The Naval Education and Training Command (NETC) require the
continuation of accreditation services by the COE, in order to maintain the nationally recognized
institutional accreditation status of the Navys technical training and education programs
The Council on Occupational Education (COE)
is a national institutional accrediting agency for the accreditation of non-degree-granting and applied
associate degree-granting postsecondary occupational education institutions.
Because of this specialty
designation, COE is the only vendor capable of providing the complete range of necessary accreditation
services desired by NETC to maintain the current, higher education accreditation status of the Navys
Leaming Centers. COE has been providing institutional accreditation services to the NETC domain since
1974 and performed the initial accreditation review of Navy technical training. The continued services that
will be provided by COE consist of annual dues and periodic site visits to maintain the current accreditation
status conferred by COE with the original assessment. Services by another accrediting institution would
require a significant duplication of costs that would not be off-set by competition.
There are currently six
other national accrediting agencies that are recognized by the U.S. Department of Education to evaluate
occupational type education: Accrediting Bureau of Health Education Schools, Accrediting Commission of
Career Schools and Colleges of Technology, Accrediting Council for Continuing Education and Training,
Accrediting Council for Independent Colleges and Schools, Distance Education and Training Council, and
the National Accrediting Commission of Cosmetology Arts and Sciences.
NETC is a non-degree-granting military command, which oversees a wide range of occupational education
and training. COE is the only agency that performs national accreditation services on military technical
training schools for the Air Force, Anny, Navy, and other DoD agencies.
COE is fully recognized as an
accrediting agency by the U.S. Department of Education. Consequently, COE is the only nationally
accrediting agency that can provide evaluation services for all of the technical specialties covered by
NETCs Learning Centers. While the other six accrediting agencies are capable of evaluating some of the
occupational training delivered by the Learning Center, they are limited in focus to a particular type of
training specialty and can not address the broad technical training specialties provided by NETC
COE is the only vendor capable of providing the required accreditation services for the broad
spectrum of courses conducted at NETCs Leaming Centers.
Award lo any other firm would result in a loss of continuity of services and would jeopardize the Navys
institutional accreditation status.
This is a sole source action to be awarded to The Council on Occupational Education (COE) Atlanta, GA , C.O.E is the only Vendor who can supply the required services for this acquisition.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. It is anticipated that a Firm Fixed Price (FFP) order will be issued as a result. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
