The City of Seattle Public Utilities (SPU) is requesting qualifications/proposals from qualified consultants to provide on-call source control support for our cleanup efforts at complex, multi-stakeholder contaminated sediment sites. SPU is a respondent under Federal CERCLA and Washington State MTCA Orders for investigation and cleanup of contaminated sites, including and not limited to the Lower Duwamish Waterway and Harbor Island Superfund CERCLA sites and the Gas Works Park MTCA site. SPU partners with, and is a joint Respondent with, other City Departments as well as outside government agencies and private corporations. These projects deal with the unique challenges of contaminated sediment sites in Washington State, including health risks to Environmental Justice and non-English speaking communities, Tribal Treaty rights, and complex multi-Agency coordination.

Control of sources that could contaminate sediment in Seattle’s waterbodies is a very important component of the overall sediment cleanup program and at Superfund Sites is mandatory. Such contamination of sediment can cause significant adverse impacts on human health and the environment. In addition, the City of Seattle and other entities in the region have expended and will continue to expend significant resources to clean up existing contaminated sediment. Minimizing the risk of impacting those investments through recontamination is an important goal that this proposed contract will help meet.

One Consultant Team will be selected and will receive a three (3) year On-Call Contract with an estimated budget of $300,000-$750,000 and the option to extend an additional two (2) years. A specific deliverable schedule is not known at this time. Work assignments will be developed iteratively over the course of the contract with varying dates for milestones and deliverables depending on the scope. SPU does not guarantee any minimum quantity of Work under this contract.
