Prosper Africa Trade and Investment (PATI)

Dear Interested Parties,

The United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) for a five-year contract for USAID’s Prosper Africa Trade and Investment (PATI) activity (formerly titled Transformative Trade and Investment in Africa (TTIA). USAID intends to use full and open competition for this procurement. The solicitation is anticipated to be released within the next few weeks and will be available electronically upon its release at: beta.sam.gov.

The purpose of this activity is to mobilize enterprise-driven solutions that will help to unlock Africa’s growing markets, expand U.S. and Africa trade and investment relationships, and achieve development outcomes across all sectors, in line with USAID’s Private Sector Engagement Policy and the USG Prosper Africa initiative.

The contractor’s interventions will be directed through four interrelated project objectives. These areas may overlap and are not mutually exclusive. Work on all four objectives will be informed by gender analyses to reduce gender gaps. The objectives are: 1) increased trade, 2) increased investment, 3) improved business environment, and 4) programmatic and institutional support to USAID and the Prosper Africa Secretariat.

Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at beta.sam.gov. Questions/requests for information will not be responded to until RFP issuance. There is an RFI issued earlier this year under TTIA which is attached as well as a Prosper fact sheet.. Interested parties are advised to periodically monitor the above website and this presolicitation notice for updates concerning this procurement.
