TOWN OF NORTH HAVEN
The Town of North Haven is accepting sealed bids for Vehicle Maintenance and Repair for Fire
Department Apparatus, Project #22-7. Bids will be received at the Finance Office, Memorial
Town Hall, 18 Church Street, North Haven, Connecticut, until 10:00 AM on October 26, 2021, at
which time and place they will be opened and publicly read via virtual link. Specifications may
be obtained from the Finance Office or on the Town’s website at www.northhaven-ct.us. After
bids are received the First Selectman may analyze whether vendors have submitted comparable
bids and meet the requirements called for. In reviewing the bids, the First Selectman may
consider the past performance, financial responsibility, and sales and service experience of the
vendors. The First Selectman reserves the right to reject any or all bids, to waive any defects in
same, or to choose to make purchases other than strictly in accordance with price
considerations, and/or to choose other than the lowest bidder, if it be deemed in the best
interest of the Town of North Haven.

TOWN OF NORTH HAVEN
VEHICLE MAINTENANCE AND REPAIR SPECIFICATION
TOWN FIRE DEPARTMENT APPARATUS
PROJECT NO. 22-7
This specification will be used to provide on-call, as needed vehicle maintenance and repair
services with respect to motor vehicles, fire apparatus and trucks owned by the Town of North
Haven and operated by the Town’s Fire Department. The Town reserves the right to contract
with multiple vendors as this is a non-exclusive contract.
The bidder(s) awarded this service contract shall satisfy the requirements of the “Qualification
Statement and Standard Bid and Contract Terms and Conditions of the Town of North Haven.”
All work performed will strictly adhere to applicable laws and industry standards.
Contractor shall satisfy/comply with the requirements of the “Qualification Statement and Standard Bid
and Contract Terms and Conditions of the Town of North Haven.”
No work shall be performed without a written notice to proceed or Purchase Order issued by the
Finance Department of the Town North Haven.
The contractor cannot exceed the value of the contract amount without written approval from the
Town increasing the Purchase Order amount.
All replacement parts shall be to original equipment standards, as determined by the Town.
All used parts shall be returned to the Town where applicable.
All estimates shall be in writing and shall include a mark-up for all materials purchased as
indicated in the bid submission.
An estimated time of completion shall be submitted in writing for each unit to be repaired. TIME
IS OF THE ESSENCE. The vehicle and apparatus covered by this bid are essential public safety
and emergency services vehicles and apparatus. Failure to timely perform shall be grounds for
termination if, in the sole discretion of the Town, termination is in the best interest of the Town
of North Haven. Similarly, in considering whether a bidder is qualified, the Town may take into
consideration a bidder’s past performance, including turnaround time, both in performing
services for the Town of North Haven and for other Connecticut municipalities and public safety
agencies.
The total estimate for each repair shall be the total of the labor rates, hours estimated to perform
the repairs, and all replacement part(s) (including mark-up) and any other services required
(listed with descriptions).
If actual labor hours exceed the estimated labor hours, vendor shall provide such documentation
as required by the Town for the projected variance PRIOR to making such repairs.
No storage charges shall be billed to or paid by the Town. Repair facility must include inside
storage of vehicles while at the facility for work to be performed during cold weather climate
conditions of North Haven Fire Department apparatus.
The Town is exempt from Connecticut sales tax and vendor shall not charge the Town for same.
Must be located within the State of Connecticut within (50) driving miles of the Town of North
Haven.
Term of Contract - The term of this contract is for one (1) year. The Town of North Haven
reserves the right to extend the bid for two (2) additional one (1) year terms if the Town is
satisfied with the vendor's performance as it relates to the work performed.
The following requirements/qualifications also apply:
- Certified Automotive - Pre-diesel Technician
- Certified - Advanced Level Specialist
- Certified - Master Automobile Technician
- Certified - Master Medium/ Heavy Duty Truck Technician
- Certified - Master Fire Apparatus Technician
- Certified - Master Ambulance Technician
- Authorized by CT OEMS to provide maintenance to ambulances
- Certified - Type I - Air Conditioning Contractor
- Any person performing diagnostic checks, inspections, performance testing or maintenance
of the emergency vehicles including the pump or aerial shall meet the qualification of
NFPA 1071 or the equivalent by an organization that is accredited for inspection and
testing systems on fire apparatus in accordance with ISO/IEC 17020.
The successful bidder must have substantial training in and experience with:
- Aerial Ladder Maintenance
- Chassis Multiplex Rev: D Training
- Refrigerant Systems
- On Board Diagnostic II
- Air Systems & Wheel
- Basic Air Brake Systems
- Waterous Fire Pumps as utilized in Fire Apparatus
- Hale Fire Pumps as utilized in Fire Apparatus
- Emission/Fuel Systems
- EVT Multiplex 8v Pump Systems
- EVT - Allison Transmission Systems
- Cummins Certified Warranty Center
- Detroit (4-stroke) Certified Warranty Center
- Spartan Warranty Center
- Harrison Hydraulic Warranty Center
- Smart Power Warranty Center
- Meritor and Eaton Warranty Center
Also, the successful bidder shall possess:
- Ability to respond to an emergency repair within thirty (30) minutes;
- Ability to provide your own equipment;
- Ability to be available twenty-four (24) hours/ seven (7) days;
- Minimum of ten (10) years experience working on firefighting diesel apparatus and
equipment;
- Ability to weld, if necessary;
- Ability to perform monthly maintenance and service checks between the first and fifth
of every month in the respective fire stations which house the apparatus;
- Ability to maintain service records of repairs and preventive maintenance for entire
Fire Fleet;
- Must maintain a supply of readily available parts as needed by the fleet;
- Must possess a proper license to operate fire apparatus over the road; and
- Ability to provide annual testing requirements (pump tests).
