The City of Indianola, Mississippi requests bids from qualified Mississippi Licensed Residential

Contractors for Homeowner Rehabilitation of FY 2018 HOME Homeowner Rehabilitation Project

Funding #1230-M18-SG-280-216. You are invited to attend the Contractor Pre Bid Conference that will

be held on Monday June 23, 2025, at 11:00 am at the City of Indianola City Hall Annex Building located

at 104 East Percy Street, Indianola, Mississippi. During the Contractor Pre Bid Conference, the HOME

Grant Administrator will provide Contractor Bid Instructions, Scope of Work, List of Residences to be

rehabbed and other applicable requirements. A scheduled walk through each property to be rehabilitated

will take place on Wednesday June 25, 2025 at 9:00 a.m. All Mississippi Licensed Contractors Bids

should be addressed to: Brown & Associates, Inc., HOME Grant Administrator Grant Administrator, City

of Indianola, Mississippi, City Hall, 101 Front Street, Indianola, MS 38751 no later than 4:00 p.m. on

June 30, 2025.

The bids will be opened during a City of Indianola Special Called Board Meeting on Monday June 30,

2025 at 6:00 p.m. The City of Indianola, Mississippi is an Equal Opportunity Employer. The City of

Indianola, Mississippi encourages Minority-owned Business Enterprises (MBEs) and Woman-owned

Business Enterprises (WBEs) to submit bids. The City of Indianola, Mississippi also encourages Section

3 eligible businesses to submit bids. Section 3 of the Housing and Urban Development Act of 1968, as

amended (12 U.S.C. 17010) requires, to the greatest extent feasible, that the City of Indianola, Mississippi

and its contractors that participate in the above referenced Program give opportunities for job training and

employment to lower incomes residents of Indianola, Mississippi. Section 3 also requires that contracts

for work in connection with the Section 3 area be awarded to Section 3 eligible business concerns.

All bids must be submitted in a sealed envelope and marked with the following language: “BID for FY

2018 Homeowner Rehabilitation of FY 2018 HOME Homeowner Rehabilitation Project Funding #1230-

M18-SG-280-216” Bids will be evaluated on the price for Homeowner Rehabilitation Services. The City

of Indianola, Mississippi will rate each bid on Monday June 30, 2025, at 6:00 p.m. The City of Indianola

Board of Aldermen may hold bids for a period of not to exceed thirty (30) days for the purpose of

reviewing the content of the bids and conferring with respective Homeowners. The City of Indianola,

Mississippi reserves the right to reject any/or all bids. The City of Indianola, Mississippi will award

contracts to Mississippi Licensed Residential Contractors.

The City of Indianola, Mississippi will ensure compliance with Executive Order 12549, Debarment and

Suspension 24 CFR 85.35. The City of Indianola, Mississippi will adhere to the procurement policy for

the HOME Investment Partnerships Program as administered by the Mississippi Home Corporation

governed by 24 CFR Part 85 (Common Rule) and 2 CFR Part 200 and applicable state laws and

regulations. The Mississippi Licensed Residential Contractor whose bid is lowest and determined to be

most advantageous to the City of Indianola, Mississippi and the respective homeowner(s) will be selected.
