SECTION 1.0 – SCOPE OF WORK
1.1 Introduction
On the August, 2024 ballot, Jackson County will ask voters to consider a millage proposal for
the purpose of jail renovations. The Jackson County Sheriff’s Department is proposing the
renovations in order to alleviate public safety, security, and overcrowding concerns.
The Sheriff’s Department is soliciting proposals from experienced and qualified professional
firms for the purpose of entering into a professional services contract to assist the County in
providing community education, communication, and outreach regarding the upcoming jail
millage.
1.2 Minimum Mandatory Requirements
All Bids will be reviewed for compliance with the mandatory requirements. Bids deemed non-
responsive will be eliminated from further consideration.
1. Must be licensed and in good standing with the State of Michigan.
2. Must have experience over the last five (5) years similar in nature to the scope of
services requested herein.
3. Must provide a minimum of three (3) references.
4. Must have experience in public relations, message development, media coaching.
1.3 Scope of Work
The Jackson County Sheriff’s Department seeks to enter into a contractual relationship with a
person or organization to develop a comprehensive public safety education campaign which will
launch in late February 2024 and run through August 2, 2024. Services will include creation of
visual/print (hard copy) items, digital/social advertisements, short videos, and media-buy and
placement management. The selected vendor will provide media analysis which will include
tracking and reporting of ad placements and impressions, digital/social media traffic, and other
valuable metrics.
GOALS FOR THE EDUCATIONAL CAMPAIGN
1. Develop a media campaign to educate on the rationale behind the upcoming millage to
request approval for jail facility upgrades. Elements of the campaign should include as a
minimum, digital/social ads, print collateral materials for distribution, web page design
and development, and any other creative elements of the campaign.
2. Assist in developing messaging to provide rationale behind the millage and encourage
Jackson County residents to get out to vote.
3. Provide advice and counsel relating to appropriate messaging for varying demographic
audiences.
4. Utilize existing polling data to accentuate the County’s message and identify “trigger”
words.
5. Assist in any graphic design and content of printed hard-copy materials for use in
newsletters and mailings, and coordinate the printing of these materials.
6. Facilitate the media buy and placement for the campaign ensuring a diverse media mix
across a variety of platforms, including the following:
a. Digital advertising
b. Social media advertising
c. Traditional advertising

d. Other creative and potential approaches to paid/earned media.
7. All materials and publications (written, visual or sound) resulting from the award shall
contain the following statement: Paid for by Jackson County, 120 W. Michigan Avenue,
Jackson, MI 49201.
1.4 Contents of Proposal
The proposal submitted should include the following information to assist in selecting the firm best
able to provide the professional services for the project.
Provide a listing of five (5) current references for work recently completed of a similar scope
and type. Describe your background and experience dealing with similar projects or other
social marketing campaigns; providing at least two similar (safety or educational) campaigns
completed within the last 5 years that demonstrate the Responder’s capabilities of meeting
the scope of services.
Demonstrate through a listing of credentials the qualifications of the firm to support and
complete the project described.
Provide the structure of the professional team proposed for the project and the credentials
and experience of the key account personnel.
Include a work plan. Describe the approach and process for meeting deliverables and
objectives in an efficient and effective way. The work plan must include the plan for
reporting of progress and sharing analytics from the campaign.
Provide an estimated time schedule for the services to be provided and significant
milestones to be met along the progression of the project.
Provide the best financial proposal to manage the campaign.
It is understood that printing and mailing costs will be an additional expense once hard-
copy materials have been developed and mailing lists have been obtained reflecting
volume quantities. Therefore, the financial proposal should omit anticipated printing and
mailing costs.
COMPANY PROFILE
Complete all components in Section 2.1. State the full name and address of your organization,
and if applicable, any branch offices or other subordinate elements that will perform or assist in
performing the work. Indicate whether you operate as an individual, partnership, limited liability
company or corporation. If a corporation or limited liability company, indicate the State in which
you are incorporated. Including licensing in the description, and state that you are licensed to
operate in the State of Michigan.

Responses may also include any additional information and/or comments believed to be
pertinent but not specifically requested elsewhere in the document.
1.5 Subcontracting
Any person undertaking a part of the work under the terms of the contract, by virtue of an
agreement with the Vendor, must receive the approval of the designated Jackson County staff
prior to any such undertaking. The County may terminate the contract if the subcontracting is
done without this approval.
1.6 Price Assurance
The awarded vendor agrees to provide pricing to Jackson County that are the lowest pricing
available and the pricing shall remain so throughout the duration of the contract. The awarded
vendor agrees to promptly lower the cost of any product/service purchased through Jackson
