The Transportation Security Administration (TSA) intends to award a 1-year sole source bridge contract with Microsoft Corporation in accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This requirement is for TSA’s Transportation Security Operations Center’s (TSOC) Real-time Analytic Platform for Incident Deterrence (RAPID) system. Microsoft Corporation will provide Program Management, Agile Application Development and Application Operation & Maintenance Support.
The RAPID system consolidates multiple data sources into one single, easy to use application. The system enables TSA to instantly search, correlate, and analyze transportation security data from multiple stovepipe databases and applications. The application allows TSA/TSOC incident management teams and analysts to accurately assess and respond to developing threats to our nation’s transportation system. RAPID is a custom developed Microsoft application utilizing a phased agile development methodology. RAPID leverages current Microsoft technologies and takes advantage of Microsoft Azure Platform-as-a-Service (PaaS) offerings (e.g., Azure Search and Azure SQL) that utilize the latest cloud based technology capabilities at a lower cost.
