Award: It is the intent of the Iowa DOT to award the contract to the responsible contractor whose submitted quote is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule
. Other factors may also include a comprehensive review of bidders past work performance, and work capacity.
Overview
The Iowa DOT is seeking competitive bids for an Iowa licensed contractor to remove and replace the DOT maintenance facility Brine building in Pocahontas, as per the attached plans and specifications. Contractor to properly dispose of all materials from existing building and to maintain the safety of the site during the demolition of existing building and construction of new building as per the attached plans and specifications. Work to be done during regular working hours and days M - F 7:00 am to 3:30 pm CT, coordinating with site supervisor for day-to-day operations.

A Bid Bond is not required for this solicitation. A Performance Bond will be required of only the Awarded Contractor (see Attribute #3).
Inspection by Iowa State Building Code Bureau.
Awarded Contractor to adhere to warranty as defined in specifications.
Awarded contractor must be an Iowa licensed, bonded and insured contractor.
Electricians must be Iowa licenses bonded and insured.
Communication: Until a contract is awarded the sole point of contact for the solicitation is the Purchasing Agent identified in the solicitation. All questions must be uploaded on the IONWave bid system or directed solely to Teri Schulz at teri.schulz@iowadot.us or Kyle Williams at kylewilliams@iowadot.us on or before August 19, 2024 at 10:00 PM CT. Responses to questions will be communicated out to vendors via DOT’s ION wave bid system. Responses shall be submitted within DOT’s IONwave Bid System or signed and prepared in ink or typewritten in the solicitation documents provided. Telephonic, email or facsimile responses shall not be considered .
DOT Estimated Start Date: 5/5/2025. This is the onsite start date, Awarded contract may provide submittals following the Notice to Proceed.
(This is the estimated start date after all required documents are received (i.e., Insurance, performance bond and vendor signed contract)
Estimated Completion date: 9/19/2025
(This includes resolution to all punch list items, inspections and DOT acceptance
typically used in construction bids).
NOTE:
Contractors to propose a suggested revised completion date taking into consideration winter weather conditions. This is a required Attribute.

Site Visits: A site visit is recommended. Site visits must be completed prior to August 19, 2024. To schedule a site visit contractors must contact Teri Schulz at teri.schulz@iowadot.us or Kyle Williams at kyle.williams@iowadot.us with a date and time of when you want a site visit. Contractors will be required to bring their own equipment needed for the site visit.
Davis-Bacon wages do not apply.
