SECTION I
NOTICE INVITING PROPOSAL
I.
INTRODUCTION: The City of Victorville (“City”) is accepting sealed proposals for
RAILROAD INSPECTION/CONSULTANT SERVICES to conduct independent inspection
of railroad facilities and equipment.
II. PROPOSALS DUE - Proposals will be received by the Purchasing Agent at 14343 Civic
Drive, Victorville, California, 92392, until AUGUST 18, 2020 at 2:00 p.m., PST, in the
Finance Division of the Administrative Services Department, located in City Hall, 2nd floor.
III. OBTAINING PROPOSAL FORMS – Complete bid documents may be obtained from the
Purchasing Section of the of Administrative Services, City of Victorville, California, 14343
Civic Drive, Victorville, California, 92392, or by calling Celeste Calderon at (760) 955-5082.

IV. NON-MANDATORY SITE VISIT: Because of the effect of COVID-19, the City is limiting
the number of people visiting the job locations. Site visit can be done by APPOINTMENT
ONLY and can accommodate one or two Contractor’s personnel only at a time.

SECTION II
SCOPE OF SERVICES
Background:
The City of Victorville owns a railroad spur line, consisting of approximately 1.44 miles of rail spur, in
an industrial park, and more specifically described as seven switches under City of Victorville Lead
4989.39’, Con Agra – 336.15’, Mars/Petco – 424.11’, Church & Dwight – 400.00’, and Team Tk –
1484.46’, for a total of 7634.11’, in the Foxborough Industrial Park area (see map). The City is seeking
a company to provide inspection/consultation services of these City owned track lines. The purpose
of the railroad inspector/consultant is to perform inspections and direct maintenance of railroad facilities
to ensure compliance with federal and state laws, rules, regulations, and track safety standards for
running track.
Minimum Qualifications:
Five (5) years of experience in railroad track inspections and evaluation
Federal Railroad Administration (FRA) 214 qualified
Two (2) years’ experience in track installation
FRA certification in one of the Federal Railroad Administration inspection safety
disciplines as contained in Title 49, Code of Federal Regulations
Scope of Work:
Conducts independent inspections of railroad facilities and equipment (e.g., tracks and highway/rail
grade crossings) to ensure compliance with the California Public Utilities Commission, Federal
Railroad Administration, and other applicable state and federal rules, regulations, and statutes,
recommends corrective action, and performs follow-up inspections to ascertain completion of
corrective measures.
All tracks shall be inspected in accordance with the guidelines prescribed in FRA Title 49
Sec. 213.7.
Track inspections shall be on a monthly basis, and should include, but not limited to, visual
inspection of all tracks, turnouts, and crossovers, including switches, frogs, guard and stock
rails and closure rails; inspection of drainage; testing and lubrication of all switches and D-
rails.
Provide the City with a report summarizing inspection findings, repairs needed and potential
problems as well as any remedial actions needed.
Each inspection shall be made on foot or by riding over the track in a vehicle at a speed
that allows the person making the inspection to visually inspect the track structure for
compliance with this part. However, mechanical, electrical, and other track inspection
devices may be used to supplement visual inspection. If a vehicle is used for visual
inspection, the speed of the vehicle may not be more than 5 miles per hour when passing
over track crossings and turnouts; otherwise, the inspection vehicle speed shall be at the
sole discretion of the inspector, based on track conditions and inspection requirements.
Creates railroad operational records (e.g., track maintenance schedules and activities) in
compliance with FRA and California Public Utility Commission rules, regulations, and
requirements; prepares comprehensive reports and recommendations relative to
noncompliance investigations, inspections and necessary structural and operational
changes.
