Notice Of Interest: 2021 Ford F59 Stepvan Customized Emergency Response
Lake Havasu City (“City”) is requesting a Letter of Interest (“LOI”) from conversion or build-out
van manufacturers for a customized emergency response van conversion/build-out on a 2021 Ford
F-59 Stepvan for Lake Havasu City Fire Department’s Rehab Unit who may consider submitting
a proposal. LOIs must be returned to Purchasing@lhcaz.gov NO LATER THAN December 11,
2020 at 3:00 pm.
The following minimum requirements must be provided as part of the response to this letter of
Chassis shall be provided by City; 2021 Ford F59/Morgon Olson Route Star Walk-in Van
Supplier must have a minimum of 20 years’ experience in the specialty emergency vehicle
conversion/build-out industry. Response to LOI must provide total years of experience in
this emergency response van conversion/build-out field.
Supplier must provide a list of references with contact names, phone numbers, and email
addresses of emergency response van conversion/build-out vehicles that have been
completed within the last three (3) years, preferably for clients within the Western and
Southwestern Region of the United States.
The conversion/build-out must be completed within 90 calendar days after receiving the
2021 Ford F-59 Stepvan Chassis.
The equipment on conversion/build-out shall be new from an OEM.
Minimum one-year warranty on all items within the work scope. Supplier shall provide
their warranty terms. All warranties offered by the manufacturer shall be extended to City.
o Supplier must provide the closest warranty service center to Lake Havasu City,
o Warranty service centers must be located within a 600-mile radius of the City.
The City technical specifications include:
o Interior Cargo insulation, interior walls, and ceiling of cargo area.
o Generator & Generator Box
o Air Tank Racks
o (2) Air Condition Units
o (1) Exterior Shade Awning
o Warning Lights
o Scene Lighting

Payment Terms. Generally, the City does not make advance payments for goods or
services before delivery. The City does make milestone payments based upon completion
of very specific deliverables when the milestone has been reached. Supplier shall provide
their proposed payment terms.
The City reserves the right to reject any or all responses if not in compliance with the requirements
of this LOI and may reject for good cause any or all LOIs if the City finds it is in the public interest
to do so. In the event more than one qualified submittal is received in response to this LOI, a
Request for Proposal (RFP) process will be used to select and award a supplier.
Applicants must submit their LOI describing how they intend to meet each of the cited minimum
qualifications to the Purchasing@lhcaz.gov no later than the exact time and date indicated above.
Questions may be submitted in writing via email to Purchasing@lhcaz.gov and to be given
consideration must be received at least seven (7) days prior to the deadline date for submission of
the letter of interest, which is December 4, 2020.
