proposal. All responses submitted to City of Vallejo become the property of the City.
Submission of proposals indicates acceptance by the contractor of the terms and conditions contained
in this Request for Proposals (RFP) and as included in the sample contract contained herein.
SECTION II INTRODUCTION & BACKGROUND
The Public Works Department consists of the Engineering and Maintenance Divisions that work
together and independently to provide a variety of maintenance, operations, and engineering
services to our residents. The Department is overseen by the Public Works Director, who provides
budgetary and management direction. Marina operations are under the purview of the Maintenance
Division of the Public Works Department.
The Vallejo Municipal Marina is approximately 38 acres, with 650 slips, and business operations
from 8:30 AM to 4:00 PM Monday through Friday. Authorized users may enter or leave the Marina
at any time of day, with most user activity taking place on weekends. Marina slips range in size
from 20 feet to 56 feet, with side ties accommodating vessels up to 102 feet. The ratio of vessels
moored within the Marina is approximately 60% sail and 40% motorized. The separate Vallejo Boat
Launch located at #1 Mare Island Way is approximately 5 acres, and aside from the launch ramp
itself, consists mainly of parking area. The Marina and the Launch areas are both accessed by
water from the Mare Island Straits, with the Marina entrance located just south of the Mare Island
Causeway, and the Launch being located just south of the Vallejo Ferry Building. Depth of the
Marina varies from 2 to 10 feet, with an average depth of 6 to 7 feet at mid-tide. The Marina
maintains 32 slips for “live aboard” users.
The City of Vallejo has identified a need to utilize an on-call contract for routine and emergency
Marina services. The selected contractor(s) will be directed by the City Representative to perform
approved tasks on an as-needed or as-requested basis.
