Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: N/A - P&A/LOI Only Comprehensive Land Claim Agreement: No Nature of Requirements: NOTE: This new Request for Information (W8475-20ILS1/B) is published as a continuance of, and is directly related to the previously expired RFI - RCAF ILS Replacement Project (W8475-20ILS1/A) RCAF-ILS Replacement Project W8475-20ILS1/B Blahey, Tim Telephone No. - (873) 354-1679 RCAF 119 - ILS Replacement Project Public Services and Procurement Canada (PSPC) is hereby continuing to provide industry with information in regard to the RCAF-ILS Replacement Project. As noted above, RFI # W8475-20ILS1/A has expired, and this RFI # (W8475-20ILS1/B) is merely a continuation of, and addition of that expired RFI for the RCAF ILS Replacement Project. Subsequent information to the RCAF ILS Replacement Project will be published further as W8475-20ILS1/B. RFI # W8475-20ILS1/A should be consulted for the original ILS RFI content only. The intent of this Request for Information (RFI) process is to remain open until a formal solicitation process is released in the future. PSPC intends to release future engagement activities through amendments to this RFI process. Each subsequent amendment will clearly identify the information Canada is requesting and the requested Industry response date. This purpose of this RFI format is to: a. provide a continuous single point of official project communication with industry; b. present draft RFP documents to solicit industry comments and feedback; c. collaborate with industry on all elements of the requirement such as technical, infrastructure, possible ITB/VP’s, and the resulting contracts terms and conditions; d. answer questions from industry to ensure all interested participants receive the same information; e. provide schedule updates; and f. hold industry meetings and engagement activities as necessary. The ILS project is identified in DND’s Strong Secure Engaged (SSE) as Initiative 52: Upgrade air navigation, management, and control systems. Instrument landing systems enable aircraft to conduct a safe, precision approach to a runway, during conditions of low cloud ceiling and low visibility. Without near term replacement equipment, some of the current cadre of 11 DND operated ILSs, located at 7 different DND operated Aerodromes throughout Canada only, will begin to experience an increased failure rate, reducing the ability of DND aircraft to effectively conduct missions during periods of inclement weather. This project will look at replacing some or all of these ILS units, including adding up to three additional units. While a normal goods procurement is the traditional outcome, Industry is also being solicited for its thoughts and expertise on replacing part or all of the ILS units, and maintaining these systems as a contracted service to Canada. ILS is not eligible under Canada’s international trade agreements, and is only eligible under the Canada Free Trade Agreement. The Canadian Content Policy will not apply either for this procurement. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
