1.0 INTRODUCTION
The County of El Dorado (County) is soliciting Statement of Qualifications (SOQ)
from qualified real property appraisers and real property acquisition agents
(Consultant, Respondent, or firm) to augment existing resources for the purpose
of performing appraisals and/or real property acquisitions and potential relocation
activities for projects throughout the County for the Department of
Transportation’s (Transportation) Right of Way Unit. The services will be
performed on an as requested basis for an approximate three (3) year period
commencing Spring 2022.
Due to the variety and volume of projects, Transportation recognizes that it may
be necessary to contract with several firms to accomplish the necessary
appraisal, acquisition, and relocation services throughout the County. An
example would be the complexity of the Diamond Springs Parkway Phase 1B
Project (DSP 1B) appraisal valuations, acquisitions and relocations that may be
potentially impacted by prior environmental contamination. The DSP 1B project
appraisals will be utilized by Transportation for its Placerville Fairlane
Engineering Unit to acquire easements and/or fee on parcels for the purposes of
constructing a new arterial connector between Missouri Flat Road and SR-49.
Business and self-storage tenant relocations will need to be addressed.
Firms may submit SOQs for appraisal, appraisal review, acquisition, and
relocation services or firms may submit SOQs for any one or a combination of
the above listed services (i.e., only appraisal services or only appraisal and
acquisition services). Please ensure that your firm’s SOQ submittal clearly
indicates the right of way service(s) your firm is proposing to provide to the
County, if selected.

In the event that it becomes necessary to revise any part of this RFQ, written
addenda
will
be
issued
and
posted
at:
http://edcapps.edcgov.us/contracts/invite.asp. Any amendment to this RFQ is
valid only if in writing and issued by the County, Chief Administrative Office,
Procurement and Contracts Division. Verbal conversations or agreements with
any officer, agent, or employee of the County that modify any terms or
obligations of this RFQ are invalid.
All interpretation or corrections, as well as any additional RFQ provisions that the
County may decide to include, will be made only as an official addendum that will
be posted to the County’s website and it shall be the Respondent’s responsibility
to ensure they have received all addendums before submitting a SOQ. Any
addendum issued by the County shall become part of the RFQ and will be
incorporated into the SOQ.
The County will not be bound by oral responses or inquires or written responses
other than written addenda.
2.0 SCOPE OF WORK
2.1 Services
The selected consultant will perform all professional and technical
services required to accomplish the objectives set forth in the Scope of
Work. The services may include, but not be limited to, the following:
Planning
Input on environmental impacts and ownership and title data, certification
requirements, or identification of status of necessary right of way for the
purposes of advancing a project to construction.
Property Acquisition
Assistance to the County with public contact, coordination with title
companies and other agencies in the preparation of documentation
needed to fulfill contractual obligations between the County and the
property owner(s), and expertise in eminent domain proceedings.
Appraisals
Provision of opinions of value supported by presentation of sufficient,
relevant market information, including valuation data, and the appraiser’s
analysis of that information. The selected consultant will be required to
submit administrative drafts, revisions and updates of appraisals, upon
request by the County, and bind separately appraisals on different parcel
ownerships, many times associated with the same project. Should any of
the assigned parcels proceed to litigation, the selected consultant agrees,
if requested, to provide expert witness services, where applicable.

Appraisal Review
Review by a reviewing appraiser of draft Appraisal Reports provided by
the County and preparation of an Appraisal Review Report (ARR) and a
completed and signed Senior Field Review Certificate for each Appraisal
Report provided, on an as requested basis.
Relocation Assistance
Provision of tenant/owner relocation services in connection with pre-
condemnation proceedings, if required.
Condemnation Services
Provision of pre-condemnation and condemnation services including
testimony regarding the services performed, and expert testimony for any
subsequent eminent domain or inverse condemnation proceedings that
pertain to or relate to the services performed. Assistance to the County in
preparing Agreements for Possession and Use (APU) and Notice of Intent
to Adopt Resolutions of Necessity (NOI), when appropriate and
necessary.
2.2 Specifications
All services shall be performed in accordance with the guidelines set forth
in the Caltrans Right of Way Manual, the Caltrans Local Assistance
Procedures Manual, the Federal Highway Administration (FHWA) Right of
Way Project Development Guide, the Federal Uniform Relocation
Assistance and Real Property Acquisition Policies Act of 1970, as
amended (Uniform Act), 23 Code of Federal Regulations (23 CFR), 49
Code of Federal Regulations (24) (49 CFR 24), Title VI of the 1964 Civil
Rights Act, and all other applicable Caltrans, FHWA, state and local public
agency guidelines, federal, state and local laws, including but not limited
to, applicable provisions of the California Business and Professions Code,
and accepted industry standards.
2.3 Other Considerations
Deliverables will be determined for each individual assignment. Generally,
at least one (1) electronic copy and one (1) printed copy of a completed
appraisal, in administrative draft form unless otherwise specified, will be
submitted to Transportation. Upon Transportation’s approval, two (2)
bound copies of the appraisal in final form will be submitted to
Transportation. Multiple appraisals for multiple parcels within a particular
project will be bound separately for each parcel (or portion thereof) being
appraised in the final form unless otherwise requested by Transportation.
