MILL CREEK INTERCEPTOR BASIN SANITARY SEWER
POINT REPAIR PROJECT
Sealed bids are invited for the rehabilitation of the sanitary sewer system throughout the Mill
Creek Sewer Basin as summarized below.
The work under this contract shall include, but not be limited to, rehabilitation of the sanitary sewer
system throughout the Mill Creek Sewer Basin which requires a dig and replace approach
including 20 pipe point repairs and miscellaneous manhole improvements. All rehabilitation will be
completed in accordance with the contract specifications and drawings.
Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, until
2:00 p.m. February 18, 2020 when they will be opened and read publicly.
Bid envelopes shall carry a clear notation Mill Creek Interceptor Basin Sanitary Sewer Point
Repair Project,” Contract 2017-28R, Bid No.: 19-1917R. Plans and Specifications may be
obtained in the William J. Conner Building, 187-A Old Churchmans Road, Room 058, New Castle,
DE, 19720, telephone (302) 395-5749, on and after December 23, 2019 upon payment of $50.00
(non-refundable).
Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10 percent
of the bid price, payable to New Castle County and conditioned to be forfeited to said County for
failure to enter into a contract, if awarded.
Awards, if any, will be made to the lowest and best responsible bidder. The County reserves the
right to reject all bids and to waive minor irregularities. Bidders are required to submit all Proposal
pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with
the Proposal. The CRC form, if not already submitted, must be included with your submission.
Any deviation from these instructions may result in the rejection of your bid. The successful Bidder
will be required to give bond of a surety company, acceptable to the County, and licensed to do
business in the State of Delaware, in the amount of the contract price.
DELAWARE WATER POLLUTION CONTROL REVOLVING LOAN FUND
This project is funded by a Delaware Clean Water State Revolving Fund Loan. Contractors and
subcontractors must comply with Presidents Executive Order No. 11246 which prohibits
discrimination in employment regarding race, creed, color, sex, or national origin, the Buy
American Iron and Steel provisions, pay wages to laborers and mechanics as determined by the
higher of State of Delaware Prevailing wage rates or the Federal Davis-Bacon wage rates and
report payroll information to the State of Delaware and New Castle County. The applicable wage
rate decisions are contained in the project specifications.
CONTRACTOR RESPONSIBLITY CERTIFICATION
Contractors proposing to submit a bid to New Castle County for a Public Works Contract
expected to exceed $500,000.00 are required to complete and submit a signed original
Contractor Responsibility Certification (CRC) form. The New Castle County Department of
Public Works, Contracts Officer, must receive this executed form no later than the
advertised deadline for bid submittals. Failure to submit the form by that time shall result in
the County’s inability to consider your bid for award. CRC forms submitted by facsimile will
not be accepted. Bidders are encouraged to submit the CRC form in advance of the Bid.

ALCOHOL & DRUG TESTING
New Castle County Ordinances No.18-112 and 19-025 require contractors and
subcontractors to implement a mandatory alcohol & drug testing program for their
employees who work pursuant to a Public Works contract. Included in the specifications for
this project is an affidavit certifying compliance with the Ordinance. This affidavit must be
executed and submitted with the bid. Failure to submit the affidavit by that time shall result in
the Countys inability to consider your bid for award. Forms submitted by facsimile will not be
accepted.
PREQUALIFICATION
New Castle County will only accept bids from contractors prequalified with the County in the
category E(c),Sanitary Sewers, Collector Sewer. Prequalification forms are available from the
Public Works Contracts Officer in the William J. Conner Building, telephone 302-395-5749.
Prequalification applications/updates for this project must be received by the Department of Public
Works, Chief of Project Management, 187-A Old Churchmans Road, New Castle, De 19720 by
January 13, 2020.
PREBID MEETING
There will be a pre-bid meeting at 9:00 a.m. on Wednesday, January 08, 2020 in the General
Meeting room of the William J. Conner Bldg, 187-A Old Churchmans Road, New Castle, DE
19720. Attendance is not mandatory.
