Section 1.0 SPECIFICATIONS AND SCOPE OF WORK
1.1 INTRODUCTION TO SPECIFICATIONS
Jackson County Department of Transportation (JCDOT) is seeking bids for qualified,
established, and professional contractors to mine 25,000 cubic yards of 23A gravel from a pit
located on Cochran Road in Jackson County MI. This project must be completed by July 1st
2025, unless otherwise approved by Jackson County. Bid prices must remain firm for the course
of this contract. The most responsive bid must include the following specifications and
requirements:
1.2 SPECIFICATIONS
a) All materials are to meet current Michigan Department of Transportation specifications for
23A Gravel. The Jackson County Department of Transportation (JCDOT) or its authorized
representatives will take three (3) (one at the beginning of the pile) test samples obtained
from the stockpile in accordance with the current MDOT Inspection Manual. Should three
(3) consecutive tests fail, the entire pile will be rejected. All materials must meet the current
MDOT specifications for course aggregates, dense-grade aggregates and open graded
aggregates.
b) Bidders are required to provide a pit management plan that is designed to detail methods
to minimize and manage environmental impacts of gravel extracting and cartage
operations and provide for the rehabilitation of the site.
c) The pit is located on Cochran Road between Cross and Bowerman roads on the north
side of road in Jackson County.
d) JCDOT is concerned with the proper use of its current deposits. Every year increased
regulations make it more difficult to locate and open new aggregates. Bidders are
instructed to include in their bid, a proposed pit management plan. In addition to the
sketch, JCDOT requires the proposed plan to show determining factors in achieving the
best pit management for JCDOT. Contractor must comply with all Hanover Township
zoning ordinances, all Michigan Department of Environmental Quality (DEQ) regulations,
all Mine Safety and Health Administration (MSHA) pit operations regulations and all state
and federal regulations.
e) JCDOT requires that the method of stockpiling used achieve maximum uniformity. The
Bidder must submit a “stockpile plan” with their bid response. Said plan must at a
minimum include methods of stockpiling (including equipment used), and proposed

techniques for minimizing segregation. Stockpiles that appear segregated will be
rejected on visual inspection by JCDOT.
f) All potential bidders are encouraged to complete a site inspection of the proposed gravel
pit. A site inspection is not mandatory but highly recommended. Submission of a bid will
be deemed conclusive evidence that such an inspection was made or that such an
inspection was waived, and submission of a bid constitutes a waiver by each bidder or
all claims of error in the bid, withdrawal of bid, or payment of extras or a combination
thereof or any revision thereof. Contact the following to arrange a site inspection:

1.3 WORK METHODS, PERFORMANCE, AND REQUIREMENTS:
a) Submission of bid is verification the contractor has examined the specifications and work
described herein, and is fully informed as to the nature of the work and the conditions
relating to its performance and understands that the quantities shown are approximate
only and are subject to either increase or decrease.
b) Upon award of this agreement, the Contractor must perform the work according to the
dates and project as assigned by JCDOT, and with sufficient work force and equipment
to adequately complete the assigned project in the required time.
c) The contractor hereby agrees to furnish all necessary labor, machinery, tools, apparatus
and other means of production to do all the work herein in conformity with the current
version of the MDOT specification book, as modified by the Jackson County Department
of Transportation.
d) Upon acceptance of a pit management plan by JCDOT, and approval of the mining
permit by Hanover Township, the work must be completed by July 1st, 2025, unless
otherwise negotiated. Failure to complete work on time will result in breach of contract.
Contractor must shut down mining equipment at 12:00pm on Saturdays and the day
before a holiday. No Sunday or holiday work is permitted. Mining operations will not be
allowed after sunset or before sunrise.
e) Upon award of this agreement, the awardee(s) must furnish the County with proof of
insurance.
f) The awarded contractor will provide a full listing of equipment to be utilized on each
project, and provide equipment capable of required application rates and amounts.

1. 4 DAMAGES:
a) The Contractor must, at his/her own expense, preserve and protect from injury all
property, either public or private, along and adjacent to the roadway, and will be
responsible for and repair, at his/her own expense, any and all damage and injury
thereto, arising out of or in consequence of any act or omission of the Contractor or
his/her employees in the performance of the work covered by the contract prior to
completion and acceptance thereof.
1. 5 MODIFICATION TO WORK:
a) Jackson County or its designated representative reserves the right to modify this service
during the course of this agreement. Such modification may include changing the
locations to be serviced, additional locations to be serviced, method or manner of
performance of the work, number of day’s service to be performed, addition or deletion
of tasks to be performed, and/or any other modifications deemed necessary by Jackson
County. Changes to proposed pricing by the Contractor resulting from the proposed
changes are subject to acceptance by Jackson County. Modifications to work
assignment may be to increase or decrease projects.
1. 6 WORK PROGRESS AND PAYMENT:
a) The Contractor must furnish an invoice to the Jackson County Department of
Transportation for services rendered. Payment in advance of a project will not be issued
by the County.
1. 7 PRICE
Pricing as submitted by bidders on Attachment D must be for the duration of the
agreement.
