This Request for Proposals (RFP) solicits proposals from interested
companies to perform as needed pavement striping and roadway sign
installation in the City of Pleasanton.
Scope of Services -
The City of Pleasanton periodically makes modifications to existing pavement striping and
signage and adds new pavement striping and roadway signs to City streets. The Traffic
Engineering Division is seeking a qualified pavement striping and sign contractor who is able to
provide necessary personnel, equipment and materials to complete modifications and new
pavement striping and signage requests in a timely and professional manner. Under this two
year contract, the City will transmit requests for quotations with accompanying diagrams and
written descriptions via email (see Attachments for a sample of typical components of work
requested and sample requests for quotations generated by the City). The contractor shall
provide a quotation for each request within three business days and upon approval from the
City, the contractor will schedule the work to be completed within two weeks of the authorization
to proceed and shall inform the City of the scheduled day for the work, as well as the date/time
of completion of the work.
Minimum Qualifications –
In order to qualify for selection, proposer must meet the following minimum requirements:
1. Must have sufficient experienced personnel and equipment to perform work similar to
the work samples listed in Attachments 1 and 2
2. Must be able to execute the Service Agreement, Attachment 3.
3. Must have a proven track record of providing as needed pavement striping and roadway
sign installations to a local agency over the past three years.
4. The proposal must meet the proposal requirements listed in the next section and be
typed on 8.5" x 11" paper. Submit one original and two copies of your Proposal by
deadline listed.
Proposal Requirements –
The proposal must include:
1. Contractor Description - Provide a complete description of your Company
including its licenses, work history, organizational structure, equipment,
yard/office facilities, and number of employees.
2. A list of any current and past contracts with local agencies to provide "as needed
paving striping and roadway sign installation,” including contact information.
3. Cost proposal sheet – The sheet (at a minimum) must include costs listed for
each work type in Attachment 1 (please include additional common cost line
items as necessary). In addition to this list of typical components, please add any
additional costs that would be charged as part of providing these services,
mobilization/equipment/traffic control/etc.). Attach additional pages as needed to
explain costs and materials used.
4. Quotes for the work request examples shown in Attachment 2, and an estimate
for the time of completion for each of the sample projects.

5. Sample invoices that would be provided to the City.
In accordance with California Labor Code Sections 1770 et seq., the Contractor shall pay
general prevailing rate of per diem wages to all workers employed under this contract.
The awarded Contractor shall comply with the requirements of the State of California's Standard
Specification Code Section 7-1.01A(4) "Labor Nondiscrimination" under this contract.
Proposals received after the time established for receiving proposals will not be considered. No
Proposer may withdraw a proposal after the time established for receiving proposals or before
the award and execution of the contract, unless the award is delayed for a period of ninety (90)
calendar days after the City's opening of proposals.
The City reserves the right to reject any and all proposals and to determine which proposal is, in
the City's judgment, the lowest responsive and responsible proposal. The City also reserves
the right to waive any informality in any proposal and to delete certain items listed in the
proposal as set forth therein.
Proposals will be evaluated on a “best value” basis. While costs will be important criteria, other
proposal elements may be considered. These may include:

x Efforts to reduce overall cost to City
x Materials used
x Quote/Invoice format
x Ability to complete the work in a
timely manner
x Past work history with local agencies

Attachment 1 - Type of Work/Requirements/Pricing
Material and work requirements -
x Signs and striping shall be installed following standards in the latest edition CAMUTCD
x New sign posts shall be installed using City Standard Detail 123, Attachment 4
x Sign sheeting shall be 3M Diamond Grade DG3 4000 series
x Striping shall be thermoplastic and retroreflective (unless retroreflective paint is specified
by the City)
x Cat-tracking shall be provided and checked by City staff prior to final striping
x Contractor shall coordinate project timelines with City staff
x Contractors shall provide all necessary traffic control and provide standard traffic control
plans following current CAMTUCD guidelines with City staff input/approval.
x Mobilization charges (or similar per job based charges) shall be waived when multiple
smaller requests are combined.
