Type of Solicitation: Request for Bids (RFB) - It is the intention of Jackson County to competitively award to a qualified company that has demonstrated their ability for comparable work.

Statewide Cooperative Contract: As a result of this RFB, Jackson County will work with the Michigan Association of Counties CoPro+ program to market and extend the resulting contract to other government municipalities. This process will enable public municipalities to “piggyback” and purchase on an “as needed” basis from the competitively awarded contract.

Resulting Contract Term: Two (2) year base contract with one (1), one-year renewal option at the discretion of the County, for a total contract period not to exceed three (3) years.

This Request, together with all pages, documents, and attachments contained herein or subsequently added or made a part hereof, submitted as a fully and properly executed bid, shall constitute a contract with Jackson County, subject to the limitations set forth herein and any specific quantities that Jackson County may commit to herein and the successful and most responsible bidder, as determined by Jackson County.

Section 1.0 SPECIFICATIONS AND SCOPE OF WORK
1.1 INTRODUCTION TO SPECIFICATIONS
The Jackson County Department of Transportation (JCDOT) is seeking qualified, established and
professional contractors to provide Environmental Service and Material Testing Services.
Professional services shall include staffing as needed to perform those duties regularly associated
with material testing and road and/or bridge construction projects which may include concrete
testing, HMA testing, and density testing on backfill, embankment, sub-base, aggregate shoulders
and aggregate base for the proposed projects.
The term of this agreement will be for two (2) years from the date of award, with a possible 1-year
extension, upon mutual agreement by both parties.
1.2 SPECIFICATIONS
Professional services shall include staffing as needed to perform those duties regularly associated
with environmental service and material testing and road and/or bridge construction projects which
may include sodium plume, chloride plume, concrete testing, HMA testing, and density testing on
backfill, embankment, sub-base, aggregate shoulders and aggregate base for projects.
1.3 GENERAL CONDITIONS
1.3.1 All work will be done under the direction and supervision of JCDOT personnel.
1.3.2 The contractor will personally supervise all work on each assigned job, as directed by
JCDOT personnel. The individual supervising on behalf of the contractor must be on site,
and a competent person of at least 18 years of age.
1.3.3 Interested bidders are urged to investigate and become familiar with the work to be
performed. Failure on the part of the potential bidder to do so will not be grounds for
additional compensation under this agreement.
1.3.4
JCDOT shall have the right to inspect any material and equipment to be used in carrying
out the terms of this agreement. Materials, equipment, components or completed work
not complying with the terms of this agreement may be subject to rejection by the JCDOT
and shall be replaced by the contractor at no cost to the JCDOT.
1.3.5 JCDOT shall not be held responsible for any damage to the contractor’s equipment.
1.3.6
JCDOT does not assume any responsibility for the availability of any materials, equipment,
or components required under this agreement. The contractor shall be responsible for the
quality and standard of all materials, equipment, components, or completed work
furnished under this agreement.
1.3.7 The quantities reflected on bid sheets for items reflect the best estimate of the required
amount of work at the time of this bid. Quantities may be adjusted as JCDOT plans
develop.
1.3.8 Testing may be used for work on state trunk lines.
1.4 GENERAL INFORMATION
The awarded contractor shall furnish all services and labor necessary to conduct and complete the
Environmental Service and Material Testing described herein. The awarded contractor shall also
furnish all materials, equipment, supplies, and incidentals necessary to carry out this work. The

awarded contractor agrees to demonstrate knowledge of, and performance in compliance with, the
standard construction environmental services and materials testing practices of the Michigan
Department of Transportation (MDOT) and JCDOT.
1.4.1 Issuing Office: This RFB is issued by Jackson County. The contact person for this RFB is
Jim Couling, Jackson County Department of Transportation Project Manager Contracts
and Purchasing.
1.4.2.
Proposed Projects: The proposed projects will consist of the various JCDOT road and
bridge construction projects for the 2024 and 2025 construction seasons. The 2024
construction projects include, but are not limited to the following scopes of work:
reconstruction, crush and shape, HMA resurfacing, gravel road improvements, concrete
curb and bridge replacement.
1.4.3
Materials Testing: The awarded contractor will be required to perform necessary materials
and density testing services for the HMA, concrete, backfill, embankment, subbase,
aggregate shoulders and aggregate base. Additional items requiring testing may be added
on a project-by-project basis.
1.4.3.1 Density Inspection & Testing
1.4.3.2 Portland Cement Concrete Inspection & Testing
1.4.3.3 Cold In Place Recycling-KMA (Base) Density Testing

Certifications: Per the current MDOT “Requirements for Performing Construction
Engineering on Local Agency Projects”, the technicians assigned to these
projects will need to have the following minimum certifications for the work
operations listed.
a. Density (Earthwork or HMA Paving)
NRC Nuclear Density Gauge License
Radiation Safety Training
MDOT Density Technology Certification
Michigan Certified Bituminous Laboratory Technician
Michigan Bit QC/QA Technician (Level 2)
b. Concrete
Michigan Concrete Field Testing Level 1 (MCA or MCPA)
c. Aggregate Testing and Sampling
Michigan Certified Aggregate Technician
1.4.4 Construction Standards: Projects are in English units and are being constructed in
accordance with the current edition of the Michigan Department of Transportation
Standard Specifications for Construction.
1.5 PRICE:
1.5.1 Pricing as submitted by bidders on Attachment D shall be firm-fixed pricing for the duration of
this agreement.
1.5.2 Bid pricing shall include all materials, equipment, labor, and layout, where necessary.
1.5.3 The quantities reflected on bid sheets for items reflect the best estimate of the required
amount of work at the time of this bid. Quantities may be adjusted as JCDOT plans develop.

1.5 PAYMENT
1.5.1 Contractor agrees that JCDOT has the right to make all final determinations as to whether the
work has been satisfactorily completed.
1.5.2 Contractor will furnish invoices to JCDOT for work completed.
1.6 STATEWIDE COOPERATIVE CONTRACT
Jackson County Department of Transportation will host the resulting contract for the Michigan
Association of Counties CoPro+ program. The awarded contractor will work with the CoPro+
program to market and extend the resulting contract to other government municipalities throughout
Michigan. This contract will enable public municipalities to “piggyback” and purchase from the
competitively awarded contract.
Requests for quotes will be initiated by participating entities as specific needs arise. Participating
entities will issue individual detailed specifications along with specific response information
required, deliverables, and any special terms and conditions. The contractor will respond directly
to the requesting agency within the timeframe specified in the request for quote. Any evaluation
and subsequent Purchase Order will be executed by the participating entity.
All pricing submitted to Jackson County and participating entities through the resulting contract(s)
shall include 1.5% administrative/remittance fee to be remitted to CoPro+ by the contractor.
