In general, the scope of services for this project includes the inventory, field verification, evaluation of the railroad lines and crossings, and providing best practices for staff and officials to follow when working with the rail companies. The study shall conclude with a final report that provides specific recommended intersections for improvements and standard operating procedures for interacting with the railroad company.
This project encompasses the entirety of Smith County, Texas which contains approximately 59 miles of railroad right-of-way and 157 intersections with City, County or TxDOT roadways. The Statement of Qualifications shall have a maximum 20 pages, excluding the cover letter and section tabs. The budget for this study is $150,000. Consultants responding to this RFQ must agree that their fee will not exceed the allotted project budget.
