ADDENDUM NO. 2
Dear Proponents,
This addendum is issued to reflect the following immediately. It shall be the responsibility of
interested Bidders to adhere to any changes or revisions to the IFB as identified in this Addendum
No. 2. This documentation shall become permanent and made part of the departmental files.

Question 1: Can I get a copy of any addenda that have been released to date?
Answer 1: All addendums may be viewed by visiting the Santa Fe County website at:
https://www.santafecountynm.gov/asd/current_bid_solicitations
Question 2: Can I get a copy of the updated plan holder list?
Answer 2: There is no plan holders list for this project.
Question 3: What is the estimated construction cost?
Answer 3: There is no published cost estimate for the project.
Question 4: In reference to the striping mentioned in the PowerPoint, but not having a bid item for
striping of any kind in the bid documents?
Answer 4: The stripping will be the responsibility of the County.
Question 5: What types of BMPS are you looking for? It is hard to get an accurate estimate for
SWPPP Plan in place without a list of BMPS, silt fence, check dams, wattles, etc.

Answer 5: The Contractor is responsible for consulting with a qualified SWPPP developer to
establish a plan in accordance with current federal, state, and local requirements.
Question 6: What are the limits of clean and grub and is there a place to take the spoils?
Answer 6: Clean and grub will be generally limited to 2’-3’ beyond the edge of the pavement
or the area necessary to establish borrow ditches where applicable. “Clean” grub
material should be hauled to a regional landfill that can accept the waste. “Dirty”
grub material (mostly dirt) can be disposed of in wash outs well off the roadway
within the ROW but not in graded borrow ditches.
Question 7: What are the limits of the ditch excavation and is there a place to take the spoils?
Answer 7: Ditches will be re-established where they have historically existed. This can be
assessed from an on-site inspection. Most areas will require minimal scribing or
cleaning of sediment off edge to build required pavement width. Undermined edges
need to be filled and wheel rolled. Excess spoils may be used to fill undermined or
washed out areas as directed by the County and/or hauled away from the project
site by the Contractor.
Question 8: There is 2” milling on the patches and the overlay is 2” there are going to be areas where
the depth is 4” is the quantity accounted for in the quantities?
Answer 8: The Contractor will be paid for all asphalt material, accepted by the County, in
accordance with the unit bid price for ITEM 41600 – MINOR PAVING 2”
OVERLAY.
Question 9: Since we are lifting the existing grade by 2”, how are we to tie into driveways and
intersections?
Answer 9: All intersections will require a smooth transition from top of new asphalt to existing
grade. This shall be achieved by means proposed by the Contractor and approved
by the County.
Question 10: Is there any way that these projects can be pushed to early spring?
Answer 10: The County aspires to complete these projects this year weather permitting.
Question 11: Is the County going to require chip seal tabs?
Answer 11: Yes, the Contractor shall be required to place chip seal tabs on the new asphalt.
Question 12: Can the County confirm that the blading and reshaping item is only required for existing
ditches?
Answer 12: The work considered included in the unit bid price for ITEM 20900 BLADING
AND RESHAPING will consist of re-establishing existing ditches.
Question 13: Can the County confirm the 5,000 square yard item for cold milling, this quantity seems
to be in excess and may be 5,000 square feet?
Answer 13: The estimated quantity for Cold Milling is an estimation. The actual quantity of
milling performed will be measured by the square yard and paid for based on the
unit bid price for ITEM 414000 – COLD MILLING 2”.
Question 14: Can the County provide a separate item for patching of the milled surfaces?

Answer 14: The County will consider the patching of milled surfaces as included in the unit bid
price for ITEM 41600 – MINOR PAVING 2” OVERLAY.
Question 15: Due to the close proximity of the road and structures is the County going to limit
vibration from rollers, specifically for County Road 84?
Answer 15: Due to the close proximity of permanent structures to the existing roadways, the
County reserves the right to limit the vibration of compaction equipment.
Question 16: If vibration of equipment is not going to be limited, can the County add an item for
Vibration monitoring?
Answer 16: The Contractor shall be responsible for their respective construction activities, to
monitor and/or video potentially damaging vibrations at no additional cost to the
County.
Question 17: What are the testing requirements for this project?
Answer 17: The testing requirements for this project will be in accordance with the 2019 Edition
of the NMDOT Standard Specifications for Highway and Bridge Construction.
Question 18: What type of hot mix asphalt (HMA) is required, SP-III or SP-IV?
Answer 18: The required type of Hot Mix Asphalt is SP-IV, as cited on page 4 of the IFB.
Question 19: What is the performance grade asphalt for the HMA, 70-22, 76-22?
Answer 19: The performance grade asphalt binder shall be PG 70-22.
Question 20: Will Recycled Asphalt Paving (RAP) be allowed in the HMA mixes? If so, what is the
maximum % allowed?
Answer 20: The Contractor may use a maximum of 15% RAP in the production of HMA. If
the Contractor elects to utilize RAP material in the HMA, the County will require
the Contractor prepare and submit a Quality Control Plan (QCP) in accordance
with Section 902 of the 2019 Edition of the NMDOT Standard Specifications for
Highway and Bridge Construction. The costs associated with preparation of the
QCP will be considered incidental to the completion of the project and no separate
measurement or payment will be made for this work.
Please add this Addendum No. 2 to the original proposal documents and refer to proposal documents,
hereto as such. This and all subsequent addenda will become part of any resulting contract documents
and have effects as if original issued. All other unaffected sections will have their original
interpretation and remain in full force and effect. Responders are reminded that any questions or need
