Sealed proposals shall be addressed to Kamie Brookshire, HR
Director, City of Chickasha, Oklahoma, 117 North 4 th St. Chickasha,
OK 73018, and shall be labeled RFQ ? COC1706 , DO NOT OPEN and Recruitment
and Professional Services ? Police Chief. Proposals shall be submitted no
later than 12:00p.m., September 5, 2017. It is the sole responsibility of the
proponent to ensure that this proposal is actually at City Hall or the City of
Chickasha prior to the expiration of the time and date stated above.

Upon consideration of the proposals, the City of Chickasha
reserves the right to accept or to reject any and all proposals, to waive
technicalities and to make any investigation deemed necessary concerning the
proponents ability to provide the services as covered by the specifications,
and to accept what in their judgment is the most advantageous proposal.

1. Purpose/Objective

The purpose of this Request for Qualifications is to obtain the services of a qualified firm or business to provide assistance with the recruitment of Chief of Police for the City of Chickasha. The City of Chickasha seeks to enter into an agreement with a firm with extensive experience (comparably sized community experience preferred) and knowledge of city government recruitment.

The City will enter into negotiations with the top ranked firm and execute a contract upon completion of negotiation of fees and contract terms, and City Council approval. If the City is unsuccessful in negotiating a contract with the top ranked firm on the final list, the City may then negotiate with the second and then third ranked firm until a contract is executed, or the City may decide to terminate the selection process.

2. Background/Demographic Data

The City of Chickasha is located approximately thirty minutes south of the Oklahoma City metro area. Easily accessible by travel on U.S. Highways 81 and 62 or on four-lane Interstate 44, we proudly serve as the gateway to Southwest Oklahoma. The Citys fiscal year begins on July 1 and ends on June 30. More detailed information on the government and its finances can be found in the City of Chickashas annual budget for fiscal year 2018. 3. Request for Qualifications

3.1 Enquiries

Questions should be submitted in writing and directed to Kamie Brookshire at<i class="alert">For security reasons, you must enable JavaScript to view this E-mail address.</i> at least one (1) week prior to the submission deadline. If necessary, questions and answers will be made available at for all parties to review.

3.2 Closing Date

Complete hard copies of each response must be received before 12:00pm CST, on September 5, 2017 at the address on the memo of this RFQ. Responses must not be sent by facsimile. Responses and their envelopes should be clearly marked with the name and address of the respondent and the project title.

3.3 Qualifications Review Committee

City Manager, Human Resources Director

3.4 Review and Selection

The qualifications review committee will check responses against the mandatory criteria. Responses not meeting all mandatory criteria will not be considered for review. Qualified respondents will be provided with a copy of the RFP if one is issued.

3.5 Signed Responses

The City Manager must sign the response.

3.6 Acceptance of Responses

The RFQ is not a binding agreement to purchase goods or services. Responses to an RFQ are assessed in light of the qualification review criteria and, if chosen for the shortlist, will be contacted for the RFP.

4. Services

The City is seeking the assistance of a professional search firm to conduct a recruitment process to fill the position of Police Chief. The scope of service includes:

  • Meeting with City Manager and HR Director to obtain information regarding the expectations, challenges, requirements and responsibilities of the position.

  • Meeting with key personnel to obtain information about the City including demographics, budget, and organizational structure.

  • Development of a position profile and advertising brochure.

  • An aggressive direct networking campaign for top talent that may include regional, in-state and local elements as determined during the initial meetings with the City.

  • Advertisements are to be placed in select appropriate professional publications and on internet bulletin boards.

  • Thorough screening of applicants, including through face to face or videoconferences of viable candidates Screening is to include background, criminal and credit checks, references, and media checks to ensure the finalists have backgrounds of the highest integrity.

  • Creation of a list of quality finalists.

  • Meeting with the City Manager and HR Director with final recommendations and assistance with the selection process, including attending one round of interviews with finalist candidates.

The consultant or the City may propose additional tasks as deemed necessary to complete the assignment. Any additional work shall be compensated as agreed upon in the consultants contract with the City.

5. Evaluation Criteria

Describe the criteria that respondents will be assessed against by the review committee. The criteria may include:

  1. Prior experience in performing similar work

  2. Demonstrated understanding of the service requested

  3. Qualifications of the firm and assigned individuals

  4. Fees charged and cost effectiveness of the proposed service

  5. Proven capacity to deliver the project requirements on time and on budget

  6. Reference Check

  7. A statement of interest

  8. A resume outlining the respondents experience, the experience of key team members and a response to the qualification review criteria

  9. A fee proposal for this project

  10. Three professional references

6. Conflict of Interest

A conflict of interest exists wherever an individual could benefit directly or indirectly from access to information or from a decision over which they may have influence and also includes a perceived conflict where someone might reasonably perceive there to be such benefit and influence. A conflict of interest occurs when a staff member or consultant attempts to promote a private or personal interest that results in an interference with the objective exercise of their job responsibilities, or gains any advantage by virtue of his/her position with the City of Chickasha. Conflicts of interest may be real, potential or perceived.

The respondent should disclose conflicts of interest, in writing, to the review committee who will consider the nature of the respondents responsibilities and the degree of potential or apparent conflict in deciding the course of action that the respondent needs to take to remedy the conflict of
