Express and overnight mail shall be delivered to the Department of Purchasing, 640 S. Broad
Street, Room 321, Trenton, New Jersey 08611.
NOTE:
The United States Postal Service does not deliver priority or overnight mail directly to the County
of Mercer’s physical address. If a bidder chooses to use the United States Postal Service, it is the
bidder’s responsibility to ensure that the bid package is delivered by the bid opening date and
time. Any bid document received after the deadline established by the Department of
Purchasing will not be accepted, regardless of the method of delivery.
Specifications and drawings may be obtained at the Department of Purchasing for a fee of
$150.00 made payable to the County of Mercer during office hours of 8:30 A.M. to 4:30 P.M. A
Pre-Bid Conference is not required; a site visit will take place May 13, 2019 at 10:00 A.M.
The County of Mercer does not release the project estimate.
Bidders are required to comply with the requirements of N.J.S.A.10:5-31 et seq. and N.J.A.C.

INTENT
The County of Mercer requests bids for replacement of County Bridge #330.1 carrying
Alexander Street over Stony Brook and County Bridge #331.1 carrying Alexander Street
over Alexander Creek in the Municipality of Princeton, Mercer County, New Jersey. The
project will be constructed under a single prime contract. There is a bid only, there are
no alternates.
SCOPE OF WORK
The work to be performed under this contract includes:
Demolition and removal of the existing Bridges #330.1 & #331.1;
Construction of the replacement Bridge #330.1 with a single span structure
supported on full height abutments. The superstructure will consist of steel welded
plate girders with a composite, precast steel reinforced concrete deck. The
substructures will be precast reinforced concrete forms filled with cast-in-place
concrete founded on cast-in-place footings with permanent steel sheeting scour
protection. The structure will have precast reinforced concrete approach slabs.
The proposed roadway cross section at the bridge will consist of two (2) 12-foot
travel lanes, two (2) 5-foot shoulders and one (1) 8-foot sidewalk;
Construction of the replacement Bridge #331.1 with a single span, 3-sided rigid
frame structure. The rigid frame structure will consist of precast concrete with an
integral precast concrete top slab/ riding surface. The substructure will consist of
precast wingwalls and pedestals founded on precast concrete footings. The
structure will have precast reinforced concrete approach slabs. The proposed
roadway cross section at the bridge will consist of two (2) 12-foot travel lanes,
two (2) 5-foot shoulders, one (1) 5-foot sidewalk and one (1) 8-foot sidewalk;
The removal of the existing pavement (concrete and asphalt), full depth HMA
pavement reconstruction as well as milling and repaving and installation of
guide rail systems, new striping, drainage reconstruction, and concrete sidewalk,
pervious bituminous sidewalk/path, concrete curbs, and excavation;
The temporary support of gas main bypass and contractor assistance in the
installation of gas and water main onto Bridge #330.1. The contractor will be
responsible to assist the utility owners relocating facilities within project limits with
excavation support, excavation, installation of utilities onto structural steel and
general assistance when required and will provide such at no additional cost to
the County with all associated costs included within the various Lump Sum pay
items.
The project is designed to be constructed in a single (1) construction stage under a
complete vehicular and pedestrian detour. Working drawings shall be required as per
section 105.05.
The project is designed to be constructed in a single (1) construction stage. The
contractor is responsible for all coordination with respective utilities. The work is
designed to be performed under live wires. No outage of power will be permitted.
No grading, excavation, construction or clearing is permitted within the channel onsite
between May 1 and July 31.
No in-stream work is permitted between May 1 and July 31. No clearing of trees six
inches in diameter or greater is permitted between April 1 and September 30. For other
restrictions and conditions, see NJDEP Permits in Appendix A.
Perform all work in accordance with the Project documents, Drawings, Specifications
and Addenda, if issued.

EXPERIENCE
Bidders and subcontractors shall have 5 years’ experience in providing bridge
construction and all bidders shall provide 3 verifiable references for complete bridge
construction as the prime contractor.
SCHEDULE AND COMPLETION REQUIREMENTS
Project Completion: Work will commence within Ten (10) Calendar Days after receipt of
written "Notice to Proceed" and be completed within 135 calendar days (135 road
closure calendar days) from the receipt of the Notice to Proceed. The roadway will not
be closed prior to November 6th, 2019 and must be reopened prior to or on April 10th,
2020. Contractor is made aware that schedule is based on a 10-hour work day and
assumes that work will be performed six (6) days per week and all bids must assume
that this level of effort will be required for completion of construction within the
prescribed duration. Liquidated damages in the amount of $5,000.00 per calendar day
shall be assessed if the project is not completed within the stated time of completion.
