The County of Mercer requests bids for preventive maintenance and repair of irrigation systems, fountain and pump houses for the Mercer County Park Commission. Contracts shall be awarded for a period of two (2) years. Contract shall be awarded for preventive maintenance and repair of irrigation systems, fountain and pump houses. The County reserves the right to award multiple contracts. All questions can be sent to imaldonado@mercercounty.org.

In accordance with the Governor’s directives, the County of Mercer offices are closed to the public, but still operational.

The Mercer County Purchasing Department is maintaining Social Distancing; therefore, it is encouraged to mail in your bid/RFP responses in a timely manner via USPS, UPS and FedEx, etc. If they must be hand-delivered, potential bidders/respondents may drop them off at the lock box labeled Purchasing Department at the Main Entrance of the County’s Administration Building, 640 South Broad Street, Trenton, New Jersey 08650 between the hours of 8:30 A.M. and 4:30 P.M. the lockbox will be check throughout the day. Bids/RFP responses must be in by 11:30 A.M. the day of the opening.

Notice is hereby given that on July 22, 2020 at 11:30 AM (Prevailing time), sealed bids will be opened and
read in public by the Purchasing Agent in the Mercer County McDade Administration Building, 640 South
Broad Street, Room 321, Trenton, New Jersey for:

Specifications and instructions to bidders may be obtained at the Purchasing Office or on the County
website at www.mercercounty.org/bids .
Bids shall be delivered in sealed envelopes and addressed to Mercer County Purchasing Department,
Room #321, 640 South Broad Street, P.O. Box 8068, Trenton, NJ 08650-0068 and labeled with bid name.
Express and overnight mail shall be delivered to the Department of Purchasing, 640 S. Broad Street, Room
321, Trenton, New Jersey 08611.
NOTE:
The United States Postal Service does not deliver priority or overnight mail directly to the County of Mercer’s
physical address. If a bidder chooses to use the United States Postal Service, it is the bidder’s responsibility
to ensure that the bid package is delivered by the bid opening date and time. Any bid document received
after the deadline established by the Department of Purchasing will not be accepted, regardless of the
method of delivery.

We value the integrity of the procurement process, and due to the circumstances, the bid opening will be
conducted via Live-Stream. You can access the Live-Stream from the County’s Purchasing web page at
the prevailing date and time stated in this Notice to Bidders. Webinar link/password will be posted in a
timely manner for the Live-Stream of opening a couple days before the bid opening date. During the bid
opening process, the bidders will be announced as well as bid amounts. A bid review providing unit prices
will not take place at the openings. Instead, this information will be posted, as always to the Purchasing
webpage once available.
Bid responses must be made on the standard proposal forms, be enclosed in a sealed package bearing
the name and address of the bidder and the “BID TITLE NAME & CONTRACT #” on the outside and
addressed to the Mercer County Purchasing Department at the address above.
Any Bid Addenda will be issued on the County website and processed in accordance with N.J.S.A. 40A:11-
23(c)(1). All interested bidders should check the website from now through bid opening. It is the sole
responsibility of the respondent to be knowledgeable of all addenda related to this procurement.

INTENT
The County of Mercer requests bids for preventive maintenance and repair of irrigation
systems, fountain and pump houses for the Mercer County Park Commission. Contracts
shall be awarded for a period of two (2) years. Contract shall be awarded for

All work shall be warranted for a one (1) year period, both labor and parts and
equipment and parts supplied shall carry a one (1) year warranty.

GENERAL PROVISIONS FOR LANDSCAPE IRRIGATION CONTRACTORS.
Bidders working on the Park Commission Irrigation Systems must be certified as a
landscape irrigation contractor. "Certified landscape irrigation contractor" means a
person engaged in the construction, repair, maintenance, improvement, and/or
alteration of any portion of a landscape irrigation system who has successfully
completed the requirements for certification and has a valid current certificate
pursuant to N.J.S.A. 45:5AA-4 et seq. and 45:5AA-5a et seq. and this chapter.
Bidders shall be licensed to work on the systems as required in the following categories:
PUMP INSTALLATION
LANDSCAPE IRRIGATION
GENERAL PROVISIONS FOR LANDSCAPE IRRIGATION CONTRACTORS.
Bidders working on the Park Commission Irrigation Systems must be certified as a
landscape irrigation contractor. "Certified landscape irrigation contractor" means a
person engaged in the construction, repair, maintenance, improvement, and/or
alteration of any portion of a landscape irrigation system who has successfully
completed the requirements for certification and has a valid current certificate
pursuant to N.J.S.A. 45:5AA-4 et seq. and 45:5AA-5a et seq. and this chapter.
Bidders shall be licensed to work on the systems as required in the following categories:
PUMP INSTALLATION
LANDSCAPE IRRIGATION
SUBCONTRACTORS MUST BE REFERENCED IF THE WORK IS NOT PERFORMED IN-HOUSE.
BIDDERS MUST PROVIDE COPIES OF ALL LICENSURE WITH THEIR BID PROPOSAL IN
ACCORDANCE WITH THE WORK THEY ARE BIDDING.
REGULAR BUSINESS HOURS shall be work performed between 6:00 AM to 6:00 PM,
Monday through Friday, excluding County holidays.
AFTER HOURS shall be work performed after 6:00 PM and before 6:00 AM and Saturday
work.
SUNDAY AND HOLIDAYS shall be work performed during Sundays or during any County
holiday.
CONTRACT AWARD
The County will award contracts based upon:
1. The total cost for Preventive Maintenance and Repair for Irrigation Systems,
Fountains, and Pump Houses for a period of two (2) years for the Mercer
County Park Commission. All materials and supplies used for the above said
work shall be invoiced to the Park Commission at a 10% markup to wholesale.
BIDDERS MUST BE AUTHORIZED TO PERFORM PREVENTIVE MAINTENANCE AND REPAIRS ON
THE REFERENCED SYSTEMS.
PREVAILING WAGE ACT AND PUBLIC WORKS CONTRACTOR REGISTRATION ACT
Contractors shall comply and adhere to all requirements of the New Jersey Prevailing
Wage Act and Public Works Contractor Registration Act. The awarded contractor shall
submit a certified payroll record to the owner within ten (10) days of the payment of
wages. The contractor is also responsible for obtaining and submitting all
subcontractors' certified payroll records within the aforementioned time period. The
contractor shall submit said certified payrolls to the County. It is the contractor's
responsibility to obtain any additional copies of the certified payroll form to be
submitted by contacting the New Jersey Department of Labor and Workforce
Development, Division of Workplace Standards. All work to be performed shall be in
accordance with the Project Documents, Drawings and Specifications.
MINIMUM ORDERS
There shall be no minimum requirements.
