NOTICE OF INVITATION TO PROPOSE
Notice is hereby given that sealed proposals will be received by the City of Vallejo for consultant
services in management support role for the Sacramento Street Bridge Replacement project. The
project will be funded with local and federal dollars requiring the proposer to follow all pertinent
local, State, and Federal laws and regulations. Due to the special nature of this proposal for a
management support role, the City has established a zero (0%) DBE goal.
This Request for Proposal (RFP) seeks to engage a Consultant in a Management Support Role
(CMSR) to provide comprehensive coordination and support services throughout the pre-
construction and construction phase up to the completion of the project. The scope of this RFP
includes but is not limited to the following:
Overall project management, from pre-construction through project closeout
Project schedule development and maintenance
Project budget monitoring and maintenance
Collecting and organizing contracts, reports, logs, and other supporting documentation
Coordination with design professionals, consultants, contractors, and Caltrans
Reviewing and processing of payment applications and invoices
Requesting and processing the Caltrans reimbursements through the project closeout
The proposals submitted in response to this RFP will be used as a basis for selecting the
Consultant for this project. The proposals will be evaluated and ranked according to the criteria
provided in the Evaluation Criteria of the RFP.
Addenda to this RFP, if issued, will be sent to all prospective Consultants the City of Vallejo has
specifically e-mailed a copy of the RFP to and will be posted on the City website at:
http://www.ci.vallejo.ca.us/doing_business/bids___proposals
It shall be the proposer’s responsibility to check the City website to obtain any addenda that may
be issued.
Proposals shall be mailed or submitted in a sealed package clearly marked Sacramento Street
Bridge Replacement Project – Consultant Services in Management Support Role prior to
4:00 PM, September 10, 2018 and addressed as follows:

Proposals received after the time and date specified above will be considered nonresponsive and
will be returned to the proposer.
Any proposals received prior to the time and date specified above may be withdrawn or modified
by written request of the proposer. To be considered, however, the modified Proposal must be
received prior to 4:00 PM, September 10, 2018.
Unsigned proposals or proposals signed by an individual not authorized to bind the prospective
Consultant will be considered nonresponsive and rejected.
This RFP does not commit the City of Vallejo to award a contract, to pay any costs incurred in the
preparation of a proposal for this request, or to procure or contract for services. The City of Vallejo
reserves the right to reject any or all proposals received as a result of this request, to negotiate
with any qualified Consultant, or to modify or cancel in part or in its entirety the RFP if it is in the
best interests of the City to do so. Proposers are strongly encouraged to inspect the project site
and review preliminary engineering documents. Attention is directed to attachments of this RFP
and attached draft Consultant and Professional Services Agreement for compliance with the
insurance requirements and Caltrans requirements for Federal and State Contracts.
The prospective Consultant is advised that should this RFP result in recommendation for award
of a contract, the contract will not be in force until it is approved and fully executed by the City of
Vallejo.
All products used or developed in the execution of any contract resulting from this RFP will remain
in the public domain at the completion of the contract.
The anticipated consultant selection schedule is as follows:
Proposal review and evaluation: September 11-28, 2018
Oral interviews: Week of October 15, 2018
Cost Negotiation with first ranked Consultant: Week of November 5, 2018
Contract Award and Notice to Proceed: January 2019
Any questions related to this RFP shall be submitted in writing to the attention of Sam Kumar,
Senior Civil Engineer via email at Sam.Kumar@cityofvallejo.net. Questions shall be submitted
before 5:00 PM on September 3, 2018.
No oral question or inquiry about this RFP shall be accepted.

BACKGROUND
I. City of Vallejo
The City of Vallejo is located in Solano County and serves an area of approximately 53.58 square
miles (29.94 square miles on land and 23.64 square miles of waterway) with a population of
approximately 120,000 and 350 miles of street pavement. The City’s infrastructure consists of
pavement, storm drain system, sanitary sewer system, water system, parks, and medians,
building facilities, street lights, sidewalks and traffic signals. The City’s fiscal year begins on July
1 and ends on June 30.
The City was incorporated in 1867, and operates under the Council Manager form of government.
The Consultant's principal contact with the City of Vallejo will be Terrance Davis, Public Works
Director, or a designated representative, who will coordinate the assistance to be provided by the
City of Vallejo to the interested firm.
II. Sacramento Street Bridge Project
The Bridge (23C0152) is located on Sacramento Street between Illinois and Farragut Streets over
the existing City Railroad. The bridge has been evaluated for seismic vulnerability and was
determined to be susceptible for collapse during the specified design level earthquake. Since the
bridge is significantly old and has reached its design life, the City requested and Caltrans accepted
for replacement of bridge instead of seismic retrofit.
III. Scope of Services
The scope of work for consultant services in management support role includes the following
tasks:
Oversee contractors, consultants, and act as City representative supervising construction
activities, i.e. Inspectors, Construction Engineer, and administrative support.
Provide technical expertise, instruct and advise City staff and consultants regarding
construction guidelines, techniques, standards, policies and procedures.
Coordinate with the City and design professional to provide administration and oversight
of the construction contract. This includes assisting the City as required in quality control
of the design and construction process as it proceeds.
Administration of construction contract.
Review and approve all projects submittals, including shop drawings, product data,
samples, and testing submittals.
Monitor progress of schedule and budget compliance throughout the contract process.
Oversee contractors work to ensure completeness, accuracy and compliance with all
federal, state and local regulations, including prevailing wage and documentation of all
oversight.
Manages and resolves design and field changes in accordance with City requirements.
Reviews and negotiates contractor requests for change orders and if appropriate,
prepares contract change notices with appropriate justification.
May be required to contact and confer with City staff to prepare and review ordinances,
resolutions, agreements, permits and other legal documents affecting the project.
