NOTICE IS HEREBY GIVEN THAT sealed proposals will be received by Transit Management of Mobile D/b/a THE
WAVE TRANSIT SYSTEM (THE WAVE TRANSIT SYSTEM), located at 1224 West I-65 Service Road, Mobile,
Alabama 36609 until 2:00 PM, Wednesday, April 29, 2020, for Purchase and Delivery of Low Floor Heavy-Duty
Transit Buses for THE WAVE TRANSIT SYSTEM in accordance with requirements of the Contract Documents.
Proposals shall be submitted on the Cost Proposal Formsattached to the specifications and plainly marked with
the Proposers Name and the procurement number: WTS-003-010-20A
Proposals will be examined within ninety (90) days after the proposal opening. A Pre-Proposal Conference will
be held at 2:30PM (CST) on Thursday, April 2, 2020 at THE WAVE TRANSIT SYSTEMs Administrative Office
located at 1224 West I-65 Service Road, South, Mobile, Alabama 36609. ATTENDANCE IS HIGHLY
RECOMMENDED BUT NOT MANDATORY
The selection committee reserves the right to reject any and all proposals or to waive any irregularity or informalities
in any proposal or in the solicitation procedure. No proposer may withdraw its proposal for a period of ninety (90)
days after the proposals are opened. Each proposer will be notified of award.
The performance of any contract which may arise from this proposal is subject to the requirements of Title VI of the
Civil Rights Act of 1964 and all applicable equal employment requirements as may be generally applicable to this
type of solicitation. DBE firms will be afforded full opportunity to submit proposals and will not be subject to
discrimination on the basis of race, color, sex or national origin in THE WAVE TRANSIT SYSTEM ’s consideration
of an award of Contract. This contract and any contract arising from this solicitation will be subject to financial
assistance from the City of Mobile and the Federal Transit Administration (FTA). All proposers will be required to
certify that they are not on the United States Comptroller General’s list of ineligible contractors.
In connection with the performance of this Contract, full compliance with all applicable Safety and Health
Standards, and with all applicable laws and regulations concerning Equal Employment Opportunity and
Disadvantaged Business Enterprises will be required. The successful proposer will cooperate with THE WAVE
TRANSIT SYSTEM in meeting its commitments and goals with regard to the maximum utilization of
Disadvantaged Business Enterprises and will use its best efforts to ensure that such business enterprises shall
have the maximum opportunity to compete for subcontract work, if any, under this Contract.
Attention is directed to the General Conditions, Special Provisions and Technical Specifications appearing with
the Proposal Documents for complete details and proposal requirements. These documents, including proposal
forms, bonds, and this Notice shall be considered as part of any Contract made pursuant to this solicitation.

1.
GENERAL INFORMATION
THE WAVE TRANSIT SYSTEM (THE WAVE TRANSIT SYSTEM) invites qualified firms to submit Proposals in
response to this Request for Proposals (RFP) for the production and delivery of 30’, 35’ and 40’ Heavy-Duty
Low Floor Transit Buses. The Contract will be for a five-year base term with two (2) one year options. THE
WAVE TRANSIT SYSTEM reserves the right to award one or more contracts to separate vendors which will
include all vehicle sizes / types.
This Solicitation will enable THE WAVE TRANSIT SYSTEM to standardize the future selection of buses, realize
a better price through volume discounts and reduce the requirement of an as needed or annual procurement
process when grant funding is made available.
2.
PROCURING AGENCY
The procurement agency is THE WAVE TRANSIT SYSTEM. The initial purchase will comprise a minimum of
(5) five and a maximum of (7) seven buses. The total number of vehicle purchased for the base contract will
be (25) twenty-five with an option to purchase (5) additional buses per year for (2) two option years.
3.
BUS PROCUREMENT REQUIREMENTS
THE WAVE TRANSIT SYSTEM at their sole discretion, may procure up to the maximum number of buses stated
in this RFP based on THE WAVE TRANSIT SYSTEM’s requirements and available funding. The needs in terms
of minimum and maximum quantities of buses during the five-year contract term, are set forth in Special Provision
17.
5.
SCOPE OF WORK
The successful Proposer (Contractor) will furnish THE WAVE TRANSIT SYSTEM an initial order of a minimum
of 5 and a maximum of 7 Heavy-Duty Low Floor Transit Buses in accordance with the delivery schedule set
forth in Section 13.K Delivery / Time for Performance, with the final quantity to be determined at the time of
contract award.
6.
PRE-PROPOSAL CONFERENCE
A Pre-Proposal Conference will be held commencing promptly at:

The Pre-Proposal Conference will take approximately one hour. Members of THE WAVE TRANSIT SYSTEMs
staff will be available to answer general questions pertaining to the RFP and the specifications herein. Any
questions that may require staff research to answer or that will otherwise modify the meaning or intent of this
RFP shall be submitted to THE WAVE TRANSIT SYSTEM in writing as described in Section 7 hereunder.
This Pre-Proposal Conference is not mandatory, but attendance is highly recommended.
7.
SUBMISSION OF QUESTIONS AND REQUESTS FOR CLARIFICATION
If any person submitting a Proposal is in doubt as to the true meaning of any part of this RFP, or if additional
information is required, they shall submit a written request for information and clarification thereof.
